GEORGE W. BUSH AND ASIA: IN THE SHADOW OF 11 SEPTEMBER

Traditionally seen as a President consumed by the war on terror, George W. Bush is frequently portrayed as being relatively uninterested in Asia, and unable to outline a vision or a strategy to China, America’s Asian allies and Asian multilateral mechanisms. This article will revisit Bush’s policy on Asia and show a president who guided the United States with a policy that balanced the need to combat global terrorism and locate a focus on Asia. He faced the dilemmas of building cooperative relations with a rising China while trying to foster American alliances and partnerships in Asia, and managing the wars in Afghanistan and Iraq. Utilizing qualitative content analysis as the main research method, the article will demonstrate that the Bush administration had not a lack of focus on Asia and that Bush’s diplomacy to Asia should be recognized as one of the most significant achievements of his presidency.     

One in 20: the G20, middle powers and global governance reform

There is a growing consensus that the international system needs to be reformed to reflect the changing distribution of power with the rise of the Brazil, Russia, India and China (BRICs). The Group of Twenty (G20) has been at the centre of these discussions. Within the G20, emphasis has been on great powers or rising powers and their capacity to drive reform. Less attention has been given to the preferences and strategies of middle powers in the G20 and their capacity to shape global governance reform. Drawing on interviews with G20 officials, this paper considers the role of Australia as president of the G20 in 2014. Australia’s presidency presents a unique opportunity to examine the behaviour of a middle power as it balances the competing global governance claims of the USA and the BRICs.

澳大利亚科研管理由政府统筹,立法完备、体制健全、程序公开,强调以绩效评估及审计等方式对科研经费开展预防为主的监管,科研产出效率高。研究借鉴澳大利亚的科研经费监管做法,在我国形成统一的制度和诚信立法、明确监督机构职责、加强科研评估和审计,对于提高我国科研经费使用的效率和效益,有着十分重要的现实意义。     

Reading in Community,Reading for Community: A Survey of Book Clubs in Regional Australia

Worries about weakening community are central to assessments of modern Australia, yet it is easy to overlook the everyday ways we “do” and participate in community life. Book clubs are one area of community participation largely ignored by researchers despite the local and national proliferation of such clubs. Surveying twenty-two book groups and ninety-seven book club members, this study investigates the roles that book clubs play in the cultural and community life of a regional area of Tasmania. The results show that book clubs promote regular intellectual engagement and provide for a distinct female sociality that consolidates and creates new social connections and function as everyday “escape attempts” from the obligations of work and family. We suggest that the support and development of local book club programs may have considerable potential as a strategy for Australian governments and communities to foster a sense of community.     

Are we becoming more violent? A comparison of trends in violent and property offenses in Australia and Western Australia

This paper examines Australian and West Australian trends in robbery, assault, and burglary. Police figures are contrasted with the results of Australian victimization surveys. The limitations of Australian victimization surveys are discussed. The results of Australian victimization surveys are contrasted with the results of the National Crime Survey in the United States and the International Crime Victim Survey. When all the qualifications are considered, it is concluded that there has been a trend upward in burglary and robbery prevalence and that this upward trend occurred mainly in the 1980s. However, because there is little evidence of a concomitant rise in the assault rate, the increasing prevalence of robbery and burglary is interpreted as reflecting social phenomena that are associated with acquisitiveness rather than aggressiveness. Other evidence pertaining to the level of violence in Australia is considered and it is concluded that this is insufficient to allow a conclusion that we are, as a nation, becoming more violent.     

国际非政府组织参与全球治理的合作路径及其对中国的启示——以澳大利亚国际非政府组织在印度洋海啸中的救援行动为案例

面对全球公共问题的不断涌现，国际非政府组织的作用日趋明显。澳大利亚国际非政府组织在印度洋海啸救灾中所谋求的同本国政府、联合国及其附属机构以及当地非政府组织的合作反映了国际非政府组织参与全球治理过程的基本路径。在多层次地重新建构中国的大国形象过程中，中国也应注意发挥非政府组织的作用。

在我国,高等职业教育中仍有一些基本问题未得到解决。澳大利亚TAFE学院与大学合作,课程的开发和设置、教学模式以就业为导向,把从业所需要的技能、知识、态度有机地结合在一起。文章旨在通过简略介绍澳大利亚高等技术与职业教育,以期对我国的职业教育有借鉴作用。

Refugee status determination in Australia: breaking the rules?

This article looks at the asylum regime in Australia. In particular, it evaluates the procedures that are used to assess claims for asylum and the extent to which they meet international refugee and human rights standards. The article discusses four key issues in the adjudication programme: the appointment of decision-makers to tribunals that hear refugee applications, the accessibility of the review process by asylum seekers, questions relating to the efficiency of the procedures used and the mandatory detention system. It is argued that whereas Australia is party to the main international treaties that seek to protect refugees and asylum seekers, its asylum law and policy is in many ways inconsistent with international norms. To conclude, the author proposes the observance of human rights and refugee standards by asylum states. This revised version was published online in July 2006 with corrections to the Cover Date.
