反恐怖预警是防范和打击恐怖主义的重要环节。大数据为反恐怖预警带来了极大便利的同时,也为反恐怖预警提出诸多挑战。比如,软、硬件设施,领导管理体制,相关法规制度还需进一步完善等。对此,必须从反恐怖预警信息的收集、分析、决策和执行四个阶段对上述矛盾加以克服,才能适应大数据时代的客观要求,才能适应反恐怖行动的客观要求。  相似文献

The literature on Lebanese resistance to Israel is overwhelmed with work on Hezbollah, the role of religion, and its connection to Iranian influence. However, few of these studies have looked at the totality of Lebanese resistance, from its secular origins to its Islamic monopoly. Moreover, no work to date has looked at Lebanese resistance through the prism of just war theory. This article aims at addressing this gap by applying the criteria introduced by Childress regarding the justness of war. Moreover, the article examines resistance as a practice of non-state actors and its terrorist label, and at the same time, evaluates Israel’s military response to Lebanese resistance through the prism of state terrorism.  相似文献

This article discusses the political positioning of the crime group Primeiro Comando da Capital (PCC) during the attacks on São Paulo in 2006 and on the continuous recruitment of new generations in crime. A situational map of programmatic violence in Brazil was built from 30 apology for crime videos, submitted to Situational Analysis. The attacks stand in the map as a phenomenon of political communication of the world of crime in the public sphere, showing continuities between the 2006 terrorist format and a situation suggestive of the radicalisation of new generations based on hate, adherence to the political/armed wing of the commands, and cognitive-affective shielding of young crime soldiers.  相似文献

When parents pursue transnational labour migration, challenges arise around ensuring the social belonging of children, especially ‘gift children’ who are conceived or born abroad as a result of out-of-wedlock relationships or sexual assault. Families we interviewed in Lombok, Indonesia, displayed complex social ingenuity to ensure the gift child’s social belonging. Caregivers described how they address discrimination by manipulating and falsifying family histories in identity documents, including census forms and birth registration. These family strategies drive home the local role of identity documents as a tool to enhance belonging rather than as proof of legal identity. We spotlight the time lag between birth and obtaining an official birth record as a crucial space in creating ‘citizenship from below’ in communities with high out-migration and low birth registration rates.  相似文献

This paper develops a role‐based framework of intermediaries in regulatory programs. In examining the types of roles that organizations adopt in regulation and governance, we argue that roles have important implications for understanding organizational and program level dynamism and outcomes. We use the Regulator–Intermediary–rule‐Taker framework to describe how organizational roles can be adopted through assignment, appropriation, or promotion. We then go deeper into how intermediaries adopt a variety of different roles in key regulatory programs. We examine generic intermediary roles across programs that involve four main groups of activities: creating and/or organizing, coordinating between programs, supporting implementation, and voicing an opinion. All in all, our role‐based framework allows for a novel relational way to understand interorganizational and institutional dynamism in complex, interactive, and ever‐changing regulatory regimes.  相似文献

Research on regulation and regulatory processes has traditionally focused on two prominent roles: rulemaking and rule‐taking. Recently, the mediating role of third party actors, regulatory intermediaries, has started to be explored – notably in a dedicated special issue of the ANNALS of the American Academy of Political and Social Science. The present special issue extends this line of research by elaborating the distinction between formal and informal modes of regulatory intermediation, in the specific context of transnational multistakeholder regulation. In this introduction, we identify two key dimensions of intermediation (in)formalism: officialization and formalization. This allows us to develop a typology of intermediation in multistakeholder regulatory processes: formal, interpretive, alternative, and emergent. Leveraging examples from the papers in this special issue, we discuss how these four types of intermediation coexist and evolve over time. Finally, we elaborate on the implications of our typology for regulatory processes and outcomes.  相似文献

The rise of “new” transnational governance has intensified debates about a lack of accountability in global politics. Reviewing the mechanisms through which transparency can foster accountability beyond the state, this article explores the determinants of information disclosure in the field of transnational sustainability governance. Examining the institutional design of 113 voluntary sustainability programs, we find a positive correlation between the involvement of public actors and information disclosure. In contrast, the role of civil society is more ambiguous. There is no statistical support for arguments linking non‐governmental organization participation to increased transparency. At the same time, our analysis reveals a robust correlation between civil society‐led metagovernance and information disclosure. Moreover, we find that crowding has a negative effect on transparency, whereas normative peer pressures have no influence. At a broader level, the analysis reveals a lack of “deep transparency” among transnational sustainability governors. This limits the scope for transparency‐induced accountability in this policy domain.  相似文献

The issue of international terrorism has figured frequently in recent political debates and media coverage. In the present paper, we explore the question of how the salience of the concept of international terrorism affects the system-justifying tendencies of public opinion. On the basis of Terror Management Theory and System Justification Theory it was hypothesized that terrorism salience would lead to increased system justification. Four experiments with student and non-student adult samples support the hypothesis, yielding a medium-sized average effect of d = 0.47. Across variations in the intensity of focal death-related thoughts, the effect was not subject to boundary conditions typical of mortality salience effects. Social and political psychological implications are discussed.

This research uses quantitative analyses to determine whether or not conviction outcomes differ across three major American domestic terrorism groups: ecoterrorists, left-wing extremists, and right-wing extremists. Findings suggest that ecoterrorists receive lighter treatment within the criminal justice system while controlling for important variables, such as gender, age, and count severity. Findings highlight differences between “home-grown” terrorist groups, departing from a large segment of terrorism research focused on domestic versus international comparisons or terrorist versus civilian comparisons. Results elicit new research questions to understand why domestic terrorists receive differential treatment within the criminal justice system, despite controlling for key variables.  相似文献
