Indirect rule is one of the means that central authorities have long employed in hopes of defusing communal conflict and civil war in multicultural societies. Yet very little is known about the appeal of indirect rule among the ruled themselves. Why do people in some places demand more indirect rule and local autonomy, whereas others seem content to be governed directly by rulers of an alien culture? This is a crucial question with important implications for determining the form of governance that is most likely to provide social order in culturally heterogeneous societies. Although much attention has been given to consider the relative costs and benefits of direct versus indirect rule for the central authorities, the other side of the coin – namely, the variable demand for indirect rule among the members of distinctive cultural groups – has hardly been examined with systematic empirical data. This paper presents a theory of the differential demand for indirect rule and offers an initial test of its principal empirical implications using original micro-level data from the North Caucasus region of Russia. The theory's core claim is that the middle class should express the greatest demand for indirect rule, while both the upper and lower classes should prefer more direct rule. The theory therefore predicts that there will be an inverse parabolic relationship between the demand for indirect rule and economic class. The findings are largely consistent with these theoretical expectations.  相似文献

Abstract

This article examines the strategies employed by the ruling coalition, Barisan Nasional (or National Front), and the opposition alliance, Pakatan Rakyat (People’s Alliance), in the 13th general election held in Malaysia in May 2013. It argues that while the opposition used the right strategy for the 2013 campaign, it lost because it could not overcome the three biggest hurdles for opposition politics in Malaysia: East Malaysia, the rural Malay votes and a biased electoral system.  相似文献

ir scholarship in India has focused on the borders, territory and sovereignty of the Indian state, overlooking the rich complexity of interior border formation between colonial and independent India. The paper argues that the study of the princely states under the British paramountcy (1858–1947), neglected so far, is valuable to ir scholarship on three grounds. First, in mapping colonial India’s engagement with the outside world, the focus has been solely on British India. The princes were equally participative and perceptive of the outside world. Second, the princely states represent yet another challenge to the Westphalian notion of sovereignty, demonstrating the limited capacity of European categories to understand the ‘non-West’. Third, incorporating the paramountcy system in the genealogy of sovereignty of the Indian subcontinent offers a fresh account of border construction inside the state.  相似文献

Conservation of indigenous heritage is closely associated with the political and social position of the indigenous people in society. In order to understand the ongoing debate and changing perspectives on indigenous heritage, study of the growth of American Indian communities and their relationships with the U.S. government is crucial. Therefore, this article examines the federal policies and programs and the political dynamics presented in conserving indigenous heritage by reviewing Indian policy developments within the past two decades. American Indians did not possess ownership of their own cultural heritage and could not participate in the administration and formation of legal protection for heritage conservation. Policy changes have been influenced by the evolving roles of American Indian communities; this article explains how tribes finally became a partner in heritage conservation efforts.  相似文献

Ever since the Partition, novelists on either side of the India–Pakistan border have used fictional space imaginatively to formulate discourses on a humanistically-centred, multiplistically-defined Other identity, which writes itself into existence through the prism of the novelists’ contextual present. In this article, I will focus on three partition narratives: Salman Rushdie's Midnight's children (1980), Bapsi Sidhwa's Ice candy man (1988) and Amitav Ghosh's The shadow lines (1988). By employing different modes of knowledge, the novelists draw out the micro-history embedded within the historical event, and resonate the voice of the Other, a creation of partisan politics. Bapsi Sidhwa appears as a social historian who perceives the event through the eyes of an eight-year-old Parsi girl Lenny; Amitav Ghosh, akin to a modern historian, focuses on rigid and illusory territorial divisions from Thamma's (grandmother's) perspective; while Salman Rushdie emerges as a postmodern historian who draws attention to the ambiguity and opacity of both historical and fictional knowledge through Saleem Sinai, born on the day India won her independence. History, as it is perceived by the Other – each belonging to a different generation – is a palimpsest: it is always in a state of becoming, of being lived, evaluated and rewritten. Fiction, as it interprets the historical knowledge, fills in the fissures and absences between the history of the past and that of the present. The article will eventually study how fiction and history inform each other, and how the rhetoric of fiction and history together constitute a dialectical discourse on identity – mapped by borders – which sees a convergence of private and collective memories.  相似文献

This article summarizes the main arguments of the special issue. It also probes into the deficiencies of the Belgian federal system and argues that the most recent crisis of Belgian federalism (2007–11) is not the result of rising socio-economic differences between Flanders and Wallonia, but the consequence of building a bipolar federation on to a split party system. The article concludes by identifying some potential roadmaps (federal reform, confederalism, and the referendum) for the future.  相似文献

In escaping the territorial trap of the nation-state, political geography has devoted mounting attention to sub-state geographies of nationalism. This paper traces the history, geographies, and politics of Spanish Galicia, in light of the contradictory processes of contemporary European integration and secessionism. After a review of sub-state nationalism, it contextualizes Galician nationalism within Spanish regionalism. It offers an historical overview that highlights the uniqueness of Galician culture and explicates the roots of the current nationalist movement. Finally, it delves into contemporary Galician politics, including its electoral dimensions, cyberpolitics, and banal nationalism, in which territory plays a decisive role.  相似文献

“Right-wing” movements see significant participation by women who espouse their exclusionary and violent politics while at the same time often contest their patriarchal spaces. Women also serve as discursive and symbolic markers that regularly form the basis of the rhetoric, ideology, actions and policies of the right-wing. However, even as women’s roles and politics within the right-wing remain diverse and important, dominant feminist scholarship has had uneasy encounters with right-wing women, labelling them as monolithic pawns/victims/subjects of patriarchy with limited or no agency. This article aims to question this notion by examining the aesthetics and visual and oral imagery appropriated, (re)constructed, transformed and mediated by right-wing women. Based on ethnographic and visual research conducted in 2013–2014 with women in the cultural nationalist Hindu right-wing project in India, I argue that right-wing women use a variety of visual and oral narratives (from images to storytelling) to negotiate with spatialities and carve out independent “feminine” discourses within the larger language of the right-wing. I also argue that these narratives are “ritualised” and performed in various spaces and styles and remain crucial to the “everyday” politics and violence of right-wing women. The “everyday” politics of right-wing women often contest, subvert and bargain with the patriarchal goals of the larger projects, rendering narratives as sites of examining agency. Using specific examples of visual and oral narratives from the aforementioned movement, this article articulates how everyday violence is shaped by the aesthetics of the nation and the body, and how these aesthetics shape everyday violence.  相似文献

The concept of ‘nationalisation’ is vigorously discussed in the literature and three dimensions have been proposed. A first dimension considers the extent to which a party's vote in territorial units varies across time and this is labeled ‘dynamic nationalisation’. ‘Distributional nationalisation’ focuses on the degree to which there is an equal distribution of party votes across territorial units. Finally, ‘party‐linkage nationalisation’ concerns the extent to which candidates link together under common party labels. In addition to a conceptual debate there has been a simultaneous debate on the measurement of the various forms of nationalisation. This article contributes to both debates and argues that most of the literature on nationalisation suffers from a methodological nationalism bias – that is, the tendency of many scholars to choose the statewide level and national election as the natural unit of analysis. This claim is supported by a conceptual and empirical analysis regarding the effects of decentralisation on nationalisation. The conceptual analysis shows that the non‐robust findings of many studies concerning the effects of decentralisation on nationalisation can be related to the methodological nationalism bias. An effect of decentralisation is found once nationalisation is conceptualised with regard to its multilevel dimension and the measurements of nationalisation are differentiated according to parties, regions and type of elections (national or regional). An empirical analysis on the nationalisation of party systems, parties and regions in 18 countries for national and regional elections held between 1945 and 2009 shows that regional authority has a significant and robust effect on regions and regional elections but not on parties, party systems and national vote shares.  相似文献
