我国城市老年人居家养老与社区照顾初探

我国人口老龄化发展速度快,老龄化地区差异大,城市老人家庭空巢化、高龄化现象日渐严重,传统家庭养老模式已无法满足城市老年人的养老需求,社区的发展使社区成为城市为老服务的最佳载体。推行居家养老与社区照顾相结合的养老方式是解决我国城市老年人养老问题的最佳选择。     

跨国银行境外机构的母国监管责任

美国次贷危机之所以迅速在全球蔓延,其直接原因表现在美国及其他国家的母国监管责任的缺失。巴塞尔协议确立的跨国银行母国并表监管下的联合责任始终是各国奉行的主导规则,但WTO金融服务审慎监管例外制度赋予东道国监管的灵活权限提升了东道国的作用,并影响了巴塞尔协议中母国责任规定的实施。欧盟指令作为区域性合作的代表在母国责任规定上更为完善。中国银行业监管应进一步加强并表原则的法定性,加强并表原则的实质适用,关注境外子行和境外分行不同的监管权限、标准和范畴,才能适应我国银行业国际化和抵御金融危机的要求。     

论城市居家养老服务多元合作体系的建设及发展——以上海市静安区为例

当前,人口老龄化问题现在已经成为一个全球性的问题,而中国的老龄化问题尤其严重,表现出绝对数量大,高龄化趋势显著,未富先老等特点,同时,养老服务市场供给缺口很大,给政府提出了一个很大的难题。本文首先分析了居家养老产生的背景,对居家养老、居家养老服务体系等概念进行了界定,总结了居家养老在发达国家和地区的运用。继而从理论上对于居家养老服务体系的建设进行了概括,并且以上海市静安区为例,对静安区居家养老服务体系的建设进行了详细的分析,最后提出了在居家养老网络体系的建设中遇到的问题,以及完善该网络体系的意见和建议。最后文章对于全文作出了总结。     

The Home Insulation Program: An Example of Australian Government Failure

The public concern surrounding the Australian Government Home Insulation Program (HIP) continues despite the abrupt termination of the program in the light of its deleterious safety consequences and fiscally wasteful management. This enduring unease has been reflected in a variety of official inquiries and reports including the Hawke Review (2010) , an inquiry by the Senate Environment, Communications and the Arts References Committee (2010), a performance audit by the Commonwealth Auditor‐General (2010) and two Departmental annual reports (DCCEE 2010; DEWHA 2010). Taking into account this body of evidence, we argue that the HIP represents an example of government failure, which, in turn, led to a range of unintended ‘human costs’ including the tragic deaths of four young installation workers. Moreover it is also argued that, in future, programs like the HIP are best administered by state/territory and local governments which are often best placed to deliver ‘on the ground’ services.

民族精神：安顿民族生命的精神家园

党的十七大报告中提出社会主义文化大发展大繁荣的宏伟目标。其中,“弘扬中华文化,建设中华民族共有精神家园”是一种新的表述。在科技发展El新月异、经济全球化、文化思潮多元化的今天,培育和弘扬以爱国主义为核心的民族精神具有特别重要的意义。中华文化源远流长、博大精深,总有一些核心价值观念能够穿越时空的界限,为中华民族世世代代所共享,其普适性为全人类所认同。传统文化的核心价值观是构成民族精神的主要组成部分,而民族精神则是安顿民族生命的精神家园。     

The theme of indivisibility in the post-war struggle against prejudice in the United States

Whitfield's essay seeks to identify and explain a tendency that emerged in the United States in the 1940s and extended through the 1950s. It was then that a notion became commonplace, especially among liberals, that the victims of prejudice were interchangeable and that bigotry was undifferentiated. Before the 1940s, the problem of prejudice was not widely believed to be urgent; but the war against the Third Reich heightened awareness of the price of an irrational hostility to minorities. American liberals in particular came to the understanding that bigotry was indivisible; and, for its objects, the cards of identity could easily be shuffled. Whether the victims were Jews or Negroes or homosexuals, the hatred that they elicited appeared to be formed without making any distinctions among them. Evidence can be found in the culture of those two decades, in novels, plays and films. The unitary view of the character of prejudice had some support in social science, including in the authoritative volume The Authoritarian Personality. The theory would also be reflected in a major shift in the agenda of Jewish civil rights organizations, which redefined their mission as promoting the democratic rights of all minorities rather than the particular interests of American Jews. This distinctive tendency vanished in the 1960s, however. One reason for the change was a fuller appreciation of the hostility that minorities could harbour towards other minorities. The realization also deepened of the singular vulnerability of black Americans under the pressure of racism, which demonstrated a tenacity as well as a proclivity for violence that had been largely absent from other forms of bigotry. Finally, a broader legitimation of difference itself emerged in the 1960s to bury the notion that minorities were fungible.     

Post-9/11 institutionalisation of European Union counter-terrorism: emergence,acceleration and inertia

Abstract

This article applies a historical institutionalist perspective to an empirical analysis of the sources and characteristics of the institutionalisation of European Union counter-terrorism. Drawing upon the work of Stone Sweet, Sandholtz and Fligstein, this paper critically analyses the impact of external crises in the form of major terrorist attacks on the emergence of counter-terrorism as an area of European governance. It also highlights the key policy and institutional developments, studies the role of policy innovators on the institutionalisation of counter-terrorism and supports the relevance of ‘transformative’ or ‘evolutionary’ models for the understanding of institutional change in this domain.     

Constructing Crime against the Elderly in Swedish Crime Prevention Campaigns

The study investigates how crime prevention activities frame the problem of crime against the elderly, regarding character, causes, effects and solutions. Data was collected through participant observations, interviews and analysis of a film produced by a local crime prevention council in Sweden. It is concluded that crime prevention for seniors produces complex and contradicting images of the problem. In situational crime prevention seniors are warned to look out for strangers stalking them or trying to access their homes. Statements that victimization is uncommon among the old are combined with warnings that invoke images of mysterious ever-present perpetrators. In social crime prevention, where causes and interventions of crime are discussed, crime prevention officers link the problem to established social problems such as drug abuse and juvenile delinquency. This way of framing the problem is typical for a Swedish Social Democratic perspective, where lack of community and integration are defined as causes of social problems. It is concluded that warnings to look out for strangers who ask for help may be at odds with this striving towards community.
