基于西部大开发视角下的教育发展与经济增长的实证研究

西部大开发是继东部沿海开放后国家实施的又一个重大区域政策，优先发展教育成为西部开发中的重点。该文对比分析了西部大开发前后教育发展水平的变化，在此基础上，采用模型实证研究方法对教育政策促进经济增长的效应进行了评价，并根据评价结果提出了相应地进一步提升西部教育发展水平的对策与建议。     

Strategist or Pragmatist: A Challenging Look at Ocalan's Retrospective Classification and Definition of PKK's Strategic Periods Between 1973 and 2012

The PKK, a violent group seeking secession in southeastern Turkey through the use of terror and guerilla methods, has evolved through different strategic and pragmatic phases in pursuing its goal. Ocalan, the incarcerated leader, classified the PKK's objectives into four deliberate strategic periods and commenced the final period of Strategic Lunge in March 2010 (for establishing de-facto autonomy). To compare these periods to PKK's real evolution, this article reviewed the entire process of the PKK (1973–2012) through analysis of resolutions from PKK congresses/conferences and the characteristics of PKK violence (e.g., target status, incident type/location, form, and purpose). This study argues that as opposed to Ocalan's assessment, PKK moves—particularly after 1994—are based on emergent (ex-post) pragmatic shifts rather than predetermined (ex-ante) strategic plans, as verified by analysis of the nature/form of PKK violence. It also argues that the PKK's pragmatic moves permeated even into its ideology and declared goal. Contrary to Ocalan's four-stage strategic periods, the PKK's initial manifesto indicates a three-stage Maoist strategy for reaching its goal. However, the PKK's military attempt to reach the third stage in 1991 failed due to conditions that were not sufficient for realization of the third stage of Maoist strategy. As a result, the PKK quit pursuing military victory after acknowledging its defeat in 1994; instead, since it still possessed the ability to initiate violence, it strategically employed (and ceased) violence to supplement its campaign of political compromise and negotiation.

网络与信息系统安全已经引起了全世界共同关注,美国在此领域一直走在世界前列。伴随世界经济、文化的日益融合,美国信息安全立法及政策方面的丰富经验为我国信息安全战略的制定和完善提供了可资借鉴的蓝本。解读美国信息安全战略的演变轨迹、组织体系及其特点,结合我国信息安全保障立法现状,分析当前我国信息安全立法的主要着力点,旨在构建有中国特色的信息安全法律体系。     

公安机关管理网络舆论危机中的沟通策略研究

公安机关与社会层面长期接触和直接摩擦，决定了其执法行为极容易引发网络舆论危机。在公安机关网络舆论危机管理中，沟通是最重要的工具。公安机关应当梳理当前危机沟通中存在的问题，不断疏通沟通渠道，才能保障危机沟通的有效性。实践表明，有效的危机沟通需要公安机关注重做好五个环节的工作：树立尊重网民的平等沟通理念；增强网络危机的沟通技能；加强网民教育，促使网络舆论从不理性到理性的回归；培植网络危机沟通的中介力量以及推进网络危机沟通的制度化建设。     

药品网上销售存在的风险及法律对策思考

目前国内网上购物呈现欣欣向荣景象,网上购物无论是种类还是数量都呈不断增长的趋势,药品通过网络销售也是大势所趋,然而药品由于其具有的特殊属性,使药品在网络上销售就存在着一定的风险,而这种风险直接关乎消费者的生命健康。文章根据药品在网络上销售可能存在的主要风险进行分析,并提出一些解决的思路。     

High rates of prosecution and conviction in China: The use of passive coping strategies

This article demonstrates that the passive coping strategies utilized among Chinese police, prosecutors and judges could partly account for the high rates of prosecution and conviction in China. Passive coping strategies are defined as inactive tactics employed to avoid disagreements and conflicts among people or institutions. After a brief introduction, a review of the relevant statistic rates is offered, which indicates that both the prosecution and conviction rates remain persistently high. Next, an outline and evaluation of the formal intra-institutional relationships between the criminal authorities are offered. After that, a detailed account of the application of case dismissal tactics, a type of passive coping strategy, to the legal decision-making process is demonstrated. Finally, this article concludes with a discussion of the pros and cons of the use of passive coping strategies in the decisions to prosecute and convict, and offers some legislative recommendations.     

俄罗斯空天防御体系建设研究简

近年来,随着空天技术的飞速发展,空天安全日益成为世界主要大国关注的焦点.为维护国家安全利益,俄罗斯于2011年组建了空天防御部队.作为俄军“新面貌”军事改革的重要成果,俄空天防御体系建设有其独到之处：一是理论研究持续升温,提供了扎实的决策基础;二是体系建设多管齐下,综合推进空天作战能力形成.同时,俄空天防御体系发展中还存在一些亟待解决的问题：经济实力有限、军兵种之间利益纠葛不断、人才出现断层、顶层设计尚不成熟.     

Promotion of contentious agency as a rewarding movement strategy: evidence from the MST-paper industry conflicts in Brazil

The recent scholarship on social movement outcomes has called for explanations about how movements influence economic outcomes. This article demonstrates in practice how a dynamic and relational approach, coupled with a Bourdieuian analysis of social, symbolic, and territorial space, can be utilized in explaining the influence of movements in contentious politics around investment projects. Based on participant observation and comparison across the Brazilian Landless Movement (MST) groups in areas of paper industry expansion, I assess the different movement strategies and their influence on pulp project outcomes. I reinterpret the ideal ‘MST model’ as constructed by specific strategies promoting contentious agency: organizing and politicizing, campaigning by heterodox framing, protesting, networking, and embedded autonomy vis-à-vis the state. A Qualitative Comparative Analysis comparing the expansion of 13 pulp holdings between 2004–2008 shows how these strategies influence investment pace. When both contentious and conventional strategies were used, movements managed to slow pulpwood plantation expansion.     

人才战略高地上工会服务大局问题的探讨

自媒体时代公安机关应对公关危机的策略探讨——以辽宁大连“刘巍巍下跪维权事件”为例

近年来,随着以微博为代表的自媒体技术的兴起和发展,打破了传统新闻媒体对舆论的控制以及对信息的垄断,往往推动突发事件快速形成并使事态发展难以预测,继而引发公关危机,给公安机关应对和有效处置涉警危机带来难度。本文以大连市公安局处置2013年＂刘巍巍下跪维权＂事件为例,就公安机关应对自媒体时代突发事件引发的公关危机策略作一些探讨。
