ABSTRACTThis article explores the role of official travel activities by politicians to post-/conflict spaces in German foreign policymaking. Starting from the observation that official travel justifications stress the value of authentic insights and unfiltered information, while journeys in practice are meticulously planned and staged, it asks what kind of knowing is possible, how actors make sense of the staged nature of field trips, and how multiple performances create and/or undermine notions of authenticity and first-hand expertise. The article shows that official on-site visits are composed of multiple conscious performances by all actors involved, but that these performances do not undermine the notions of authenticity and expertise. On the contrary, knowledge authenticity—or truth claims on the basis of authentic insights—and related expert authority are produced through travel-as-performance. The emphasis policymakers put on on-site presence and (the performance of) localized knowledge contradicts intervention literature’s generalized finding of a prioritization of technocratic over localized knowledge. The article draws on politics and performance scholarship and authenticity theories in tourism studies to make sense of a wealth of empirical material on the claims, practice and functions of German MPs’ journeys to post-/conflict spaces as part of broader political struggles over policy knowledge. 相似文献

Guillermo O’Donnell’s influential work ‘Delegative Democracy’ set the discourse on a peculiar type of democracy. Lying between representative democracy and authoritarianism, the uniqueness of delegative democracy lies in its features, including an absence of horizontal accountability, strong centralised rule, individual leadership with unchecked powers, a cult figure embodying the nation and clientelist practices. While delegative democracies seem to arise out of presidential systems, Turkey, though a parliamentary system, has also displayed the distinctive features of delegative democracies. This paper identifies three characteristics of delegative democracy, which are responsible for the lack of democratic consolidation, if not the erosion of democracy itself: anti-institutionalism, an anti-political agenda and clientelism. Arguing that delegative democracy is the best concept with which to examine contemporary Turkey, the paper lays out how, post-2011, Turkey has demonstrated the three elements of delegative democracy. The final section discusses the implications of the Turkish case for scrutinising the very possibility of delegative democracy in parliamentary regimes. 相似文献

Participatory governance offers the potential to deliver responsive and accountable services. This article tests this expectation by looking at how members of participatory extension platforms in Malawi understand the meaning of “demand-driven” services, and allocate responsibility and influence in service provision. Results show that most respondents agree on bottom-up extension services that respond to expressed farmers’ needs (86% of respondents), and assign responsibility and influence widely across state and non-state actors. While these findings suggest that these participatory mechanisms can promote responsiveness to farmers’ needs and accountability, they also point toward different governance challenges in extension services. 相似文献

Based on qualitative research among female and male beneficiaries of a pulse innovation project implemented in southern Ethiopia, the note provides a summary of the critical voices of farmers, and the role that haricot beans play in empowering women. This article seeks to answer two research questions: does public-private partnerships (ppp) live up to its promises to government? How do contractual arrangements affect ppp performance? We propose a conceptual framework to evaluate ppp performance by comparing actual project outcomes to government goals in initiating the partnerships, and to explore how a set of contractual arrangements affect the ppp performance on each identified goal. The framework is applied to a comparative case analysis of highway ppp experiences in the commonwealth of virginia (us) since the 1990s. The results show that these ppp cases were successful in accessing innovative finance, but their performance was mixed on reducing construction risk and transferring revenue risk. Generally improved over time with later projects, the ppp performance was affected not only by interaction among contractual arrangements –private partner selection, financial arrangements, role division, risk allocation, and project characteristics – but also by authorizing and supportive legislation in the policy domain. 相似文献

This article discusses a theatrical spectacle created by Walt Disney and General Electric for the 1964 New York World’s Fair that has run for the last five decades: the Carousel of Progress, a history pageant that stages the evolution of domestic technology in the twentieth century. As a spectacle dedicated to celebrating tools that bolster women’s participation in the social reproduction of capitalism, the author argues, the Carousel shows how expos utilize theatricality in order to inscribe industrial technologies within corporate ideologies. By apprehending the Carousel of Progress as a site of corporate performance, the author demonstrates how the Carousel’s afterlife in theme park entertainment has enabled Disney to theatricalize disparate modes of capitalist futurity in response to shifting cultural sensibilities. The author situates the Carousel within an economy that has consistently presented female domestic labor as subordinate to corporate capital, culminating with its late-1990s staging of an illusory prefeminism, which fantasizes a twentieth century in which no feminist movement took place. Engaging with theories of corporate performance, this article takes up the Carousel of Progress’s production history as an indication of theatricality’s longstanding utility to corporate capitalism. 相似文献

It is becoming increasingly accepted, not least by the Prime Minister and opposition leadership, that the negotiation of a comprehensive trade relationship with the EU is necessary to prevent the UK economy falling off a ‘cliff edge’. This concern is shaping the UK's strategy towards negotiations with the EU and has provided at least part of the motivation for the UK to consider requesting a transition period to facilitate the Brexit process. But how accurate are these fears? What evidence is there for the existence of a ‘cliff edge’? How disastrous would it be for the UK to revert to trading with the EU on the same basis as most other countries in the world, namely according to World Trade Organisation rules? This study proposes that Public Service Motivation (PSM) can be changeable by unique characteristics of public organization. The proposition is applied for the integration between PSM theory and goal-setting theory that is inevitable to better understand the motivation phenomena for the organization. The integration model consists of two sub-mechanisms: 1) the moderating role of goal characteristics on the relationship between Public Service Motivation and work motivation, and 2) the mediating role of PSM on the relationship between goal characteristics and performance.
