党的十七大报告，是我们党带领全国各族人民坚定不移走中国特色社会主义道路，在新的历史起点上继续发展中国特色社会主义的政治宣言和行动纲领。贯彻落实十七大精神，必须高举中国特色社会主义伟大旗帜，坚持中国特色社会主义道路及其理论体系；必须以科学发展观为指导，全面建设小康社会；必须坚持以改革创新精神全面推进党的建设新的伟大工程，为实现党的十七大确定的伟大目标而努力奋斗。     

'Dedicating' Copyright to the Public Domain

This article explores whether authors can dedicate their copyright to the public domain. Such dedications are becoming increasingly relevant as authors now see the expansion of the public domain as value in itself. This is facilitated by organisations providing pro forma documents for dedicating works to the public domain. However, there has been no real consideration of what, if any, legal effect a dedication to the public might have. This article suggests that such dedications are no more than copyright licences which, in English and US law at least, can be revoked at will. This means that users of such works must rely on estoppel alone to enforce any dedication to the public domain.     

建国前夕刘少奇对新中国政权建设的重大贡献

中国共产党在新中国成立前后的政权建设方面，有两大历史创建：建立了人民代表大会制度，成立了中央人民政府的雏形──华北人民政府。当时先后担任中共中央工委书记和华北局书记的刘少奇，直接指导了华北临时人民代表大会的召开工作；并创造性地提出和直接领导了华北人民政府的成立，为新中国国家机构和政府体制的建立打下了坚实基础。     

Influence of WTO decisions on international intellectual property

Legal context: The task of harmonization in the IP framework is currently atrisk. This conclusion is shown by the way EU Member States have recentlyenacted Directive 2001/29 on the harmonization of certain aspectsof copyright and related rights on the information society.Particularly, no Member State seems to have considered the interpretationof the three-step test of the Berne Convention given in 2000by the WTO panel, notwithstanding its importance. Moreover, three recent opinions of the French Cour de Cassation,the French Conseil Constitutionnel, and the German Federal Courtof Justice appear not to have endorsed the WTO's interpretationof the three-step test. This scenario confirms the impressionthat the international framework is devoid of any degree ofharmonization. Key points: Although the aims of certainty and predictability in the internationaltrading system are among its main tasks, the World Trade Organizationhas not yet tackled the plight of harmonization, preferringa political approach to smooth conflicts and disputes. Yet,the World Trade Organization has recently taken important stepsthat seem to herald a new attitude. In United States—Sections301-310 of the Trade Act of 1974, the World Trade Organizationdismissed the traditional deference towards national legislations.In addition, at international and national levels, the AlleghenyLudlum and Softwood Lumber cases aligned their interpretationsto that of the World Trade Organization.     

Black and White Unite? The Clinton–Obama Campaigns in Historical Perspective*

Senators Hillary Clinton and Barack Obama are battling to win the Democratic party's nomination as presidential candidate in 2008. Never has a white woman or a black man been so close to entering the White House. Standing in their way is Republican Senator John McCain, who would be the oldest white male ever to become US president. A possible spoiler for any of the three is the perennial campaigner, Ralph Nader. The political, social and economic histories of women and African Americans have been entwined, often to the cost of the other, since before the American Civil War. Before World War I the issue was the suffrage; then came the struggles for (women's) equal rights and (African American) civil rights, particularly after World War II. These narratives, with the related cross‐currents of class and ethnicity, are explored in relation to contemporary history and politics, especially the continuing gender and racial ‘gaps’ in US society.     

Congressional voting on funding the international financial institutions

The United States is the largest contributor to the International Monetary Fund (IMF) and the World Bank, providing resources in exchange for voting power in these international financial institutions (IFIs). While the Treasury Department manages the day-to-day aspects of US participation in these institutions, Congress retains authority on funding. With the aim of understanding the microincentives of US support for the IFIs, I analyze congressional voting on bills to fund the IFIs. I argue that members of congress are more likely to support a funding increase (1) the more “liberal” their ideology, (2) the larger the share of campaign contributions they get from banks that specialize in international lending, and (3) the larger the share of voters that gain from economic globalization that reside in their districts. Statistical analyses of voting on five IFI funding bills since 1977 provide support for these arguments.

The 2006 Election and the American Future

President Bush decidedly lost the 2006 US congressional, senatorial and state gubernatorial and legislative elections, but did the Democrats win? They are somewhat revived and hopeful about the presidential contest of 2008. Their profound inner divisions, however, deprive them of capacity for sustained initiatives. Meanwhile, the imperial presidency thrives‐President Bush is defying both elite and public opinion. By escalating war in Iraq and preparing to attack Iran, we confront not just a new electoral cycle but a deepening crisis of US democracy.

职工代表大会制度是中国特色公司治理的必然选择

职工代表大会是国有企业职工民主管理的基本形式，同样，职代会制度也必然是中国特色公司治理后的必然选择。这已为中国民主政治的发展和中国特色现代企业运行机制的需要所证明。     

试论次贷危机对美国经济的影响

次贷危机爆发后，美国政府和FRB提供短期资金融资对策减缓了短期市场的信用收缩，但并没有从根本上解决问题。美国政府和FRB政策所带来的副作用和美国经济构造的原因将导致美国经济滞胀到来并加深。
