Decades of research on red tape have still to provide final answers as to whether red tape reduces performance. This may be due to not distinguishing the different dimensions that public service performance consists of. Shifting the focus to rules and their characteristics, this study analyses how the degree of compliance burden and lack of functionality of rules relates to overall and dimensional public performance. Building upon the argument that red tape reduces resources and motivation and by doing so influences performance, hypotheses are put forward regarding the relationship to performance. Using red tape reports from employees in 49 work units and performance rated by the supervisor, this study shows that performance is at its lowest when the rules have a high compliance burden and lack functionality. Moreover, the dimensional analyses show that compliance burden may be most detrimental for output, whereas lack of functionality reduces responsiveness and democratic outcomes. 相似文献

The threat of cascading failures across critical infrastructures has been identified as a key challenge for governments. Cascading failure is seen as potentially catastrophic, extremely difficult to predict and increasingly likely to happen. Infrastructures are largely privately operated and private actors are thought to under‐invest in mitigating this threat. Consequently, experts have demanded a more dominant role for government, including the use of regulation. Empirical evidence on cascading failure is, however, extremely scarce. This paper analyses new data drawn from news reports on incidents. We find that, contrary to current thinking, cascades are not rare. Neither do they indicate a wide array of unknown dependencies across infrastructures. Rather, we find a small number of focused, unidirectional pathways around two infrastructures: energy and telecommunications. We also found that most cascades were stopped quickly, in contrast to the oft‐cited ‘domino effect'. These findings undermine the case for more intrusive public oversight of critical infrastructures. 相似文献

Life‐course criminological research has consistently suggested that employment can reduce criminal behavior. However, it is unclear whether the financial aspects of employment or the social control that inheres in employment best explains the relationship between employment and reduced offending. By using longitudinal information on a sample of men and women (N = 540) who were institutionalized in a Dutch juvenile justice institution in the 1990s, this study examines the effects of employment as well as the different types of income support on crime. Random‐ and fixed‐effects models show that for men, both work and income support are associated with a reduction in the rate of offending. For women, however, although employment is correlated with a lower offending rate, receiving income support, and in particular disability benefits, is correlated with a higher offending rate. The findings support both theories that stress the financial motivation for crime as well as theories that emphasize the importance of informal social control for reducing offending. 相似文献

Abstract. In this article we try to disentangle the constraints between traditional lines of political polarization (left-right placement) and newer distinctions (materialist/postmaterialist values) among mass publics. It is shown that voting or party preference is most clearly related to the left-right placement of the respondents. However, this placement is directly and strongly dependent on the materialist/postmaterialist orientation, while background variables like education, income and age are linked to voting via this value orientation. The materialist/postmaterialist orientation appears to be the present-day interpretation of the dominant political conflict in advanced industrial society. Although alignments and orientations count for a substantive part of the variance in voting, the power of these models to predict the actual vote of people turns out to be rather poor. 相似文献

The distance-decay function suggests a spatial pattern of criminal activity whereby most crimes are committed nearer rather than farther from the criminals' own homes. Presumably, the farther away the target, the lower the chances of crimes. The reason usually offered for this general pattern is an individual one: The costs to the criminal in terms of time, energy, and money increases with distance. We contend that it may be misleading to draw inferences about individuals from the aggregated decay function because it conceals individual variations in ranges of operation. This argument is supported by data randomly generated by the computer that show that even when individual criminals increase their crime rate with increasing distance, a distance-decay function still emerges at the aggregate level. This is not to say that an individual-level distance-decay function does not exist, only that it must be demonstrated by data at the individual level because distance-decay effects can characterize aggregate behavior even in the absence of individual distance decay. 相似文献

By focusing on institutions (rules for action) and routines (patterned behaviour) our intention is to contribute to the understanding of government policy and its outcomes in health and social care. We analysed data to show how the relationship between a new idea for a routine and new rules from the government on the one hand, and existing rules and routines in society on the other, as well as the interaction between rule makers and rule takers (i.e. those who are governed by those rules), have an impact on the change or maintenance of routines. The data concern the case of government policy for need assessment (that is, assessment of needs) in The Netherlands. As our discussion will show, even a national government, however, is not able to completely impose its will on other agents in order to change existing routines. The concept of ‘negotiated order’ helps us to understand why. In the case reported here, the Dutch government and the home care agencies had to exercise give and take, the outcome being a suboptimal result for both. 相似文献

This paper introduces the method of importance‐performance analysis of citizen surveys, a useful approach to understanding citizen satisfaction with local government services. Using data from a US national online panel, we directly compare two approaches to importance‐performance analysis: one employing an explicitly stated measure of importance, the other using a measure of importance derived from regression analysis. The different results that the two approaches give suggest that local government administrators and policy analysts arrive at distinctly different conclusions depending on which importance measure they use. These differences are illustrated by simulating the change in citizen satisfaction that would result from improvement in the top‐rated services according to each measure. This study applied a decision‐making perspective to examine the causal mechanisms underlying the relation between violent victimization and offending. We theorized that having been victimized affects an individual's appraisal of subsequent potentially conflictive situations in such a way that victims become more attuned toward the benefits of violence perpetration than toward its costs. Furthermore, we argued that this altered appraisal mediates the relation between violent victimization and violent offending. We tested these hypotheses by using data from the Zurich Project on the Social Development of Children and Youths, a longitudinal study of Swiss youth (N = 1,013; 11–15 years of age). In line with expectations, path analysis results showed that prior victimization influenced the appraisal of decision‐making situations that, in turn, predicted subsequent self‐reported violent offending. Importantly, these mediation effects held when controlling for a variety of time‐stable factors, such as self‐control and risky activities, as well as prior victimization and delinquency. Implications for research and theorizing on the victim–offender overlap are elaborated in the discussion. 相似文献
