论西部地区的可持续发展问题

无论在发达国家,还是在发展中国家,可持续发展问题都受到越来越多的关注。西部地区是国家的生态屏障,其可持续发展问题不仅关系到西部地区经济社会的顺利发展,而且关系到整个国家经济社会的持续稳定发展。     

论西部大开发中贫困地区的财源建设--以云南为例

在西部大开发中 ,云南省贫困地区存在着经济发展严重落后、财源结构单一 ,财政自给能力低下 ,财政赤字庞大等问题。解决这些问题需要转变观念 ,深化体制改革 ,调整贫困地区农业和农村经济结构 ,精简吃“财政饭”人数 ;在税收方面应完善分税制 ,加大财政转移支付力度 ,以利于贫困地区产业和财源的发展 ,利于贫困地区农民收入的提高。     

'Intemperate and Unchaste': Jean Rhys and Caribbean Creole Identity

In this article, Carr examines Jean Rhys's ambivalent feelings about her West Indian origins. She looks at the problems both she and others have had in deciding whether her work can be truly considered to belong to the category of Caribbean literature. The difficulty lies not just in her expatriate existence or European themes, but goes back to her position as a white Caribbean Creole woman, the descendant of slave-owners. Carr looks at the traditional representations of the Creole woman, and suggest that the characteristics assigned to Bertha Mason in Jane Eyre , 'intemperate and unchaste', persisted to Jean Rhys's day, and that all her fiction, even when not explicitly Caribbean, can be seen to write back to such representations. When Rhys arrived in England, she was immediately identified as Other because of her Caribbean accent, something that marked her out as disturbingly associated with non-white West Indians; in England, she was no longer really white, although back in the Caribbean her whiteness made her unacceptable to so many of her fellow Dominicans. Much of the power of her fiction comes from her knowledge of the violent scars left in the Caribbean by the colonial past, and her own experience of the prejudices and oppressions of a hierarchical metropolitan society. In particular, if it had not been for her stigmatization as the always racially dubious West Indian when she reached England, her insight into the injustices of metropolitan and colonial society might never have been so acute.

Joint sector reviews—M&E experiments in an era of changing aid modalities: Experiences from JSRs in the education sectors of Burkina Faso,Mali and Niger

Aid policy and practice have been thoroughly shaken up over the past few years. One of the reform areas relates to monitoring and evaluation (M&E). In short, aid recipients are asked to elaborate result‐oriented frameworks while donors are expected to harmonise and align their policies and frameworks. This article examines the extent to which joint sector reviews (JSRs) could take the M&E reform agenda forward. JSRs are M&E exercises at the sector level which have the potential to satisfy the M&E needs of various stakeholders while, at the same time, also contributing to the M&E reform agenda. They are increasingly utilised on the ground, yet, so far, there do not exist any systematic stocktakings and/or analyses of them. Our own analysis of a sample of JSRs from the education sectors of Burkina Faso, Mali and Niger indicate that JSRs score highly on harmonisation, coordination, leadership and broad‐based participation, but poorly on alignment. They generally prioritise accountability over learning needs and largely neglect accountability and learning at the level of the sector institutional apparatus. In this article, findings from the field are contrasted with insights from evaluation theory and practice so as to provide suggestions for on the ground JSR improvements. 西方法治思想对我国现代法治建设的启示

在社会主义市场经济飞速发展的今天,依法治国、构建社会主义现代法治已成为人们所追求的目标。本文通过对西方法治思想的阐述,结合我国具体情况,分析其＂法治＂思想对我们的启示。其目的是借鉴西方法治思想的精髓,结合本土资源,培育国人的现代法治意识,明晰权力（利）关系,构建有中国特色的社会主义法治。     

土耳其对西巴尔干地区政策的新变化

土耳其与西巴尔干地区互为近邻,紧密关联。土耳其长期奉行亲西方的一边倒外交政策,已严重制约土耳其与该地区国家关系的进一步发展,也损害了其国家利益。近年来,土耳其在国际形势和世界格局发生复杂而深刻变动的背景下,为凸显其地跨欧亚地区大国的独特作用,积极推行外交新思维和零问题睦邻外交政策。西巴尔干地区是欧洲多事之区,成为土耳其外交出击的主要方向之一,并且取得了积极的进展。但鉴于西巴尔干地区错综复杂的矛盾和美欧的掣肘,土耳其在该地区只能起到敲边鼓和主要配合美欧战略的作用。     

西方马克思主义法学的源流、方法与价值

自奥地利马克思主义者卡尔.伦纳的《私法制度及其社会功能》在20世纪初出版以来,西方马克思主义法学不仅成果颇丰,其研究中心也经历了从欧陆到英美的转变。西方马克思主义法学在方法论和认识论方面呈现出丰富多彩的多元化状态,众多流派的学者从批判的、概念分析的、自然主义的、社会理论的、结构主义的、女权主义的视角对马克思主义法律理论做出了新的解读。探索和思考西方马克思主义法学,可以拓宽马克思主义法律理论的研究向度,促进我国马克思主义法学理论与西方马克思主义法学的沟通与交流,并对西方马克思主义法学中尊重历史的文化遗产与理论成果加以吸收和借鉴。     

辛亥革命时期法政杂志与西法东渐

辛亥革命前后,大量法政杂志纷纷问世,全面系统地向国内介绍和传播西方法律学说和法律制度,使西方法律知识在中国得到一定程度的普及,促进了国人法律观念的萌发与公民权利意识的觉醒。这些法政杂志为西法东渐构筑了舶来渠道与生存土壤,西法东渐为中国修律变法提供了法律仿照、移植的条件,为近代中国法律、法学的萌芽、诞生发挥了启蒙与奠基的作用。
