作为两个重要的地区大国,德国与俄罗斯的关系对彼此和欧洲都有着重要影响。在双边关系中,能源因素因其对国民经济生产的决定性意义长期发挥着“稳定器”的作用。2018年9月,由德俄牵头,法国、奥地利与荷兰合资建造的“北溪-2”天然气管道项目正式动工铺设。该项目将使输往欧洲的俄罗斯天然气绕开乌克兰,经过波罗的海海底直接连通德俄两国,德国由此成为俄罗斯天然气最重要的转运国。此举虽然在双边层面上保证了德俄的能源经济安全,但在多边层面却招致欧盟、美国等多方反对。因担心会进一步加深对俄罗斯能源的依赖,欧盟委员会及中东欧国家欲诉诸法律对该项目施以约束;美国在制裁项目企业的同时转而向波兰、乌克兰等国出口液化天然气,在利用政治机遇抢占欧洲市场的同时试图制衡俄罗斯的影响力。在多方力量博弈中,德国需要在平衡俄美欧关系中付出更多努力。 相似文献

This essay reviews the primary methods that have been used to study corporate public affairs, issues management, and corporate political activity (PA/IM/CPA). We identify three tractable areas of research in these areas: (1) the determinants of PAM/IM/CPA; (2) the effects of PAM/IM/CPA on public policy outcomes; and (3) the effects of public policy outcomes on overall firm financial performance. Despite the considerable difficulties in gathering data to test these phenomena, we posit that scholars have made progress in understanding some aspects of these relationships. Still, we conclude that the greatest weakness for the advancement of methodological progress is the lack of a theoretical model describing the PAM/IM/CPA process, which ultimately hinders the ability of empiricists to seek the ‘proper’ data to test such relationships. This article is developed from data gathered through the analysis of a survey of ‘agencies’ at Commonwealth and Australian Capital Territory (ACT) levels of government, undertaken as the Australian component of a cross‐national empirical study of autonomy and control in non‐departmental public sector organisations. It presents preliminary findings from one part of what is potentially a very important enterprise in comparative research, along with discussion of methodological issues which need to be confronted in many such comparative exercises. The data reveal that Australia agencies have been granted more autonomy than agencies in other countries contributing to this survey, though that autonomy varies markedly across functions such as personnel management and financial management. While the article represents just a snapshot in time in agency autonomy, we believe it provides a robust baseline for future changes in the way agencies are managed in the Australian public sector. 相似文献

Based on reports on selected parliamentary by-elections from 2009 to 2015 and two presidential elections in 2011 and 2015 in Zambia, this paper examines the political rhetoric to determine the presence and nature of clientelism in Zambian electoral campaigns. Zambia’s three leading newspapers, The Post, Times of Zambia and Zambia Daily Mail, were searched for reports of electoral campaigns. In total, 605 issues of each of the three newspapers spanning a period of 20 months were used. The paper concludes that a blend of vote buying and turnout buying were more evident in the campaign rhetoric in parliamentary by-elections than the presidential elections. Where some researchers have seen only a limited impact of Europeanisation on national party politics, others have added a separate European Union dimension to the pre‐existing economic left‐right dimension to model the national political space. This article examines the effects of the European crisis on the national political space across the EU utilising data from the 2014 European Election Survey. It analyses the effect of a country's economic development on the coherence between attitudes towards the EU and economic issues using multilevel regression. Strong evidence is found that in the Southern European debtor states economic and European issues are merging as a result of strong European interference in their economic policy. In the Northern European creditor states a second relevant dimension focuses on cultural issues. These results offer the next step in theorising Europeanisation. 相似文献

突破中国民族话语中以“民族”概念专指少数民族的思维的限制就会发现,人类历史上的“民族”概念最早形成于欧洲,指的是具有国家形式的人群共同体。这样一种与国家结合在一起的民族,具体表现为国民的共同体,是在一个长期的历史过程中形成的。民族形成后便将形成过程中经历的人口国民化、国民整体化等蕴涵于自身,使其成为蕴涵一系列社会政治机制的人口组织形式,并为欧洲现代社会、现代国家和现代政治的形成奠定基础。在“民族”概念的使用范围拓展以后,不具国家形式的各种历史文化共同体也被以“民族”概念来指称和描述,从而使民族的种类迅速增加。这样的民族共同体又对民族国家的统一、稳定和治理产生着深刻的影响,在国内和国际政治关系中发挥着重要的作用。对如此形态多样和影响深远的民族现象,政治学者不能漠然视之,而必须积极主动地关注和研究。由此形成的民族议题,既是政治学理论和知识体系构建不可或缺的重要方面,也是解释中国现代国家的构建和发展及政治学知识体系完备和创新的重要渠道。 相似文献

AbstractThis article demonstrates that the issue-yield concept is able to predict the electoral strategies of mainstream and challenger parties at the 2017 German federal election. While the electorate of mainstream parties favour valence issues, the Greens and the AfD can gain more by concentrating on socio-cultural positional issues. Relying on a unique survey covering 17 positional issues and 10 valence issues as well as an analysis of Twitter accounts, the article shows that contemporary Germany is characterised by a centrifugal competition on the socio-cultural dimension. At the same time, an asymmetric ideological confrontation persists on the socio-economic dimension, because the Left and the SPD still refer to their traditional welfare issues while the bourgeois parties no longer counter this with a contrasting free-market ideology. Thus, the economy is currently not the decisive issue in German politics. Migration, integration, and other socio-cultural issues are rather driving electoral competition. 相似文献

Political changes in the early 1990s created an opportunity for the Albanians to increase communication with the rest of the world. For the first time Albanians were exposed to technology and tools that had been used so frequently in the neighbor countries decades in advance. Despite the great promise of technological advancement, public sector innovation has tended to be small-scale and gradual. Factors such as institutional arrangements, budget scarcity, group conflict, cultural norms and prevailing patterns of social and political behavior have restricted government actions. This study examines issues caused by a poor information management and looks for some ways to turn into an efficient information system in Albanian public administration. It uses primary data from sample surveys of public administration organizations in local and central level during these transitions. 相似文献
