欠发达地区农村基层党组织建设的困境与出路

必须以"三个代表"重要思想为指导,以战略眼光和全局性思维审视当前农村党建工作中的薄弱环节,找准病症的引发根源,统筹兼顾,创新农村基层党组织的设置方式和工作方式,不断增强党组织的凝聚力和战斗力.     

基于企业诚信视角的食品安全问题研究

近年来,食品安全事故层出不穷,不少学者认为中国食品市场的监管体制不顺、监管法律不完善是食品安全事故多发的主要原因。诚然,这些都是不争的事实。然而,生产者承担的不安全成本过低,导致食品行业普遍缺乏诚信也是问题食品接连不断被生产出来的一个不容忽视的因素。因此,有必要研究抽样误差、检验误差、追溯误差对食品生产者成本的影响,进而不断创新监管工具和监管思路、改进监管技术,让不安全食品的生产者直接承担不安全食品所带来的成本,以此促使生产者为食品安全付出更多努力。     

从受教育权看人权的不可分割性

根据人权的代际理论,受教育权先后被人们归属于公民权利与政治权利,经济、社会和文化权利乃至于第三代人权.事实上,受教育权沟通了三代人权并具有一种综合的权利属性.可见,各类人权不仅在价值上相互依赖,而且在权利属性上相互重合.我们不宜以人权代际理论等理论上的分类方法为依据来延缓对经济、社会、文化权利以及第三代人权的保护,要对之保持一种积极的态度.     

新农村建设中农民精神文化需求探析

人作为社会性存在物,不仅具有物质需求,而且还有精神文化需求。随着农村经济社会快速发展和农民物质生活水平不断提高,农民的精神文化需求越来越旺盛,在建设社会主义新农村、创造新的生产生活方式、构建和谐社会和农村精神文明建设中所占的地位也越来越重要。为此,应从政府、社会公共文化服务层面、农民自身层面不断满足和提升农民的精神文化需求。     

The tussle with trust: Trust in the news media ecology

This article offers a conceptual exploration of the changing notion of trust and distrust in today's news media ecology. Central is the question whether the relationship between the traditional media actors, media organisations, journalists and news users, can be increasingly characterised by distrust. Do we really notice a decline in trust in the news media? And moreover, are these feelings of distrust grounded? In order to answer these questions, we look at the changing economic, technological and societal context and how this might explain the strained relationship between these actors. We find that to a large extent the goals of the media actors diverge or even conflict. Mutually bridging these goals is difficult as they boil down to ideological and normative choices. This requires us to reconsider our ways of looking at trust. Therefore, this article's central argument is that a trusted relationship between the media actors is unlikely to result from a definitive settlement between the actor's conflicting goals. Rather, maintaining a trusted relationship is likely to become a matter of constant renegotiation. For this renegotiation to succeed, transparency and integrity are key. We find inspiration in the recent work of Solove (2001), Nissenbaum (2004) and Mansell (2008, forthcoming) to take a different, more contextual approach towards the notion of trust. As regards the relationship between news organisations and users, we suggest these norms should be negotiated in a balanced and transparent way, giving users an equal say in the process. The relationship between journalists and news users should be guided by a mutual interest in truth telling, whereby users are not only merely seen as consumers, but also as potential contributors to news stories. Policy makers in turn should act as facilitators of such spaces of renegotiation.     

基于村庄调查的农村留守人员问题研究

随着工业化和城镇化的快速发展,越来越多的农村青壮年劳动力离开农村进城务工,大部分妇女、儿童和老人成为农村留守人员。本文在对湖南省双峰县梅龙村进行调研的基础上,分析了目前农村留守人员存在的问题,提出了做好农村留守人员工作的对策。     

基于劳动范畴的马克思主义整体性诠释

马克思主义的整体性是其内在逻辑结构的外部延伸,诠释马克思主义整体性必须内在于马克思主义的构建过程和逻辑结构。劳动范畴是马克思、恩格斯关于劳动问题的总体看法和根本观点,含蕴着马克思主义的逻辑整体。劳动范畴的科学化是马克思主义理论体系生成过程的缩影,成为马克思、恩格斯剖析人类社会演进问题的主线。劳动范畴的理论图景是马克思主义逻辑结构的映像,是连接马克思主义各个理论模块的枢纽。因而,劳动范畴是马克思主义的逻辑内核,为呈现马克思主义整体性的内在结构提供了新视角。     

Publishing while editor: Transparency and behaviour in public administration journals

Journal editors serve as gatekeepers of knowledge, a role critical to preserving the quality and standards of good research. Some scholars have questioned whether editors have taken advantage of their position to publish their own work. To understand the extent to which editors of public administration journals self-publish, we examined publishing patterns over a 20-year period. We collected the names of editors from the mastheads of 13 generalist public administration journals from 1997 to 2016 and used data indexed from Web of Science to look at articles published in those journals during the same time. We found that while self-publishing behaviour is not common across the entire field, it is a trend for certain journals and individuals. We also found the practice of self-publishing is influenced by whether an individual served in a primary editorial role (e.g., editor-in-chief), length of editorial service, and overall scholarly productivity. We discuss appropriateness and ethical implications of the practice.     

试论企业内部控制体系在党风廉政建设中的作用

反对腐败、建设廉洁政治,是党一贯坚持的鲜明政治立场。这个问题解决不好,就会对党造成致命伤害。目前,腐败涉及的数字触目惊心,坚决惩治、有效预防腐败和加强党风廉政建设,是党必须始终抓好的重大政治任务。内部控制体系建立的目的就是为了保证经济资源的安全完整、经济信息的正确可靠、经营行为的合理合法、经济活动的有序进行,以及经营风险的有效规避,使其在党风廉政建设中发挥积极作用。     

Confidence in an election authority and satisfaction with democracy: Evidence from a quasi-natural experiment of a failed election in Sweden

Contemporary research on electoral integrity has focused on the functioning, evaluation, and legitimacy of electoral processes in emerging democracies. By contrast, this study investigates whether a failed election in a well-established democracy can affect individuals' evaluations of the electoral management body, the Election Authority, and whether those evaluations affect satisfaction with democracy. Using the case of a Swedish regional election in 2010 that had to be rerun due to procedural mistakes in the vote handling, we found that, in the short term, individuals’ confidence in the Election Authority was reduced after it was announced that the election had to be rerun because of the mistakes. Subsequently, this decreased confidence was strongly associated with less satisfaction with democracy at the regional and national level. As good news for the authority, after a successful rerun election, confidence rebounded to the levels prior to the failed election.
