Why Immigrants Stay in Fashion: Insights from New York's Garment Industry

For many observers the influx of immigrants into New York's garment industry seemed to exemplify the deleterious impact of undocumented immigration: native displacement and a simultaneous deterioration of wages and working conditions. This article argues that this conventional view is incorrect. There is little evidence linking immigrant presence to the availability of undocumented workers. Rather, the immigrant presence is the consequence of the industry's basic labor strategy; immigrants have moved into garments as an older labor force deriving from earlier waves of migration has cyckd out.     

Age segregation of adolescents in and out of school

In a naturalistic study of age segregation during adolescence, 403 adolescents making up 153 separate groups were observed in three high schools and seven out-of-school settings. Age segregation was extensive, especially in school, among older adolescents in same-sex groups of friends. More mixed-age association was observed out of school among younger adolescents who were in mixed-sex groups containing relatives. Adolescents were most often observed with friends who were other adolescents, next with adults, and least frequently observed with children. Parents, particularly fathers, were rarely present. It was suggested that age segregation during adolescence is the result of a lack of contact with relatives.Received his Ph.D. from Michigan State University in 1974. Reflections on CIA Analysis: Is it Finished?

Despite the CIA's improved analytical tradecraft and increased resources, the future of its analytic mission remains in doubt. Post-9/11 improvements have been coupled with a continued focus on current intelligence priorities that minimize attention to the development of strategic research and deeper knowledge. Simply increasing the number of analysts has not produced deeper expertise. The CIA's traditional recruitment and training methods, as well as its rewards and promotion system, encourage analysts to avoid concentrating on any single area of regional or functional expertise in favor of moving around the agency to build a successful career. A continued reliance on risk-avoidance security practices also restricts analysts' contact with non-government and foreign experts who often have needed political and cultural knowledge of intelligence topics. To rectify these inadequacies, the CIA's analytic directorate needs to develop incentives for analysts who wish to develop more strategic analysis and remove the security barriers to closer collaboration with experts outside the US government. Developing cross-agency analytic collaboration would also maximize expertise and would benefit from intelligence community-wide training programs similar to what the US military does at its senior service colleges.
