电子政务环境下政府业务流程再造新探

我国电子政务已进入了深度运用阶段,而政府业务流程再造则成为制约其发展的瓶颈。除了发展电子信息技术外,当前再造政府业务流程尤其应注重分门别类、协调相关部门规范化地推行,以及应注重公务员队伍及其文化建设的创新。     

从服务型政府建设看当前行政服务中心存在的突出问题及其救济途径

本文结合制度环境分析原因，从多方面来提出可行性救济途径，以解决当前行政服务中心存在的问题。     

Determinants of e-government maturity： Do organizational specific factors matter？

E-government is said to be an efficient and effective way of delivering government services to its customers. Web information accessibility and online transactional services increase transparency, openness of bureaucratic institutions and reduce cost of transactions. Global e-government surveys which portray the trend in countries＇ e-government readiness and stage of e-government maturity rank developing countries at the bottom. Based on the benefits reaped from e-government and the fact that some countries can progress than others; it is evident that e-government has become a development phenomenon to researchers and policy makers. Accordingly, the basic empirical question to researchers has been on what determines e-government maturity？ To answer this question, it is important first to distinguish between e-readiness and e-government maturity in order to understand the intuition behind this question. E-readiness comprises of all prerequisite necessary to implement e-government while e-government maturity refers to the actual level of e-government progress a country has attained based on websites assessment. While macro factors such as level of Gross Domestic Product, human capital and ICT （information and communication technology） infrastructure are important in determining e-government maturity at the national level; they may not necessarily explain differences of e-government maturity among government agencies within the same country. In other words, why there are differences in e-government maturity among governmental agencies even in those countries which are ranked at the top. In this paper authors argue that organizational specific factors play a vital role in determining the stage of organizational e-government maturity. To accentuate the argument, authors provide one of the possible frameworks and respective propositions to indicate the influence of organizational specific characteristics on e-government maturity.

我国电子政务发展较快,但计算机病毒、网络黑客、垃圾邮件、网络犯罪、网络政治颠覆活动等严重威胁着电子政务的安全和健康发展。我们应该采取有效措施,建立健全信息安全保障体系,保证电子政务的健康快速发展。

市政管理作为城市管理的重要组成部分 ,必须适应“入世”、奥运形势发展的需要 ,与时俱进 ,开拓创新 ,以创一流精神搞好电子政务工作 ,以信息化带动市政管理和服务水平的现代化。     

E-Government users’ privacy and security concerns and availability of laws in Dubai

The purpose of the study was to review privacy and security concerns and their impact on e-government adoption in Dubai. The research analyzed the literature on e-government, security and privacy concerns of e-government adoption and the legislative provision relating to privacy and security protection. A survey on e-government user concerns on privacy, security and ease of use was also carried out. The data for the survey in this research were collected from 190 respondents in Dubai. The results of the analysis revealed that perceived security, privacy and perceived ease of use were important constructs in e-government adoption. The analysis of legal framework showed that the Federal Constitution, the Penal Code, the new Data Protection Act and the Computer Crime Act could be used to address various privacy and security concerns. Thus, it is important that the policy makers facilitate an appropriate awareness campaign of the existence of both information privacy and security to attract more participation towards the e-government services.     

电子政务环境下的公民参与机制变迁研究

本文在阐述了公民参与的重要性基础上,从公民参与中信息流动方式的不同、参与深入的程度以及政府和公民的关系等方面,分别总结了在电子政务环境下公民参与机制的三个层次的特点、积极意义和不足。研究发现,信息技术的发展虽是民主进程的一个重要的推动力,但是信息技术的快速发展并不能保证公民参与的完全有效。所以,必须采取一些有效措施来进一步完善公民参与机制和改善参与环境。     

An Evaluation Analysis of E-government Development by Local Authorities in Australia

Local governments play an important role in moving forward towards the vision of a connected and responsive e-government. This research develops a set of evaluation criteria for evaluating local council's websites. By examining the current status of the local government websites, this research provides an overview of the level of sophistication of the e-local government development in Australia. The local governments in Australia have not developed truly sophisticated e-government services. The majority of the local government websites are primarily informational and they provide one way communication of information from government to citizens.

To identify the factors affecting the level of sophistication of local council's websites, a single case study approach is employed in this research. Top leadership support and management capacity and organisational and technical challenges are considered important for e-government development. User-centric website design and bridging the digital divide also play a role in the successful implementation of e-government.     

Model for Management of Public Funds Transfers in SICONV

This article consolidates the efforts of the Information Systems Research Group for the construction of a reference model for the management of agreements celebrated based on the Brazilian federal government＇s voluntary funds transfers. It presents the Reference Model for covenants＇ processes, which is the product of the third phase of this research project. This model will be used as reference in the fourth phase of this project, when it will be applied to a sample of covenants. Experience gained in this step will allow the consolidation of the Reference Model. An important contribution of this work is to facilitate the understanding of proposals, so processes analyzed can be improved and redesigned. Processes information, from organization to details of each activity, can then be disseminated to all interested parties. Results here presented are not final. They will serve as input to the next stage of the project, which is the Assessment of the Reference Model by selected Stadual and municipal governments. Each entity will contribute with its own perspective to improving the idealized model.     

论基于电子政务的服务型政府建设

建设服务型政府是党的十七大作出的重大决策,实施电子政务是促进服务型政府建设的重要手段。有效推进基于电子政务的服务型政府建设,必须厘清服务型政府的主要特征,明确电子政务对建设服务型政府的促进作用,认清当前电子政务环境下服务型政府的构建所存在的主要问题,并从转变传统行政观念,加大政府机构改革力度,优化政府业务流程,建设以人为本的政府网站,加强安全管理体系建设,加强公务员教育培训与公共服务理论研究等方面入手,综合推进服务型政府建设。
