In political conflicts, actors tend to assume that opponents behave maliciously. This phenomena is part of the “devil shift,” which was introduced in advocacy coalition framework research. We present a multivariate analysis of the perceptions of motives and actions of opposing coalitions in a political conflict and thereby analyze a major dimension of the “devil shift” and of its antonym “angel shift.” The conflict concerning the German infrastructure project Stuttgart 21 serves as a case study. We show that the radicalness of policy‐specific beliefs is the most important predictor for the intensity of mutual misperception in the researched conflict. The results further point to a more systematic inclusion of an actor's deep normative core beliefs in future analyses of distorted perception. Another central finding relates to the importance of the personal environment: actors in the subsystem share the same policy core beliefs with the majority of people in their personal environment.  相似文献

The article evaluates the concept of ‘developmental’ policies, comparing post-communist Russia and Sub-Saharan African (SSA) states. Asian ‘developmental state’ policies have been identified as developmental because of successful industrial policies and leaders’ ability to implement them. The comparison shows that while these features have been absent in SSA, notably due to the trapping effects of commodity dependence, Russia exhibits an original dualistic model where the negative impact of commodity dependence (such as the creation of rents) is compatible with developmental industrial policies. The evidence presented demonstrates the importance of constraints that stem from both economic and political structures, in turn explaining variations in developmental policy effectiveness.  相似文献

本文分析5.12大震后农房恢复重建的案例,考察了危机恢复管理中政策执行、政策依从问题与基层民主治理之间的关系。研究分析认为,由于政府决策的专家型思维与村民社会价值观的尖锐冲突,政策执行模式的单向性与公民选择背景(context)的复杂性无法调和等,导致危机恢复政策执行的扭曲。研究结果表明,为了提升政策依从度,加速处于危机中的社会恢复,政府必须采取整合协商式政策执行模式,引导社会公众不断革新与完善治理机制,通过宣教提升政策执行者、协助者与客体的人力资本。研究同时发现突发危机这个外在动因催化了基层民主治理机制,但其长效性必须建立在不断完善的法制、机制建设的基础上。  相似文献

This article explores the utility of social movement theory, reviewing conceptual developments and its application to Middle East cases before examining its relevance to the Arab uprisings. The initial youth-led new social movements were non-ideological, leaderless, and lacking in clear organizational structures. As the protest movements spread, they grew to encompass a diverse array of other movements and actors: The breadth and diversity of these coalitions made the successful achievement of their core demands for regime change possible. However, the persistence of ideological cleavages within them made agreement on the post-regime change political order near impossible.  相似文献

Southern Brazil is unique due to its subtropical climate. Here, we report on the first forensic entomology case and the first record of Sarconesia chlorogaster (Wiedemann) in a human corpse in this region. Flies' samples were collected from a body indoors at 20°C. Four species were found, but only Chrysomya albiceps (Wiedemann) and S. chlorogaster were used to estimate the minimum postmortem interval (mPMI). The mPMI was calculated using accumulated degree hour (ADH) and developmental time. The S. chlorogaster puparium collected was light in color, so we used an experiment to establish a more accurate estimate for time since initiation of pupation where we found full tanning after 3 h. Development of C. albiceps at 20°C to the end of the third instar is 7.4 days. The mPMI based on S. chlorogaster (developmental time until the third instar with no more than 3 h of pupae development) was 7.6 days.  相似文献

The United Kingdom has traditionally featured many aspects of the majoritarian model of democracy: its first‐past‐the‐post electoral system tends towards producing single‐party majorities, while its legislative decision rules concentrate policy‐making power in the hands of the resulting single‐party governments. However, in an unprecedented break with the UK's postwar conventions, the Conservatives and Liberal Democrats formed a coalition following the general election of 2010. In this article, we examine some of the Coalition's impacts on governing and constitutional conventions, placing them in a comparative European context. We conclude that the Coalition reflects a shift towards the less majoritarian forms of politics prevalent in continental Europe, and that some of these changes are likely to persist even after the end of the current government.  相似文献

Recent research suggests that committees in parliamentary democracies may, at least partly, be endogenous to the prevalence of coalition government. In this article, I examine the conditions under which parliamentary majorities reform legislative rules to expand or reduce committee power. I expect that, ceteris paribus, the greater the conflict inside the governing coalition, the higher the probability that parties in government will adopt reforms expanding committee power and the lower the chance that they will implement changes reducing such power. These expectations are tested using original new data on the reforms of committee agenda powers undertaken in eight European states within 20 years from democratic transition. I find some evidence to support the endogeneity of committee power to the ideological heterogeneity of parliamentary government.  相似文献

Multiparty government in parliamentary democracies entails bargaining over the payoffs of government participation, in particular the allocation of cabinet positions. While most of the literature deals with the numerical distribution of cabinet seats among government parties, this article explores the distribution of individual portfolios. It argues that coalition negotiations are sequential choice processes that begin with the allocation of those portfolios most important to the bargaining parties. This induces conditionality in the bargaining process as choices of individual cabinet positions are not independent of each other. Linking this sequential logic with party preferences for individual cabinet positions, the authors of the article study the allocation of individual portfolios for 146 coalition governments in Western and Central Eastern Europe. The results suggest that a sequential logic in the bargaining process results in better predictions than assuming mutual independence in the distribution of individual portfolios.  相似文献

This study, which is based on individual criminal careers over a 60‐year period, focuses on the development of criminal behavior. It first examines the impact that life circumstances such as work and marriage have on offending, then tests whether the effects of these circumstances are different for different groups of offenders, and finally examines the extent to which the age‐crime relationship at the aggregate level can be explained by age‐graded differences in life circumstances. Official data were retrieved for a 4‐percent (N=4,615) sample of all individuals whose criminal case was tried in the Netherlands in 1977. Self‐report data were derived from a nationally representative survey administered in the Netherlands in 1996 to 2,244 individuals aged 15 years or older. In analyzing this data, we use semi‐parametric group‐based models. Results indicate that life circumstances substantially influence the chances of criminal behavior, and that the effects of these circumstances on offending differ across offender groups. Age‐graded changes in life circumstances, however, explain the aggregate age‐crime relationship only to a modest extent.  相似文献
