This article looks at the asylum regime in Australia. In particular, it evaluates the procedures that are used to assess claims
for asylum and the extent to which they meet international refugee and human rights standards. The article discusses four
key issues in the adjudication programme: the appointment of decision-makers to tribunals that hear refugee applications,
the accessibility of the review process by asylum seekers, questions relating to the efficiency of the procedures used and
the mandatory detention system. It is argued that whereas Australia is party to the main international treaties that seek
to protect refugees and asylum seekers, its asylum law and policy is in many ways inconsistent with international norms. To
conclude, the author proposes the observance of human rights and refugee standards by asylum states.

The anti-war song “And the Band Played Waltzing Matilda” has become a cultural icon in Australia, and elsewhere has been recorded over 130 times in 10 different languages. The song was written in 1971 by Eric Bogle, a Scottish immigrant to Australia, who has penned more than 250 powerful compositions, which, among other things, focus on the failure of history to impress upon youth the futility of war. Appropriately, Bogle was named Australian Humanist of the Year in 2001 for capturing “the ethos of humanism through his perceptive and individualistic songwriting with its exposure of racism, bigotry, warmongering and injustice of all kinds”. Additionally, he was awarded the United Nations Peace Medal (1986), and was made Member of the Order of Australia (1987). This article asks why a song written by a Scot in Australia, fifty-six years after the Dardanelles campaign, feels as if it has “always existed. That it belongs to culture and country”. It questions what the appeal imbued within the lyrics of those five short verses might be and recounts the story behind the creation of what Pete Seeger referred to as “one of the world’s greatest songs”. Through interviews with the writer, and an examination of the relevant historiography, this article presents a study of “the most potent ballad of the age”. Drought is most often encountered as a long‐running and recurring climatic extreme; one that can have devastating environmental, social and economic impacts. While drought is a routine feature of the Australian climate, the politics of drought are often highly reactive, and drought support programs are notoriously ad hoc and ineffective. In the context of emergent global recognition of climate change, drought has received renewed political attention that presents significant opportunities for change. In this paper, we review the context of drought policy in Australia. Yet we seek to provide a unique contribution to current debates by considering the perspectives of those people at the forefront of drought; in particular, those people living and working in small rural towns in drought‐affected areas. The aim of the paper is to use a case study to present an account of drought policies and programs from those who are the targets of such interventions. 相似文献

Abstract Despite the use of the same vocabulary and seemingly similar agendas, the experience of these three countries cannot be comprehended without attention to the different contexts in which the countries operate. This paper focuses on the experience in these three English speaking countries dealing with the structure or context of the institutional arrangements, the process of defining outcomes, issues related to timing, availability and investment in data systems, predominant values that are at play, experience with gaming, and accountability arrangements. It provides thumbnail sketches of the framework and experience of these three countries and compares their experience in performance management. While there are significant differences that emerge from contextual variety, there are some shared dynamics in the three systems. I call these “normal tensions” in the system. Yet these tensions have been largely ignored in the performance management movement. 相似文献

Australian Labor governments have, in recent times, become particularly active in shaping the form and content of regional forums where outstanding economic and security issues can be semi‐publicly aired. An increasing number of analysts have characterized this activist role with APEC and CSCAP as a manifestation of ‘intellectual leadership’, and have explained this evident concern with the promotion of common understandings (and hence the possibility of rules) as the natural stance of ‘middle powers’. This paper surveys the means by which Australia's Labor governments came to engage in these regional dialogues; the arguments that have facilitated that engagement; and the individuals who have played leading roles in articulating those arguments. It concludes with brief observations about the possible trajectory of these two regional dialogues, and reference to some of the obstacles they might pose for future Australian governments. 相似文献

In 2009 the Australian National Broadband Network (NBN) began to be rolled out across Australia. The Australian NBN is the largest infrastructure project in Australia's history since the Snowy Mountains Hydro-Electric Scheme from 1949 to 1972 and it has a projected cost of between AU$37 billion and AU$43 billion. Its purposes are to provide high speed broadband connectivity to 93% of Australia's homes and businesses, to enhance productivity, to improve the delivery of education, tele-medicine and regional connectivity and to form the basis of the Australian telecommunications network for the 21st Century. However, the project does not have bi-partisan support and has been affected by high-level management changes and anticipated cost over-runs. 相似文献
