Drug Recognition Evaluation and Chemical Confirmation of a 25C‐NBOMe‐Impaired Driver

This case report details an individual arrested for drug‐impaired driving after leaving the scene of multiple motor vehicle collisions and evading police. The driver was examined by a drug recognition expert and failed the drug recognition evaluation. The driver admitted to using cocaine, marijuana, an antidepressant medication and “N‐bomb,” a novel psychoactive substance that possesses hallucinogenic properties. Toxicological analyses at the Centre of Forensic Sciences’ Toronto laboratory revealed only the substance 2‐[4‐chloro‐2,5‐dimethoxyphenyl]‐N‐[(2‐methoxyphenyl)methyl]ethanamine (25C‐NBOMe) in the accused's urine. This is the first report in which 25C‐NBOMe was identified through DRE and toxicological analyses in a drug‐impaired driver.

在网络化环境中提高图书分类质量的几个问题

在新世纪网络化环境中, 做好图书分类工作直接决定和影响着图书馆整体工作的水平。要切实提高图书分类质量, 图书馆就要关注和把握几个重要问题 (1) 提高分类质量的基础和前提是熟悉和掌握分类法;(2) 提高分类质量的有效途径是制定与完善本馆的分类细则; (3) 提高分类质量的保证是严格遵循图书分类工作程序; (4) 提高分类质量的关键是不断提高分类人员的综合素质和能力。     

喷墨打印机走纸步进量作为机种特征的实验研究

目的确定一个有助于识别喷墨打印机种的墨迹特征。方法对Epson、HP、Canon和Lexmark四大品牌的65种喷墨打印机的实验输出样本墨迹中重复出现的瑕疵进行分析。这些瑕疵包括：横向漏白条纹、重叠条纹和纵向对接错位等。结果相邻两个瑕疵之间的距离与打印机固有的走纸步进量直接相关。观测得出的走纸步进量既稳定又反映特定机种。结论将走纸步进量作为一个喷墨打印机种特征来利用具有较强的有效性和可行性。     

行政管理体制改革背景下市县分等研究

市县分等是行政区划改革的一项重要内容,同时又是理论研究与改革实践中的薄弱方面。在现阶段它是推进我国行政机构改革,降低行政成本,提高行政管理效率的有效途径。通过市县分等可确定不同市、县可设机构的范围,治理地方自设机构的膨胀,为政府机构人员编制管理提供科学依据和明确的量化标准。此外,实现分等有助高层政府及时了解基层县市的基本状况,强化中央对地方的管理。市县分等必须综合考虑人口、面积、经济规模、区位及政治地位等因素。     

关于地方政府绩效评估问题的思考

强化地方政府绩效评估有利于提升我国地方政府的施政水平,促进区域生态发展、社会发展和经济发展。本文认为,应认真研究并分析地方政府绩效的内涵、绩效评估的主体选择、绩效评估指标体系、指标分值的权重分配与绩效分级等基本问题,只有这样,才能有效地开展地方政府绩效评估工作。     

刑事诉讼证据分类重构与“合理心证”引入

"合理心证"的引入和运作,需要对现有证据分类和证明力进行重新审视,构建以证明力为标准划分的纯(一类)客观证据、纯(一类)主观证据及次(二类)客观证据、次(二类)主观证据等主要种类,并在重视隐性证据作用的基础上,对心证过程施以合理制约和公开监督。     

Using Alkylate Components for Classifying Gasoline in Fire Debris Samples

The characteristic that discriminates gasoline from other ignitable liquids is that it contains high‐octane blending components. This study elaborates on the idea that the presence of gasoline in fire debris samples should be based on the detection of known high‐octane blending components. The potential of the high‐octane blending component alkylate as a characteristic feature for gasoline detection and identification in fire debris samples is explored. We have devised characteristic features for the detection of alkylate and verified the presence of alkylate in a large collection of gasoline samples from petrol stations in the Netherlands. Alkylate was detected in the vast majority of the samples. It is demonstrated that alkylate can be detected in fire debris samples that contain traces of gasoline by means of routine GC‐MS methods. Detection of alkylate, alongside other gasoline blend components, results in a more solid foundation for gasoline detection and identification in fire debris samples.     

The Centrality of Theory in Modern Day Crime Prevention: Developments,Challenges, and Opportunities

Theory matters in crime prevention. Indeed, but this is hardly the full story. Crime prevention is oftentimes viewed as atheoretical—not grounded in the etiology of crime and offending. Reasons abound for this view, and the recent interest in an evidence-based approach to policy-making has been at the forefront. This article reviews the role that theory plays in modern day crime prevention, with a special focus on the three main crime prevention strategies: developmental, community, and situational. The review identifies a number of key challenges and opportunities for making theory more central to crime prevention. It suggests that the classification system employed in situational crime prevention has allowed for a more explicit connection between sound theory and prevention techniques, and may provide important lessons for developmental and community crime prevention.
