Sir Ernest Satow in Tokyo, 1895-1900: From Triple Intervention to Boxer Rebellion

Satow's term as minister plenipotentiary at Tokyo has not been studied much in detail, though it is arguably the highpoint of his career as a diplomat. Satow was the first British envoy to Japan to have a profound, scholarly understanding of Japanese culture and politics gained over many years of residence in the country. This article offers a survey of Satow's diplomatic activities, and focuses especially on the revision of the so-called unequal treaties in 1899 and the marked improvement in Anglo-Japanese relations during this period.     

Sir John Bradbury and the Reparations Commission, 1920-25

This article looks at a neglected episode during the work of the Reparations Commission of 1920-25 leading up to the Dawes Plan of 1924, when the British delegate to the Commission, Sir John Bradbury, drew up a plan to reschedule German reparation payments in an attempt to take the venom out of the debate over these payments. It takes as its documentary basis the previously unpublished papers of Sir John in his role as Britain's representative on the Reparations Commission from 1920 to 1925. The article concludes that Bradbury's plan had the potential to defuse at least some of the problems encountered in the political and economic results of the reparations policy and that it made a significant contribution to the thinking that emerged in the Dawes Plan.

中美之间的贸易摩擦系当前世界经济面临的最大不确定性。本文分析了全球化对中美制造业就业的影响。以新的方法核算了中国制造业就业数据,阐释中美贸易争端的产生原因,以及贸易摩擦对中国制造业就业的影响,并提出政策建议。研究发现,如果目前美国的贸易威胁生效,中国出口的减少将导致中国制造业岗位减少20万以上。相对于每年中国新增1000万以上的就业岗位,这种影响是可控的。     

India’s South-South Cooperation in Human Resource Development

ABSTRACT

The article reviews several of the main modalities of India’s human resources’ involvement with other developing economies, and especially those in Africa. These involve the provision of long-term scholarships and short-term professional training awards. Comparison is made, in the case of international students, between the scholarship and privately funded categories, and also between those from Commonwealth and non-Commonwealth countries. Comparable data on such assisted foreign student flows are also offered in respect of South Africa. Other modalities of India’s HRD engagement with Africa are analysed, including those associated with the India-African Forum Summits (IAFS). India also does capacity building through non-state actors, notably nongovernment organisations and the private sector. Furthermore, it promotes cultural diplomacy through its Indian Cultural Centres and Chairs of Indian Studies, though these are not restricted to developing economies. Although attention is paid to the Commonwealth dimension in these comparisons, it is acknowledged that the classification of students and countries as Commonwealth may not be as widespread or meaningful today as 60 years ago.     

当前两岸经济关系发展中的结构性难题与纾解路径

近年来两岸经济合作取得重大进展，但也存在难以纾解的结构性矛盾，而这些结构性难题的产生并非单纯的经济问题，上层建筑对生产力的制约已成为当前两岸经济关系的主要矛盾。因而，纾解之道也不能就经济论经济，应究其根源，从多维度、多层面去思考推动两岸经济关系发展的治本之策。     

'Neither man nor woman'? Female Transvestism,Object Relations and Mourning in George Moore's 'Albert Nobbs'

Heilmann offers a psychoanalytic reading of Moore's narrative of cross-gender impersonation 'Albert Nobbs'. First published in A Story-Teller's Holiday (1918) and later transferred to Celibate Lives (1927), the story features a woman who passes herself off as a man, until a chance meeting with another male impersonator happily equipped with a wife galvanizes her desire for a companion. Her inability to reveal the secret of her body to her prospective bride, however, coupled with the marked absence of any expression of sexual passion, leads to the break-up of the relationship, and Albert dies, a loner hoarding money in order to sublimate her thwarted longing for love. In this text the no (wo)man's land of cross-gender masquerade operates as a psychological marker of Albert's social (hence internal) lack of identity. An illegitimate child brought up by a nurse, she never knew her parents, whose absent presence was embodied by an allowance discontinued after their death. Drawing on Kleinian object-relations theory, Heilmann argues that Albert's (mis)performance of 'manhood' constitutes a subliminal quest for her missing parents, a desire always frustrated and ultimately displaced into the hard currency of material commodities. If Moore's story represents the female tranvestite as a castrated, sexless and depressed 'perhapser', an 'outcast from both sexes', fatherless and yet forever locked into a male-authored, patronymic text, Simone Benmussa, who in 1977 adapted the story for the stage ( The Singular Life of Albert Nobbs ), offers a more subversive reading of the female cross-dresser as a 'figure that disrupts' (Marjorie Garber) cultural categories and binary oppositions. The article ends with a consideration of Benmussa's revisionary strategies.     

从历史面对现实：解读两岸政治关系“合情合理安排”

两岸的问题是内战与冷战共同造成的结果，再加上两岸长期的分裂与隔绝，致使两岸之间存在的历史一致性被隐没。当前两岸关系进入和平发展的“深水区”，两岸之间在政治上的“合情合理安排”，必须奠基于两岸自身的历史脉络，从历史面对现实，正视历史事实与历史正义，最终才能解决两岸之间的紧张矛盾关系，追求有进步意义的国家与民族再统一。     

两岸关系制度化：从理性选择到社会建构

两岸关系制度化的动力来源包含理性选择与社会建构两大因素。从两岸关系的制度化进程来看，两岸双方以追求共同利益的理性计算为出发点，在此基础上，伴随双方社会化交往越来越密集，越来越多的社会性因素被纳入制度化进程之中，推动着两岸关系的制度化向更高层次发展。推动这一制度化动力转变的机制主要包括三类：外部激励、规范说服以及社会学习。概括起来，理性选择和社会建构因素的双重动力推动了两岸关系制度化从低级向高级、从简单向复杂的发展，形成了一个综合的战略性社会建构动力。两岸战略性社会建构动力下的制度化建设可分为制度规范兴起、制度规范内化以及制度化的深化三个阶段。     

冷战时期中缅关系研究（1955—1966）——以外交部解密档案为中心的考察

继1954年中缅政治关系出现突破性发展之后，1955—1966年中缅邦交发展迅速。这一阶段成为冷战期间中缅关系史上最为密切和友好的时期。但是，随着20世纪60年代中国对外政策的左转和缅甸实行封闭的排外的“缅甸式社会主义”政策，中缅关系开始出现裂痕，最终在1967年演变为中缅关系的破裂。     

俄罗斯国家身份定位与认知视角下的俄美关系困境

苏联解体近二十年来,俄罗斯与美国的关系经历了几次较大的波动,而每次波动都伴随着俄罗斯对自己国家身份定位的变化.叶利钦时期的俄罗斯没能融入西方,普京与美国在反恐行动中的合作也没能使其成为西方的一部分.俄罗斯东西方身份定位的不断摇摆和对大国身份一味地过度追求,对其国家利益建构和对外战略选择产生了重大影响,并在一定程度上阻碍了俄美关系良性互动的形成.同时,美国对俄罗斯身份定位的认同与否,也影响着俄美关系.
