It has become common place for governments to initiate electronic-government projects in order to reform public administration. This paper seeks to explore the ways in which an e-government project, as a potential mode of reformation, is established and made to work, and then, further, to account for some of its consequences for conventional public administration. To do so we draw upon a detailed empirical study of a Greek e-government initiative, the establishment of Citizen Service Centres (CSCs). CSCs represent a significant part of Greece's e-government strategy, which has sought to modernize public administration and make the provision of public services more efficient, accessible and responsive to citizens. Drawing upon Foucault's work on power/knowledge we show that the e-government initiative is established through various technologies of power that intend to discipline public sector staff towards a particular mode of working. We also illustrate that the establishment of these modernization practices is the outcome of considerable negotiation, improvisation and enactment as different occupational groups seek to collaborate (or not) across professional and institutional boundaries. Finally, we show and argue that rather than reforming the provision of public services, such e-government based modernization projects are more likely to reproduce, in more complex ways, the long established public sector practices it sought to change.  相似文献

This study seeks to identify and understand the important factors that influence citizens’ behavioral intention to take up e-government services. We adopted a research model empirically tested in the United States. The model integrates three established constructs—the Technology Acceptance Model (TAM), trust, and computer self-efficacy. We conducted the research in the United Arab Emirates (UAE), a leader in e-government development in the Arab world. Our findings are mostly different from the U.S. study and suggest that behavioral intention may be influenced by citizens’ cultural context. This study contributes to a better understanding of citizens’ behavioral intention and adoption factors in e-government, in particular from a cultural perspective. The findings may help governments formulate effective strategies to improve the level of citizens’ uptake of e-government services. This study paves the way for further research on an e-government adoption model that is robust across cultures.  相似文献

The national strategy for local e-government identifies joining up services and the sharing of information as key components in improving the quality and efficiency of public services. A project to design and evaluate a web-based portal to support leverage of professional health and safety enforcement expertise across local authority (LA) boundaries was undertaken. The project clearly demonstrated that there was support by operational officers for the concept of knowledge sharing but there was limited uptake of the portal, particularly those functions that were designed to facilitate collaborative working. The research identified the significance of management commitment to knowledge sharing and the importance of users understanding the rationale for, and benefits of, engagement with IT systems which are not developed in-house. It also indicated that whilst web-based systems can provide a means by which profession knowledge can be levered across LAs, the complexity of linking over 400 LAs with their pluralistic structures and cultures should not be under-estimated.  相似文献

The present article concerns Estonian e-government, that is, the digitalization of government and public administration, and the way e-government produces a moral citizen. Although several case studies on e-government exist, they have seldom been sensitive to the local conditions shaping the functions and social meaning of digitalization. E-government involves producing knowledge, and the present article draws on a theoretical perspective that stresses the tight relationship between knowledge and power. In Estonia, the power–knowledge regime is characterized by centralization. Centralization is the condition for a firm national e-government policy, and within this policy, an image of the unique Estonian citizenry is produced. The Estonian moral citizen who emerges out of e-government is de-politicized and detached from a social context, on the one hand, and strongly politicized and attached to a specific ethno-national community, on the other.  相似文献

The implementation of e-government is a burgeoning phenomenon across the globe. However, a review of the IS literature reveals the inability of public administration organizations to complete information technology projects successfully. Unless governments learn to manage the government transformation projects, these e-dreams will turn into global nightmares. The shortage of studies on e-government implementation presents a knowledge gap that needs to be plugged. This paper describes and analyzes the implementation and the project management approach of the electronic government interoperability framework (EGIF) in Greece. Our intent is to present an application of a goal-driven project management methodology named EGTPM (electronic government transformation project management) in order to use it as a methodological reference when navigating in the open sea of information technology project implementations in the area of public administration. The successful implementation of the specific project indicates that the application of EGTPM approach could provide a solution to achieve government transformation objectives more effectively and efficiently.  相似文献

In a democratic country like India, citizens expect quality public services, from the government. The information technology-enabled versions of public services cannot be an exception. In order to develop strategies leading to increasing levels of satisfaction of the citizens, the quality of the services should be analyzed. For efficient and effective public service delivery, many countries all over the world attempt to develop the transparent and accountable online system to bring the citizen's faith in governance. The present study attempts to check that does the e-service quality of the online grievance redress portal satisfy the student users. Dimensions and construct of the proposed model were extracted from literature, a survey was conducted by employing a questionnaire, soliciting inputs from 677 respondents. Partial least squares structural equation modeling (PLS-SEM) modeling was used to drive the results. Results indicates that security and privacy, is the utmost significant dimensions for student satisfaction as it helps to develop trust in the online e-governance system to bring satisfaction that increases the usage of the grievance portal It is followed by reliability and delivery of quality of information. The demographic variable, gender observed to be not having a significant relationship with the students' satisfaction concerning e-government services. 微信群内的信息沟通与传播具有打破时空边界限制、入群成员共同虚拟在场以及群聊信息具有及时、公开、共享性等新特征。在被广泛用于我国政府系统后,政务微信群成为政治信息传播的新媒介,实现了对我国政务系统的无缝隙覆盖,也已成为推动政务工作与社会治理的常规性手段。相较于正式的文件、会议、电话等传统的政治传播媒介,政务微信群深刻地改变了政务办公的逻辑与机制,重塑了政府内部的政治沟通体系。具体表现为:重塑了上下级之间的部署与督导考核体系;建立了分散部门之间的协调与联动治理体系;再造了横向同级政府组织之间的竞争体系。  相似文献
