中俄高等教育合作

中俄教育合作极具战略意义,是中俄人文领域合作行动计划的优先方向。2019年,中俄各类教育方案框架内的学生交流人数达10万人,新冠肺炎疫情暴发后,两国相互间留学的人数变化不大。截至2021年12月,获得教育部批准或者省级教育主管机构批准的中俄合作办学机构有20个,本科层次合作项目70个,专科层次合作项目21个,硕士层次合作项目4个,理工科项目数多于人文社科类,办学层次仍以本科学历教育和专科教育为主。中俄高等教育交流与合作取得了丰富成果,但是还存在着中俄高等教育国际化法规不完善,留学生在各自对外交流总体量中所占比例尚小,缺乏基于学科对接、优势互补的实质性合作等不足。目前,中国迫切需要进一步建立和完善高等教育国际合作法律体系,优化制度、政策环境;高校要树立国际化观念,增强国际化能力;通过与俄罗斯高校的合作促进我国高等教育质量提升;为“一带一路”域内国家培养优质劳动力资源。     

The Political Cost-Effectiveness of Private Vessel Protection: The Italian Case

Italy has traditionally been wary of private providers of security. Still, private military and security companies (PMSCs) have recently started to play an important role in protecting Italian merchant vessels, eventually replacing the military vessel protection detachment units (VPDs) provided by the Italian Navy. Drawing on neoclassical realism, the increasing involvement of PMSCs in protecting Italian merchant ships is presented as an attempt to reduce the political costs associated with the use of military personnel abroad, epitomised by the arrest of two Italian Navy fusiliers by Indian authorities in February 2012.     

China's Belt and Road Initiative: at the crossroads of challenges and ambitions

Interpretations of the Belt and Road Initiative (BRI) mostly agree that it is a policy opening that offers some remedies for China's economic and security challenges, as well as reflects China's increasing regional and global ambitions. This paper argues that the multiple drivers characterizing the BRI result from the multiple identities of China as a developing country struggling with several sources of instability and macroeconomic problems and, simultaneously, a regional and an emerging power, and finally a major global power with significant economic capacity to shape the global economic order. The paper aims to substantiate the entanglement of the defensive and ambitious motivations behind the BRI by examining the background against which the Chinese Communist Party leadership has suggested it. In so doing, it draws on Chinese official policy documents and statistics, speeches from Chinese leaders and existing social–scientific research on the transformation of China's economic and political landscape in recent years.     

The "Belt and Road" Initiative:A Chinese Concept for Global Development

China's "Belt and Road" initiative is emerging as the Western-dominated world order is declining.Capitalism has intensified the rich-poor divide and power politics have led to great upheavals.Western values have caused a "value dislocation" for non-Western countries.The world is calling for new development concepts.The "Belt and Road"initiative has emerged as an answer.It embodies China's ideas on global development.First,it works for the "common prosperity" of every country,which will ease contradictions between the South and the North.Second,it emphasizes geo-economic integration that will heal the fragmentation of Eurasia.Third,it advocates linkages between people and inclusiveness to create a new kind of civilization.However,many difficulties and challenges lie ahead for the implementation of the "Belt and Road" initiative.     

Indonesia’s maritime connectivity development: domestic and international challenges

This study considers the political aspects of the Joko Widodo government’s megaproject to build an integrated marine logistic system known as the tol laut. Expanding the existing literature which gives details about the contextual obstacles faced by and the prospects for the Indonesian government to pursue its infrastructure ambitions, the study argues that notwithstanding the relevance of the tol laut for advancing the Indonesian economy, it is inevitably entangled with dynamic internal and external environments which can unfavourably distort the construction processes. This is the way of understanding the political economy of Indonesia’s development issues which allows for the juxtaposition of domestic political and international relations factors as its framework of analysis. The discussion is divided into four sections. Section one explains the conceptual and methodological foundation of the study. Section two outlines the importance of the tol laut to Indonesian national economic development. Section three looks at how the current domestic political settings pose structural hurdles to Widodo’s tol laut, and section four observes the effect of international relations of powerful regional actors and Jakarta’s diplomatic capacity to the on-going tol laut. The concluding section summarizes the findings of the study.     

非战争军事行动与“一带一路”利益维护

"一带一路"是中国政府根据目前及未来国际和地区形势提出的重大政治、外交、经济发展思路,也是保障实现"中国梦"的重大实践。随着"一带一路"沿线建设的大力推进,中国在其沿线利益的规模和范围也得到空前拓展。这些利益通常表现为中国公民的人身和财产安全,中国企业分支或政府派驻机构的安全,交通运输线及交通运输工具的安全等。如何有效的维护这些利益则是一个迫切需要解决的问题,当危险来临时非战争军事行动则是维护这些利益的一个最有效途径,研究这一问题与"一带一路"之间的关系具有非常现实的意义。
