Robert Tollison and operationalizing public choice

In this tribute to Robert Tollison, I will outline his contributions to the development of public choice. I focus on Tollison’s work on rent-seeking, the political economy of reform, and the rules level of analysis in sports economics. Throughout his career, Tollison brilliantly figured out ways to take insights from price theory and public choice theory and operationalize them using multiple methods of empirical analysis, including historical interpretation and statistical testing.     

A Different Carbon Tax: The Sustainable Green Tariff

Two heated current political arguments focus on carbon taxes and tariffs. This essay will develop an argument for linking carbon emissions with tariffs, through a tax on goods entering a country based on the method of transport and distance traveled, rather than based on the country of origin or category of the product. The result would be to encourage more sustainable local production, to reduce currently externalized costs of carbon emissions, to generate new tax revenues to fund reductions in regressive social insurance taxes, and to provide benefits for those adversely affected by carbon emissions.     

Demographic change and industrialization in germany, 1815–1914

This article analyzes demographic change in Bremen 1815–1914 against the background of changing employment opportunities. Within the pre-industrial employment structure, which still prevailed in the decades after 1850, in-migrants were particularly disadvantaged. When modern industries developed, the situation changed. At the beginning of the twentieth century both male and female in-migrants benefited from a higher life expectancy than the city-born population had. The strong sectoral changes in employment opportunities in Bremen at the turn of the century reinforced the trends towards family limitation. More skilled in-migrants felt the need to adapt their reproductive behavior to facilitate upward social mobility. The article argues for a wider use of archival data, like those used in their study, to explore issues relating to urban demographic change in German cities during industrialization.     

EU Simulations and Engagement: Motivating Greater Interest in European Union Politics

While the effects of simulation-based courses on the knowledge of participating students may be marginal in relation to standard lecture and discussion-based courses, this article argues that the greatest leverage is gained by increasing participating students’ level of interest in the subject of study and in politics more broadly. Participants tend to become increasingly absorbed in their roles and in the politics of the institutions at the center of the simulation. To better consider this possibility, we conducted a survey of students participating in the 2015 Mid-Atlantic European Union Simulation and of appropriate control populations. The survey results indeed suggest that, much more than simply acquiring knowledge about the EU, the simulation experience serves to generate more robust interest in the subject of study.
