Carbon sink geopolitics

Abstract

This paper explores an example of global politics in action by attending to the modalities and outcomes of United Nations negotiations on global warming. More precisely, the paper ethnographically traces how the capacity of tropical forests to act as carbon sinks is turned into a matter of global concern. The focus is on a negotiated policy called Reducing Emissions from Deforestation and forest Degradation (REDD+) and its anchoring in the Democratic Republic of the Congo, whose territory contains the second largest area of rainforest after Brazil. The paper discusses the importance of the promissory in climate actions, the multivalence of what is at stake and the porosity and resilience of national demarcation. To do so, it identifies three moments and sites of geopolitical re-composition: the formulation of international consensus, the work of preparatory agents and the quest for metrological inclusiveness. These moments and sites point to the theatricality and semi-secrecy of United Nations negotiations, the mobilizing activities of expatriate consultants hired with overseas aid funding and the unstable evidential grounds on which emission reduction efforts are based. The paper suggests that, through this series of processes, the carbon stored by tropical forests becomes a matter of global exigency.     

Pathway to resilience: hands and hearts for peasant livelihoods and fair relations between humans and nature

Abstract

Peasants and rural communities are on the front lines of most climate catastrophes taking place nowadays worldwide; at the same time, we have been the ones taking care of our common planet over generations. This article begins with a brief overview of the current situation of land use in the world today and links it to climate issues. It then describes some of the solutions to climate threats being negotiated between national governments and the private sector. It then highlights solutions that communities are already implementing and concludes with the reasons why systemic change is needed in order to achieve agrarian and climate justice.     

Enacting motherhood: time and social change in Chile

Motherhood is changing. An increasing number of women are deciding to remain childless, having fewer children, postponing their transition to motherhood, and simultaneously pursuing careers. These changes are deeply embedded in a reconfiguration of the times of motherhood. Although the intersection of motherhood and time has been widely acknowledged by gender and feminist studies, less attention has been paid to how in the making of motherhood women reproduce, negotiate and subvert time mandates and norms. This article aims to underscore the importance of time and how it relates to the enactment of motherhood in contemporary societies by analysing the planning, timing, sequencing, and simultaneity of the transition to motherhood in Chile. Through the analysis of 15 life story interviews with urban women from Santiago de Chile, this article addresses the intersection between social change, motherhood and time by showing how in the making of the transitions to motherhood women reproduce, negotiate and subvert traditional and emergent cultural mandates and social norms on the times of motherhood.     

Revolution without regime change: The evidence from the post-Euromaidan Ukraine

What effects does a revolution have on the stability or change of a hybrid regime? Has the Ukraine's regime changed since the 2014 revolution? To answer these questions I examine the changes in formal and informal institutions and the quantitative and qualitative composition of elites after the change of power in Ukraine in 2014. I argue that despite greater than in the post-orange period quantitative renewal of elites, qualitative change has not occurred. Meanwhile, the old operational code, or modus operandi, of elites' political culture, composed of clientelism, secretive deals and quota based nominations to government positions continues to operate. The lack of elites' renewal and the dominance of informal rules over formal procedures – two factors that keep the institutional core of Ukraine's hybrid regime unchanged.     

Translocal family reproduction and agrarian change in China: a new analytical framework

ABSTRACT

This paper advances a new framework for analysing agrarian change in rural China and elsewhere in developing Asia, which centres on translocal family reproduction. The framework highlights the crucial connections between rural families’ translocal strategies for meeting reproductive (especially care) needs, their changing aspirations for reproduction, and other aspects of agrarian change, including de-peasantisation, de-agrarianisation and social differentiation. In developing this framework, the paper refers to a village case study in central China and draws on a critique of the ‘livelihoods perspective’ on agrarian change, approaches focusing on ‘global householding’, and the cultural reproduction of class and gender.     

Understanding rural resistance: contemporary mobilization in the Brazilian countryside

Contradictions between impressive levels of economic growth and the persistence of poverty and inequality are perhaps nowhere more evident than in rural Brazil. While Brazil might appear to be an example of the potential harmony between large-scale, export-oriented agribusiness and small-scale family farming, high levels of rural resistance contradict this vision. In this introductory paper, we synthesize the literature on agrarian resistance in Brazil and situate recent struggles in Brazil within the Latin American context more broadly. We highlight seven key characteristics of contemporary Latin American resistance, which include: the growth of international networks, the changing structure of state–society collaboration, the deepening of territorial claims, the importance of autonomy, the development of alternative economies, continued opposition to dispossession, and struggles over the meaning of nature. We argue that by analyzing rural mobilization in Brazil, this collection offers a range of insights relevant to rural contention globally. Each contribution in this collection increases our understanding of alternative agricultural production, large-scale development projects, education, race and political parties in the contemporary agrarian context.     

21世纪初国际能源格局及今后的中长期变化 ——兼论日本能源安全的出路与困境

为了应对全球气候变化，需对能源安全概念进行“范式转换”，即能源安全不仅要包括能源供需矛盾、能源供需网络的脆弱性和潜在风险，而且要与环境安全、水安全相结合，形成“广义的能源安全”概念。当前，一系列新因素正在使国际能源格局和能源范式发生重大变化：福岛核电站特大事故严重影响了全球公众对核安全的信心，今后世界各国发展核电会更加谨慎；可再生能源日益发展与普及；气候变暖正在改变能源资源与环境资源相加的自然资源“总格局”；非常规油气资源日益开发、天然气地位上升以及美洲能源供给新轴心崛起；“可燃冰革命”及海洋能源进一步开发。在福岛核事故后，日本能源安全既面临风险，又面临机遇。今后日本能源安全战略的动向主要是：坚持发展核电，但会更加谨慎稳健；积极开展能源外交，实现能源来源多元化；在一次能源结构中增大天然气的比重；大力发展可再生能源和节能；大力开发可燃冰等海洋能源资源。此外，当前日本政府错误的周边外交政策将成为日本能源安全最大的潜在风险，可望长期执政的自民党政权采取的鹰派民族主义政策，终将给日本惹祸，首当其冲的祸害对象就是日本的能源安全。     

Preventing Dysfunction and Improving Policy Advice: The Role of Intra‐Departmental Boundary Spanners

It is well established in the public management literature that boundary spanners – people or groups that work across departments or sectors – are critical to the success of whole of government and joined‐up working. In studying recent unprecedented change to central government agencies in the Australian context, our research identified that intra‐departmental boundary spanners also play a critical role in the functioning of government departments, particularly during restructuring. Although most contemporary literature in public management concentrates on boundaries across formal organisational entities (departments, agencies, sectors), boundaries also exist within departments. Our research has found that without dedicated intra‐departmental boundary spanners, significant role confusion and dysfunctional practices arise. In turn, this has serious implications for the quality of policy advice given to Cabinet. Further research needs to be undertaken into both the role of intra‐departmental boundary spanners and how to nurture and manage the practice of intra‐departmental boundary spanners. This is especially the case if changes in Australia represent a fundamental shift more broadly in the way central government agencies operate.     

Enabling collaborative synthesis in multi-partner programmes

Multi-partner consortia have emerged as an important modality for knowledge generation to address complex sustainability challenges. Establishing effective multi-partner consortia involves significant investment. This article shares lessons from the Collaborative Adaptation Research Initiative in Africa and Asia (CARIAA), which aims to support policy and practice for climate change adaptation through a consortium model. Key lessons include the need to facilitate collaborative spaces to build trust and identify common interests, while accepting that this is not a guarantee of success; the importance of programmatic leadership to achieve synthesis; and the value of strategic planning in supporting motivation and alignment between partners.     

The peasants in turmoil: Khmer Rouge,state formation and the control of land in northwest Cambodia

Over the past 15 years, northwest Cambodia has seen dramatic agrarian expansion away from the central rice plain into the peripheral uplands fuelled by peasant in-migration. Against this background, we examine the nature of relations between the peasantry and the state. We first show the historical continuities of land control processes and how the use of violence in a post-conflict neoliberal context has legitimised ex-Khmer Rouge in controlling land distribution. Three case studies show the heterogeneity of local level sovereignties, which engage the peasants in different relations with authority. We examine how these processes result in the construction of different rural territories along the agricultural frontier and argue that, in this region of Cambodia, the struggles between Khmer Rouge and neoliberal modes of land control are central to state formation processes.
