Thirty Years of China＇s Diplomacy： Trajectory and Challenges Ahead

The 60 years since the birth of New China can be divided into two equal parts with the second 30 years of Chinese diplomacy reflecting tremendous changes in the country and its society. And its central task in this period boils down to building a peaceful external environment for the domestic modernization drive. In the process, based on independence and the world-known Five Principles of Peaceful Co-existence, taking shape is a diplomatic strategy that is both all-directional in scope and rich in Chinese characteristics. Since the advent of the 21st century, the country has defined four areas of focus in its diplomacy and put forward the watchword of ＂peaceful development.＂ Looking ahead, China is facing new challenges in its diplomacy of how to preserve harmonious relations with the outside world and set up a Chinese model reflecting its own core values, thereby investing with it greater international appeal and value of universal application.     

Big Power Game/Cooperation in the Asia-Pacific

The substitution of game-playing,a key word in this paper,for the once-popular competition,signals an interesting change in the big power relations.Competition in the Cold War U.S.-Soviet relationship was marked by an antagonistic contention.Inter-state relations are now characterized by ambiguity,among the big powers in particular.However,"neither friend nor foe" or "frenemy" (friend + enemy) is used to describe post-Cold War China-U.S.bilateral ties.

Building China-Japan Relations in the New Era： From Thinking to Action

Some unprecedented special features mark China-Japan relations in the new era. Based on mutually beneficial strategic interests, they spell economic inter-dependence and political mutual trust-a corner stone for building a just international economic and political order. Three phases characterize such relations. The 1990s saw the initial period of post-Cold War transition. Then came the intervening stage of collision since the advent of the new century up until the present. Hopefully, a long-awaited day will dawn when both sides join hands in building a desired bond. However, uncertainty still remains in confirming its arrival.     

亚洲和平崛起是多方互动的过程

冷战结束后,伴随着亚洲各国经济的发展和合作的加强,21世纪将是“亚洲世纪”或“亚洲复兴的世纪”的说法相继出现。这些说法自有其道理,但我更愿将之表述为亚洲的和平崛起。讨论亚洲崛起对国际社会的影响,认识亚洲崛起是一个复杂的发展过程十分重要。对此,我想谈几点看法。一、和平崛起作为一个复杂的发展过程,包含经济、政治、军事、社会和文化等多方面的发展进程,也就是讲,崛起不仅仅是经济上的高速发展,而且是国家、社会发展水平的全面提升。从空间上讲,它应包括整个亚洲地区,至少是亚洲的主要地区;从时间上讲,它包括已经发生、即将发生…     

新时期的中日关系:从思考走向构建

新时期中日关系表现出与以往不同的时代特点。基于共同战略利益的中日互惠关系,意味着"经济依存与政治互信"应成为构建合理的国际政治经济秩序的基石。新时期中日关系可分为三个阶段:即初段"过渡期"(20世纪90年代),中段"碰撞期"(新世纪开始至今)和期望中的后段"构建期"(起始时间尚难最后确定)。中日关系在冷战结束后实现了平稳过渡,同时也确立了经济因素主导两国关系、政治上保持求同存异的新时期格局。进入新世纪,两国在发展战略、地区战略上的矛盾凸显,中日关系经历了前所未有的颠簸震荡。当前,我们仍处在中段"碰撞期",但已开始为走出"碰撞期"而进行深刻的思考。由于中日关系特有的复杂性,从深入思考走向积极构建不但将是一个较长的过程,而且必将会经历种种困难和曲折。需要指出的是,思考与构建并不是截然分开的两个阶段,着眼于构建的思考本身就带有构建的含义。

Tremendous transformations are underway in the world political and economic landscape for the first time in modern history.In essence,this highlights the transition from the post-Cold War period to the era of globalization,and from a unipolar to a multipolar world.
