电影作品相关基础概念浅析

从构成要件的角度定义,电影作品是一种通过连续的活动影像去表达某种思想的作品形式。电影类作品的创造性体现在影像的衔接上,其他视听录制品与电影作品的根本区别在于创造性表现的类型不同。据此,电影类作品的作者就是对影像衔接的创造性作出了实质性贡献的人,而制片者是发起和负责对电影作品进行首次录制的人。电影作品相关立法设计应以上述概念关系为基础进行方案选择。     

增强我国工会组织凝聚力研究——基于工会干部素质提升的视角

我国工会组织凝聚力的大小对工会能否担负起维护职工权益,参与社会管理等艰巨的社会职责至关重要。影响组织凝聚力的因素很多,其中人的要素起着决定性作用。工会干部素质影响着职工群众对工会组织的归属感、对工会工作的满意度以及对工会活动的参与度,是影响工会组织凝聚力的核心要素。工会干部除了具备党管干部的一般素质要求外,还应具备由于工会工作的特殊性而提出的一些特殊要求:一是特殊的政治地位要求工会干部必须有高度的政治责任感和较强的统筹协调能力;二是光荣的历史使命要求工会干部必须有坚实的群众基础和深厚的群众情怀;三是艰巨的社会责任要求工会干部必须有扎实的专业知识和过硬的业务能力;四是为提高中国工会的国际地位、扩大中国工会的国际影响,要求工会干部必须具有国际视野和战略眼光。在全面深化改革背景下,我国劳动关系利益格局和劳动者队伍结构、思想状况、利益诉求、维权意识都发生了巨大变化,工会必须研究新情况、新问题,进一步完善干部选拔、任用、考核机制,加强工会干部教育培训力度,不断提升工会干部素质,努力打造一支知识型、专家型、活动型、服务型、创新型的高素质工会干部队伍,进而提升工会组织的整体素质,增强其向心力和凝聚力,完成党和职工所赋予的神圣职责。     

Dominant party cohesion in comparative perspective: evidence from South Africa and Namibia

Africa's proliferation of dominant-party regimes is often regarded as an obstacle to democratization. Scholars and practitioners therefore face the task of understanding how and why constitutionally legitimate challenges to dominant party rule occur. This article asks: why do some presidential succession crises act as a catalyst to dominant party fragmentation when others do not? It argues that minority factions are more likely to defect from a dominant party when they have (1) been marginalized by the majority faction and (2) confidence in their mobilizational capacity. Factional purging is in turn traced to autocratic leadership and party under-bureaucratization, whilst high levels of factional self-confidence are linked to crises of dominance and the weakness of extant opposition parties.     

What Role for the Party Group Leader? A Latent Variable Approach to Leadership Effects on Party Group Cohesion in the European Parliament

Previous research has identified several structural and situational factors that affect party cohesion in parliamentary voting behaviour. The potential role of leadership has been neglected so far. The authors apply a latent variable approach to model leadership effects in roll call votes from the European Parliament (EP), 1979–2001. Other things being equal, their findings suggest that a small but significant 7 per cent share of the total variance in party group cohesion is due to the party group leaders. About 40 per cent of this leader component can be accounted for by their experience inside the European institutions, their career prospects, and their ideological positions.     

Networks in the Policy Process: An International Perspective

Abstract

This article (and more broadly this special issue) indicate that various types of policy networks, including governance networks, social networks, proto‐networks, and issue networks are defining the way that policy processes take place in various parts of the world. By focusing on network behavior in Africa, eastern Europe, and Denmark, it is clear that interorganizational cohesion, accesibility, trust generation, and “framing” issues are central to understanding network policy outcomes. Important implications regarding links between network characteristics and democracy are also suggested.

基层工会组织要发挥维护职工合法权益的基本职能作用，首先须将职工吸引到工会组织中来。为此，各级工会组织要直面职工自主入会意愿不强、入会率不高的难题，用增强工会组织活力和主动依法科学维权，来加大对职工群众的吸引力和凝聚力，把基层工会组织真正建设成为会员信赖的职工之家。     

Security governance in a comparative regional perspective

This article aims to explore the relationship between domestic economic and political conditions and the performance of 14 regional organizations over a range of security provisions. It argues that the willingness of member states to increase the range of security provisions of a regional organization is influenced by the combination of high levels of economic and political development and low levels of dispersion among the members of a regional organization. In order to evaluate this assumption, two aspects of regional organizations are explored. The first is to examine the development of security governance provisions of 14 regional organizations as well as the levels of empowerment or autonomy of those organizations. The second is to analyze how six economic and political variables influence the range of security provisions and the degree of empowerment of regional organizations. The final part of the article examines how regional organizations play a significant role in stimulating and reproducing regional governance orders.

Between Two Stools? The Government's ‘Preventing Violent Extremism’ Agenda

The 7/7 London suicide bombings of July 2005 and numerous subsequent Islamist terror plots have highlighted the reality of an 'internal' threat to Britain. One governmental response has been the 'Preventing Violent Extremism' (PVE) programme. Whilst the educational aspect of its focus on Muslim young people is to be welcomed, there are serious concerns as to whether PVE policy, as currently designed, is falling between two stools. To date, the programme focuses exclusively on Muslim communities in flat contradiction to the integration policy priority of community cohesion, so risking further defensiveness from Muslim communities and resentment from white working class communities. Whilst ignoring the right-wing extremism growing in some of those white communities, PVE work with young people is actually failing to engage openly and robustly with the real political issues driving Muslim anger and minority extremist support. The confidence, understanding and skills of educational practitioners are vital here.
