An Analysis of the Joint Board or County Model as the Structural Basis for Effective Australian Local Governance

Australian policy‐makers continue to rely on municipal amalgamation as the main engine of structural reform in local government, despite strong evidence that it diminishes participation and representation without improving service efficiency. Several promising, but neglected alternative models of structural reform have been developed, including ad hoc resource sharing models, Regional Organisations of Councils, virtual local government, and agency models. In an encouraging response to the recent policy of enforced council amalgamations in NSW, the Shires Association of NSW (2004) has recently proposed a ‘Joint Board model’ of local governance and invited comment on this model. This article takes up this challenge and seeks to place the Joint Board model in conceptual context and evaluate its characteristics and simulated cost savings.

The Koguryo controversy, national identity, and Sino-Korean relations today

In July 2004, a Chinese claim that the ancient Kingdom of Koguryo (37 BC-AD 668) was China's vassal state ignited a firestorm of protest in South Korea. The decade-long South Korean love affair with China appears to have ended, as increasing numbers of South Koreans have begun to view their colossal neighbor with new suspicion. What were the causes and consequences of this controversy? Rather than forwarding the usual political, economic and security explanations, this paper interrogates the deeper identity politics at stake, arguing that the Koguryo controversy implicates the very meaning of being Korean or Chinese in the 21st century.

作者对河北公安警察职业学院大三学生的道德素养进行了调查,主要涉及政治信念、警察职业道德、公正执法、道德素质四方面,并进行了简要分析,结合调查结论,对加强公安院校学生道德教育提出了建议。     

贵阳市道路交通事故综合分析及应对方式初探

在2006年12月21日至2007年12月20日期间,贵阳市共发生道路交通事故559起,造成241人残废,伤821人。重伤和死亡人员大多数为行人。事故高发于年初和年尾,每日10：00-12：00和6：00-8：00为事故高发时段。私家车违法肇事突出。前五位事故原因为超速行驶、违法超车、会车、不胺规定让行、违法占道行驶,今后要改变被动处理交通事故的思维定式,将应对交通事故的重心放到制度建设上来,从源头堵住导致交通事故多发的制度漏洞。

Old and New Labour Narratives of Whitehall: Radicals,Reactionaries and Defenders of the Westminster Model

This article argues that throughout its history, the leadership of the Labour Party has chosen to embrace a benign view of the Civil Service, as part of a wider acceptance of the constitutional status quo reflected in the Westminster model. There has nevertheless been a long tradition in the wider Labour movement that has questioned whether Whitehall is capable of working for a government with radical aspirations. This article examines Labour's historical approach towards Whitehall, before reflecting on the extent to which the present Administration, while appealing to radical and reforming rhetoric has, like its predecessors, continued to embrace the status quo. It concludes by arguing that a contemporary and credible narrative capable of challenging the Westminster model has yet to emerge from the broader movement.
