工会企事业是工运事业的重要组成部分。办好工会企事业对于提升工会组织的履职能力和服务能力,扩大工会组织的社会影响力,增强工会组织的号召力和凝聚力,有着极为重要的作用。多年来,各级工会组织高度重视企事业建设与发展,经过持续努力,逐步形成了具有工会特色、适应职工群众需求的工会企事业体系,在工会工作中发挥出积极的作用。     

The Formal Delegation of Regulatory Decisions in the Telecommunication Sector: An Explanation Using Classification Trees

Research on regulation has traditionally focused on studying the delegation of regulatory competencies from political principals to an independent regulatory agency. In this article, we argue that this delegation is nuanced by different factors that affect whether a specific regulatory decision is formally delegated. We examine and explain formal delegation patterns at the level of individual regulatory decisions in twelve countries located in Europe, Latin America, and South Asia. The data were gathered by coding the twelve countries' telecommunications legislation. The data analysis was undertaken using a classification tree model—a nonparametric model. We found that the maturity of the market has the greatest effect on the formal delegation of regulatory decisions, but this effect is also influenced by the other theoretical factors considered, particularly the level of political constraints and the type of regulation.     

People with disabilities working in the disability sector in Timor Leste: a study of ‘lived experience’ using PhotoVoice

Perspectives on disability originating from non-Western cultures are beginning to appear in disability literature, however discussions may become lost in rhetoric unless grounded in experiences of people with disabilities themselves. The purpose of this study was to investigate the lived experience of physical disability in Timor Leste with the assistance of a group of Timorese participants with disabilities who were employed in the disability sector. These participants recounted experiences of disability from their own lives together with their observations of people with disabilities living in remote parts of Timor Leste who often lived with stigma or deprivation. The participants thus described their own lived experiences against a backdrop of a non-Western culture. A picture emerged of a stigmatising culture where acceptance of disability is uncommon yet where significant attempts are being made to change attitudes to disability within the culture of Timor Leste.     

The Implementation of European Anti‐Discrimination Directives: Converging towards a Common Model?

This article examines the impact on national law and policy of two Directives on combating discrimination adopted by the EU in 2000. It considers the extent to which their transposition has resulted in the 'Europeanisation' of anti-discrimination law and whether this implies convergence in the direction of a common model. Two themes are examined: the list of protected grounds of discrimination and the creation of equality institutions. All 27 states have introduced legal reforms in response to the Directives and a loose level of convergence can be identified. Nevertheless, specific national traditions have proved resilient, for example, shaping the meaning attached to terms such as 'disability' or the structure and powers of equality bodies.

可持续发展战略是联合国环境与发展大会确定的未来共同发展战略。我国《中国21世纪议程——中国21世纪人口、环境与发展白皮书》提出了可持续发展战略、对策及行动方案。我国虽然在环境资源方面立法基本建立了环境与资源法的法律体系,但是尚缺将可持续发展作为环境与资源立法的指导思想。因此本文针对目前我国环境与资源及立法存在的实际问题,提出以可持续发展作为环境与资源立法的指导思想,修改我国《宪法》、《环境保护法》及有关环境与资源的法律、法规,制订统一《自然资源保护法》、《环境污染税法》、《环境保护投资法》及《环境与资源教育法》,完善我国环境与资源立法体制。
