Administrative data from North Carolina are used to explore the extent to which that state's relatively sophisticated school‐based accountability system has exacerbated the challenges that schools serving low‐performing students face in retaining and attracting high‐quality teachers. Most clear are the adverse effects on retention rates, and hence on teacher turnover, in such schools. Less clear is the extent to which that higher turnover has translated into a decline in the average qualifications of the teachers in the low‐performing schools. Other states with more primitive accountability systems can expect even greater adverse effects on teacher turnover in low‐performing schools. © 2004 by the Association for Public Policy Analysis and Management.  相似文献

The necessity to control environmental externalities is almost invariably given as justification for command-and-control regulation and other forms of state intervention in related markets. When even mentioned, common law remedies that protected environmental rights for centuries are quickly dismissed as either being unworkable or ineffective. A review of the common law experience indicates that the rule of law can be effective in protecting environmental rights. Indeed, it is quite possible that common law was too effective, which led to special interest demand for statute law. The rule of politics may be more attractive to rent seekers than the rule of law and markets.  相似文献

Modern Russia is a revisionist, if not a revanchist, nation-state. It seeks to end the efficacy of the post-World War II institutionalized rules-based international order, which was created and maintained by the U.S.-led Western alliance. Russia pursues this objective to reclaim great power status and dominate the region and its borders. However, it lacks the strength to achieve this goal directly. To be successful, Russia must devise a strategy for bringing about cumulative changes in the relative power of the United States and Russia. And, it must do so while avoiding direct confrontation. This article contributes to analyses of peace agreement implementation by focusing on the role of built-in safeguards as procedural mechanisms within peace agreements. Recent empirical studies suggest that negotiated peace agreements are a frequent mode of armed conflict termination and implementation of those agreements to be the primary predictor of enduring peace and the quality of that peace. However, in many instances implementation takes years or even decades and is subject to breakdown before achieving the key implementation objectives. In this article, we identify and theorize three key safeguards in peace accords: transitional power-sharing, dispute resolution, and verification mechanisms. We argue that these safeguards lead to higher implementation of provisions negotiated in peace agreements by addressing mutual suspicion and by facilitating more constructive working relationships among former rivals. To test our arguments, we analyze implementation of comprehensive peace agreements negotiated between 1989 and 2012 from the Peace Accords Matrix Implementation Data (PAM_ID). We find that the built-in safeguards that we have identified significantly explain variations in levels of peace agreement implementation.  相似文献
