发展低碳经济改善城市小气候

随着我国经济发展和城市化进程的加快,城市小气候问题日益突出,并且成为制约城市健康发展的重要障碍,通过分析城市小气候变化的影响因素,结合国内外针对气候变化所做出的努力得出：建设低碳城市,发展低碳经济才是我国实现城市的可持续发展的必经之路,最后根据我国现阶段特点提出了从建设绿色建筑、提倡绿色出行、制定合理规划政策和加强国内外合作等方向发展建设低碳城市,以应对城市小气候变化。     

日照市建设资源节约型环境友好型社会的探索与思考

发展循环经济,是建设资源节约型、环境友好型社会和实现可持续发展的重要途径。日照市作为发展基础较为薄弱的沿海开放城市,面对经济发展与环境保护的压力,立足自身实际,确定发展循环经济,建设资源节约型环境友好型社会的发展战略,实现了经济社会与环境资源的协调发展。本文总结分析了其决策动因和基本做法;并对下步工作提出了建议。     

Creating Public Sector Pedestals and Examining Falls from Grace: Examining ICMA Ethical Sanctions

The International City and County Management Association, (ICMA), ensures that members who engage in misconduct are identified and sanctioned. Dozens of public sanctions have been issued over the past 20 years, and this paper considers the substance of these penalties. The article identifies the processes used to ensure compliance with its code of ethics. We report the types of ethical violations ICMA has discovered through these processes. A more systematic way of recording what is occurring is necessary if strategies are to be devised to help current and upcoming public administrators avoid similar violations. Finally, we ask public administrators who have been sanctioned by ICMA to explain how and why the ethics violations occurred and the impact of the public censure on their personal lives and careers.     

高职院校要重视和加强大学生择业观教育——以秦皇岛市高职院校为例

受当今社会文化观和价值观多元化的影响,高职院校学生择业观存在过于限定自身择业地域和就业单位、过多重视薪酬福利、对自己的认识和评估不准确、择业准备不充分等问题。学生择业价值观不正确、学校对学生就业方面指导不足、政府相关政策和经济发展环境的影响是造成这些问题的主要原因。为此,应通过以下五个方面加强大学生择业观教育：一是放宽户籍限制,促进人才流动;二是合理调整薪酬期望值,正确看待教育的投入产出;三是加强学生的价值观教育;四是建立全程的就业指导模式;五是鼓励学生积极参与实践。     

山东省会城市群经济圈产业结构优化研究

山东省会城市群经济圈的发展离不开区域内产业结构的协调优化。本文在对山东省会城市群经济圈的产业发展状况进行简要分析的基础上,提出了山东省会城市群经济圈产业结构存在的问题,主要包括产业结构趋同、产业集群竞争力不强、济南市产业集聚和辐射能力不够强以及经济圈内各市产业有效整合难度比较大四个方面。针对这些问题,本文还给出了优化省会城市群经济圈产业结构的对策建议。     

提升福州市民素质对策研究

市民素质是城市文明的核心,在文明城市建设中起重要作用。福州市在全国文明城市创建中把提升市民素质作为一项重要的战略任务,在务实市民素质的物质基础、提升城市的宜居品质、倡导积极健康的生活方式、转变党政机关干部作风、开展志愿服务活动等方面取得一定的成效。但福州市民素质还存在着不足和提升的空间。市民素质建设是一项社会系统工程,应借鉴先进城市的经验,结合福州的实际和未来的发展要求,进一步提升福州市民的整体素质。     

Everyday Fixers as Local Heroes: A Case Study of Vital Interaction in Urban Governance

This article exemplifies the importance of viable coalitions in processes of neighbourhood development and local governance. Elaborating on the notion of the ‘everyday maker’, discovered in Danish local politics by Bang and Sörensen, this article further explores the characteristics and conditions of organising capacity, using the case of the Neighbourhood Development Corporation in the Dutch city of The Hague as a paradigmatic case. This case shows that individual actors, ‘everyday fixers’ or ‘local heroes’, can make a real difference in local politics if they are well connected to a supportive structure and if they are sensitive to the logic of the situation at hand. Context matters, sometimes impedes, but smart individuals can also make it work.     

The Management of Citizen Participation in Taiwan: A Case Study of Taipei City Government's Citizen Complaints System

Abstract

Citizen participation is one of the core values of democracy. Democratization means an increase in citizen participation in public affairs. However, the issue of democratization is rarely studied in the field of public administration. In this article, we use the Taipei City Government (TCG) Citizen Complaints System to illustrate some tensions relating to citizen participation in a newly democratizing country. We interviewed the TCG officials to piece together the puzzle of how the citizen complaints system works. Furthermore, we conducted a survey on how each channel and media is used by citizens to file their complaints. Then, we focused on the development of the Taipei City Mayor's e‐mail box to see how the tension between participation and cost is handled by utilizing newly emerging information technology. We then evaluate these developments in terms of publicity, accessibility, and accountability suggested by Senevirante and Cracknell (Seneviratne, M.; Cracknell, S. Consumer complaints in public sector services. Public Admin. 1988, 66, 181–193). Accordingly, we propose suggestions for improvement from these three aspects for TCG and other governments as well to establish a citizen complaints system that substantiates democracy.
