Between 1976 and the middle of 2001, approximately 718 human executions occurred in the U.S. (a small segment of worldwide executions). Data regarding the medical aspects of these executions are not readily available. We searched all public domain data in the U.S. to obtain specific data for all persons executed in the U.S. since 1976. Of the five methods of execution used (lethal injection, lethal gas, electrocution, hanging, and firing squad), significant differences emerged as measured by rate of complications, duration of time spent by the condemned in the "death chamber," as well as duration of time from the onset of execution procedures to pronouncement of death. These data suggest that human executions are difficult to carry out. Human executions are associated with significant physical complications. Drawing on Laclau’s concept of populist discourse and Gramsci’s ‘national–popular collective will’, and using the case of Iran, this article puts forward the idea of the legacy of subalternity in the context of post-revolution governments. The concept of ‘national–popular collective will’ facilitates an understanding of how the popular subject is constructed and the meanings embedded in that process. It is argued that Islamic Republic elites articulate a populist discourse that constructs the ‘self’ (the Islamic Republic) as synonymous with ‘the people’. This paper evaluates the impacts of fiscal consolidation programmes and their composition on the growth rate of national income for Indian economy. More specifically the study tries to address two questions that is, composition of consolidation and its resultant impact on growth rate of income and the relative desirability of alternative sources of deficit financing that is, internal versus external borrowing. The study employed time series data from 1990–1991 to 2017–2018 and used the technique of ordinary least square and generalized method of moments. The study finds that, in long run, fiscal consolidation need not be necessarily recessionary in nature. Moreover, the composition of consolidation was found to have a significant impact. The study could not extend empirical support in favour of back‐loaded (spending financed) consolidation design as has been established for advanced economies. Moreover the study could not establish the negative impacts of revenue funded (both tax and non‐tax) fiscal consolidation on the growth rate of economy. The study documented that it is desirable to target expenditures such as subsidies, transfers and interest payments to infuse more discipline. A judicious mixture of both spending cuts and revenue increase may be a better strategy to consolidate in order to have better returns. The study highlighted that the external source of deficit financing is always costlier against the internal borrowings. The study noted that it is imperative on part of policymakers to shift their focus from quantity to the quality of deficits and the resultant consolidation programmes. 相似文献

This article explores the impact of the International Fund for Ireland and the European Union Peace III Fund in nurturing sustainable peace through development in Northern Ireland and the border counties of the Republic of Ireland by examining the perceptions and experiences of 107 local NGO leaders and 13 funding agency development officers. During the summer of 2010, 120 people were interviewed using semi-structured interviews in Derry city and nine border counties. Very little is known about Pakistan's nuclear policy and, in particular, about its adoption of minimum deterrence, given the existence of nuclear ambiguity and the absence of public, official documentation of Pakistan's understanding of minimum deterrence. Therefore, despite its innocuousness, ‘minimum’ remains a vague and complex phenomenon short of definitional concreteness when it is brought to a real conceptual test. On the one hand, minimum is regarded as a small number of deterrent forces arguing against expansion and arms competition, while, on the other hand, it is viewed as a relative, and therefore continually evolving, concept depending on the region's fast-changing strategic environment. A conceptual basis for the concept of minimum is explored, leading to the question: why does Pakistan pursue minimum deterrence? It traces out the rationale of Pakistan's minimum deterrence as conceptualized following the 1998 nuclear tests. This rationale of Pakistan's minimum deterrence is then analysed in light of the essentials of minimum deterrence in order to see whether it is consistent with the basics of minimum as conceived here. 相似文献
