Abstract

Since March 2015, the Saudi-led military intervention in Yemen has had devastating consequences for the country, its people and its rich cultural heritage. This article traces the responses of the world’s foremost multilateral body concerned with heritage promotion and protection, the United Nations Educational, Scientific and Cultural Organization (UNESCO). Drawing on extensive interviews, archival research and long-term ethnographic research on UNESCO itself and, more specifically, its responses to the war in Yemen, it documents UNESCO’s profound failures in protecting Yemen’s heritage and in confronting the Saudi-led coalition. To do so, the article utilises the framework of ‘gridlock’ to analyse how and why multilateral bodies such as UNESCO become hamstrung in confronting powerful member states in conflict. The article concludes by arguing that UNESCO’s failures in Yemen hold powerful lessons about the role of multilateral institutions in addressing conflict.  相似文献

This article contributes to the development of theories on European integration by testing and exploring statistical models on the long-term development of legislative activity of the European Commission. Drawing on legal information gained from the European Union’s PreLex database and analyzing it with the help of statistical analyses, we map out growth patterns of EU law between 1976 and 2003. We construct time-series models and models based on non-linear regression. While the performance of models based on the traditional theoretical approaches, intergovernmentalism and neo-functionalism, is rather poor, the analysis suggests that nonlinear dynamic models might be an interesting avenue for future conceptualizations of the EU integration process. Conclusion The housing arbitration system used by Brigham Young University's Housing Arbitration Board (HAB) has been widely used at the school for many years. It has not worked perfectly. Some landlords are critical of the school's laxness in enforcing arbitral awards.In general, students prefer the process over small claims court (chiefly, it appears, because of cost factors). The school administrators prefer mediation over arbitration but recognize that mediation does not always resolve impasses. Legal questions exist about BYU's potential restraint of trade in using the obligatory contracts the school mandates for landlords. The process relies upon persons of goodwill to serve on the tribunals, but has a long enough track record to demonstrate the HAB concept works quite well. Because of annual turnover, the need for training of mediators/arbitrators is always critical. Other universities may well wish to emulate (or modify) the HAB model in resolving their landlord and student-tenant disputes. William M. 九一一事件后,国际反恐行动似乎已陷入"越反越恐"的怪圈,这与人们对恐怖主义的"越描越恐"密切相关,而隐喻的存在及广泛使用是导致"越描越恐"的重要原因。在恐怖主义的治理中,作为必不可少的思维方式,涉恐隐喻具有启发性,但也因其随意性、凸显与隐藏的特征,限制了人们关于恐怖主义的思想和行为。在美国涉恐的政治、媒体和学术话语中,"恐怖主义是战争""恐怖主义是野蛮的东西""恐怖主义是疾病"和"恐怖主义是不受欢迎的植物"是占主导地位的隐喻。这些隐喻深植于历史、人们的恐惧、社会系统和舆论中,很大程度上代表了人们对恐怖主义的正统看法。进行隐喻分析,使用多种隐喻,一定程度上能缓解隐喻陷阱,但仍不能消除它。因此,在恐怖主义治理的过程中,坚持"犯罪"隐喻为主导、灵活使用多种措施、重建受损的政治秩序、减少对无辜平民的伤害和对穆斯林的歧视尤为重要。  相似文献

The tired old civilisational categories of ‘East’ and ‘West’, loosely identified with ‘Islam’ and ‘modernity’, are alive and well, nowhere more so than in contemporary Turkey. The Justice Development Party (AKP) currently in government employs them assiduously to political advantage but they have a long history, having defined the parameters of societal identity and political discourse throughout the history of the Turkish Republic. The paper takes the strength of the categories as its starting point but moves beyond them by asking if discourses, narratives and identities, individual and collective, exist in Turkey which question, overcome and ultimately undermine the categories of ‘East’ and ‘West’. The paper starts by investigating the evolution of ideas about East and West since the late Ottoman period and accepts that they are still dominant. However, since the 1980s in particular, they are being undermined in a de facto way by cultural developments in literature and music, new trends in historiography and novel ways of relating to the past. In some ways in contemporary Turkey, the paper concludes, culture trumps the inherently essentialist idea of ‘civilisation’ and Turkish society is ahead of its political and intellectual elites.  相似文献
