The purpose of this article is to describe the various responses to the crime problem in Port Moresby and to compare the fear of crime among three groups living in Port Moresby (college staff, college students, and senior level managers).

Urban crime has become a major problem and a public issue in Port Moresby and the various responses to it are similar to those found in the U.S.: individual strategies for maintaining security, ad hoc collective measures among neighbors, pressure group demands, and political proposals.

Three groups were compared on their levels of fear of four types of crime and the security precautions they took in order to protect themselves. It was found that the group with the most economic resources and greatest community cohesiveness had the lowest level of fear of crime. The group with the most fear tended to rely more on neighbors for assistance and took greater security precautions than the “low-fear” group. Also, the findings suggest that expatriates may have a lower level of fear than nationals. Proposed policy responses include neighborhood organization and youth development.  相似文献

Some of the most perceptive observers of public life have emphasised its tragic dimensions, not so much out of sympathy for politicians, but because the lens of tragedy offers a unique insight into the realities of the world of politics. Here I attempt to synthesise this tragic perspective by employing the comments of those best positioned to identify the salient features of public life, its primary dramatis personae. Politics occasionally provides us with the kind of spectacular catastrophe that journalists like to construe as tragedy. But our purpose is to evoke a different, more personal, less visible kind of tragedy: the small but malignant tragedies of self‐betrayal, of inflation of the ego and deflation of conscience, of helpless witness to injustice and misfortune, of status unaccompanied by power or efficacy, of the shrinking of aspiration to the scale of the practicable, of disillusion and, on occasion, of despair.  相似文献

In many states, investments in school capital must be approved by bond referenda. Consequently, voter preferences can directly impact the quality of school facilities and their infrastructure. Researchers have often analyzed the causal mechanisms of referendum passage, but they have not examined whether the type of capital project affects the outcome of the referendum itself. In this paper, we use data from the state of Michigan to examine whether voters are willing to provide more or less support for specific types of capital investments. We focus on the relationship between voter support for maintenance versus the construction of a new building or additions to existing buildings. Our analysis suggests there is a higher approval rate for maintenance of existing facilities than the construction of new school buildings or additions.  相似文献

This article considers Dworkin's influential argument against legislative intent in chapter 9 of Law's Empire. The argument proves much less than is often assumed for it fails to address the possibility that the institution of the legislature may form and act on intentions. Indeed, analysis of Dworkin's argument lends support to that possibility. Dworkin aims to refute legislative intent in order to elucidate his own theory of statutory interpretation. That theory fails to explain plausibly legislative action. Dworkin's argument does not refute legislative intent but instead suggests there is reason to think that the legislature is capable of intentional action.  相似文献

This account of recent developments in the information technology policies of Canada's federal government describes how the government, acting as a “model user” of IT, contributes to the effectiveness of strategies designed to achieve policy goals related to the development of an information society. Government initiatives have applied information technology in re-engineering processes and procedures, which result in greatly improved performance, both of internal “housekeeping” operations, and service delivery to the public. In devising these and similar initiatives, it is necessary to select technologies that are appropriate to local capabilities, rather than adopting “technology-driven” approaches to problem solving.
