目的:了解东城区(北片)游泳场馆水质卫生状况。方法:对东城区(北片)辖区内营业性游泳场所46户采集游泳池水样138件,根据《公共场所卫生标准检验方法(GB/T 18204-2000)》对水样进行卫生学指标检测。结果:本次抽检共采集游泳池水样品138件,其中合格水样96件,合格率为69.57%。pH值、浑浊度、细菌总数的合格率较高,分别为100%、100%和99.28%,尿素的合格率最低,为84.78%。结论:本区游泳场馆水质卫生状况仍有提高的空间,建议进一步加强对游泳场馆监督监测,以确保公众安全。  相似文献

As part of a growing focus on the effectiveness of development assistance from the World Bank and other agencies, new efforts are being made to relate development finance more closely to outcomes achieved rather than to inputs used, through the results‐based financing approach. We provide a framework for analyzing the operational dimensions of results‐based financing, including the conditions that suit this approach, and how best to define, measure, and report results. We review some of the early World Bank experience with this approach. Noting that this approach is as yet not fully tested, we suggest evaluative issues for future research while highlighting strengths and challenges in the range of techniques adopted so far. In this article we define and estimate empirical models to study the determinants of adoption of performance indicators by Mexican municipalities. Building upon previous studies, we prove whether the adoption decision depends on the locality size, variables related to resources, and the political/cultural differences. We implement the empirical models using the data from 300 municipalities for the year 2000. Unlike related literature that relies on surveys applied to local officials, our data from independent and dependent variables were obtained from different sources in order to avoid common-source bias. The estimated logit and probit models confirm the hypotheses.  相似文献

The purpose of this research article is to contribute to a better future for a New Egypt, after the January 25, Revolution of 2011, by focusing on how best to monitor elections by domestic civil society organizations (CSOs) through adopting an output, outcome, and impact model. It assesses comparatively the role of CSOs in monitoring elections in Ethiopia, Ukraine, and Nigeria, and derives lessons learned for Egypt. Through analyzing Egyptian CSOs websites and qualitative discussions and surveys with activists, proposed strategies for enhancing effectiveness are identified, including building wider coalitions and more use of new technology.  相似文献

Abstract

This paper explores the relationship between the arts and the growing research literature on social indicators in the United States. Building upon research and theory that identifies the need for indicators of “social health” that are broader than traditional measures of economic well‐being, this paper suggests that the arts are particularly useful terrain for conceptually extending quality of life research. After illustrating the broad range of thinkers who have argued that arts benefit society, the paper provides an overview of the various forms of arts data that are currently collected. Focusing on recent efforts to evaluate the quality of life within local communities and recent research on arts education, the paper suggests that scholars need to focus on building a clearer framework that connects arts data with the broader arguments about the social contribution of the arts. The paper concludes by identifying diversity, creativity, community, and participation as examples of concepts that can link existing arts data with the widespread belief in the democratic value of the arts, and argues that quality of life research needs to incorporate key community “assets”, including participation and practice in a vibrant arts world, into both the methodological and normative framework for defining social health.  相似文献

The search for improvements in the management and quality of public services seems to be a constant in all public administrations, and there is an ever-increasing use of management techniques and models from the business sector. The aim of this paper is to show which management systems are being used by Spanish local governments to improve their management in terms of economy, quality and the environment. Our analysis is based on a questionnaire sent to Spanish local governments about the tools they use and the factors that influence their implementation. The results show that more efforts are necessary to implement performance measurement and total quality management, but they also show some positive aspects, such as the usefulness of performance measurement and its application to decisions in those local governments that have implemented it.  相似文献

Abstract

Child welfare agencies are accountable to the community not only because they spend public dollars, but also, most critically, because they are charged with protecting vulnerable children. Over the past three decades multiple oversight processes have been initiated as part of an effort to improve accountability in public child welfare. In agencies around the country an array of advocates and monitors regularly review the performance of individual caseworkers. While caseloads grow in number and complexity the ranks of the workforce have not kept pace. The result is too many people watching too few workers serve too many vulnerable children and families.

This paper examines the cumulative effect of five groups of “watchers” that oversee child welfare services. It suggests that every group of watchers should be able to demonstrate that their activities contribute directly to the achievement of system goals.  相似文献

《民法典》第1025条规定了针对新闻报道、舆论监督等行为的公共利益目的抗辩,首次将新闻报道、舆论监督等行为的特殊免责事由写入法律。它需要弥补此前实务中引入的公众人物理论的不足,提供确定性规则。依据宪法,名誉权与表达自由均未被赋予绝对优先的地位,公共利益目的抗辩需要平衡好两者的关系。在适用时,可通过价值填充与规则再造实现法规范的进一步具体化。前者指根据法规范的目的及内容完成价值填充,后者指限缩案件范围,区分公共利益的界定主体与确认主体,将公共利益目的抗辩融入我国侵权责任法体系中,在个案中审慎开展利益衡量。  相似文献

Recent work on coalition governance claims that government parties use the chairs of parliamentary committees to ‘shadow’ ministers and thus to monitor coalition partners. This argument rests on the assumption that committee chairs enjoy special powers to extract information from ministries and to affect policy-making in committee. To test this assumption, the paper develops the first comparative measure of committee chair powers in fifteen Western European democracies. The analysis shows that most committee chairs have very limited formal powers and that the share of shadowing chairs does not increase when committee chairs are more powerful. Both findings cast doubt on the interpretation of shadow chairs as a monitoring device. We sketch an alternative explanation according to which coalition parties employ the shadowing strategy in order to increase public visibility and to counteract issue ownership by the minister’s party.  相似文献

In Experiment 1, we examined whether three interview styles used by the police, accusatory, information-gathering and behaviour analysis, reveal verbal cues to deceit, measured with the Criteria-Based Content Analysis (CBCA) and Reality Monitoring (RM) methods. A total of 120 mock suspects told the truth or lied about a staged event and were interviewed by a police officer employing one of these three interview styles. The results showed that accusatory interviews, which typically result in suspects making short denials, contained the fewest verbal cues to deceit. Moreover, RM distinguished between truth tellers and liars better than CBCA. Finally, manual RM coding resulted in more verbal cues to deception than automatic coding of the RM criteria utilising the Linguistic Inquiry and Word Count (LIWC) software programme.In Experiment 2, we examined the effects of the three police interview styles on the ability to detect deception. Sixty-eight police officers watched some of the videotaped interviews of Experiment 1 and made veracity and confidence judgements. Accuracy scores did not differ between the three interview styles; however, watching accusatory interviews resulted in more false accusations (accusing truth tellers of lying) than watching information-gathering interviews. Furthermore, only in accusatory interviews, judgements of mendacity were associated with higher confidence. We discuss the possible danger of conducting accusatory interviews.  相似文献
