Rethinking the German nation as German Dasein: intellectuals and Heidegger’s philosophy in contemporary German New Right nationalism

ABSTRACT

Most scholarship on far-right parties focuses on populism while largely ignoring the role of intellectualism. Disregarding the increasing support by well-educated voters, much of this literature appears to presume that populism and intellectualism in the far-right are separate rather than complementary phenomena. Against this view, this article uses Skinner’s concept of ‘innovating ideologists’ to explore the role of Heideggerian philosophy in the interplay between German New Right (GNR) intellectualism and Alternative für Deutschland (AfD) populism. To do so, Heidegger’s conception of ‘people’ is outlined before turning to the GNR’s use of these concepts in articles, books and speeches, by both GNR intellectuals and leading AfD members. The analysis shows that GNR and AfD actors refer to Heideggerian philosophy both in the context of intellectual circles and to wider audiences to legitimize an exclusive idea of nationhood based not on the illicit idea of race but on a more acceptable idea of history. The findings suggest that intellectualism and populism in the German far-right are closely connected. The article concludes that neglecting GNR intellectualism means underestimating the GNR’s and AfD’s capacity to bring about social change.     

Coloured Judgements? The Work of the Thai Constitutional Court, 1998–2016

Created in 1997 as part of a major constitutional reform, Thailand’s Constitutional Court has since become embroiled in several high-profile political controversies. Since the 2006 coup, because a number of such decisions have favoured one political camp and considering obvious close and long-standing relations between judges and political elites, questions have arisen about the court’s ability to act as an independent arbiter. Is this view justifiable? To answer that question, this article first analyses how the court has behaved across political administrations in 32 high-profile cases since 2001. It then turns to the socio-biographic profile of the bench, the politics of nominations and changes to its composition, particularly since 2006. Finally, the article considers data on participants in classes offered by the Constitutional Court, which makes it possible to better understand the links between Thai political and judicial networks. The analysis finds evidence of politically biased voting patterns and increasingly partisan nominations to the court, though formally appointment procedures are apolitical, which suggests the politicisation of the court and growing ties between judicial and political elites. These findings raise new questions about the public’s perception of the Constitutional Court’s legitimacy and prospects for the rule of law.

Abstract

The focus of this article is on ethnic diversity and polarisation in Latvia after 1989. Our fundamental question is that if we interpret diversification as a dynamic process, and include polarisation as a potential direction of diversification, how much will the results differ, compared to the explanations usually proposed in the literature? The recognition that apparent homogenisation results, in particular cases, in polarisation (in this case in 35% of Latvia’s entire population) is the major contribution of our empirical analysis. Taking into account the broad scale of the potential impact of polarisation, our findings raise significant questions for the classification mechanisms that may be employed in further investigations.

Governing Under Pressure: German Policy Making During the Coronavirus Crisis

The global threat of the coronavirus pandemic has forced policy makers to react quickly with totally new policy-making approaches under conditions of uncertainty. This article focuses on such crisis-driven policy learning, examining how the experiences of China and South Korea as early responder states influenced the subsequent coronavirus crisis management in Germany. The first reaction of the German core executive was the quick concentration of decision-making power at the top of the political hierarchy. Asserting the prerogatives of the executive included the radical simplification of the relationship between politics, law and science. State actors took emergency measures by recourse to a single piece of legislation—the ‘infection protection law’ (Infektionsschutzgesetz)—overriding other elements of the legal order. They also limited the government’s use of scientific expertise to a small number of advisors, thereby cutting short debates about the appropriateness or otherwise of the government’s crisis measures. Finally, German actors failed to understand that some of the earlier Chinese and Korean responses required a precondition—namely public willingness to sacrifice privacy for public health—that is absent in the German case.

The strategy process as a result of learning,questioning, and performing in a city organization

Abstract

This article analyzes a strategy-drafting process, using it to illustrate what can happen in a strategy process that affects a city organization but is invisible in the final strategy document. In the ethnographically inspired method, a city organization and its strategy-formulating work were followed for two years. Observations and interviews were the main data-collection methods. The article builds on a framework from the strategy and public management literature. The article concludes that strategy formulation in public organizations is a means of learning new practices, questioning ongoing development, and enhancing performance.
