Perceptions of the Regulated Community in Environmental Policy: The View from Below

Discussions in environmental policy often focus on the highest levels of decision making and action while paying scant attention to those individuals on the front lines. Among those frequently overlooked are the individuals at regulated facilities who interact with government regulators on a frequent basis. Interviews with nearly two dozen facility personnel in Virginia yield findings that challenge common perceptions of the relationships between facility personnel and inspectors. In particular, 86 percent of facility personnel, representing a range of regulated facilities from prisons to landfills to dry cleaners, said their interactions with inspectors were positive. Approximately 70 percent of them said that they trust inspectors and provided evidence of trust in their stories. The ramifications of these findings for environmental policy could be potentially significant because facility personnel are presumed to be adversarial, if not outright hostile, and this assumption impacts the design and implementation of environmental regulations.

Between Denmark and Detroit: unionized labour at Ford Motor Company,Copenhagen, 1919–1939

In 1919, Ford Motor Company established its first assembly plant on the European mainland in Copenhagen, Denmark. Based on a Fordist productive model, including technology and materials from Detroit, cars were manufactured and exported to most of Northern Europe. It has been claimed that Ford also transferred its principles of industrial relations to Europe, including a ban on trade unions. But as the article demonstrates, the Copenhagen factory was completely unionized, and the unions were able to establish collective bargaining for a period. On the other hand, several factors, including internal splits among the workers caused by the Fordist production methods, worked against the unions over time. The end result was a hybrid between Detroit methods and Danish traditions of industrial relations. The changing character of this hybrid is traced through the shifting relations of power between unions, local management and the Ford Motor Company.     

Leveraging liminality: how San Diego taxi drivers used their precarious status to win reform

ABSTRACT

Using a case study in San Diego, California, we explore the complexities of precarious employment for taxi drivers. We seek to answer the following question: how do the ambiguities of taxi drivers’ status as independent contractors shape drivers’ work conditions and opportunities for resistance? Our study is based on 331 surveys, 20 in-depth interviews, participant observation, and policy analysis over two years. While drivers were objectively disempowered by the independent contracting designation, lacking both the protections granted employees and the prerogatives of ownership, they were empowered by the alliances this duality facilitated. Drivers used their marginal identities as workers and as entrepreneurs to their advantage in their campaign for reform. This case presents an alternative narrative to previous research, which generally highlights how independent contractors either accept their status in exchange for flexibility or resist by claiming misclassification. The immigrant taxi drivers in our case study actively resisted, not by pursuing recognition as employees, but rather by successfully seeking the full rights of business owners.
