Obesity, courts, and the new politics of public health

Health care politics are changing. They increasingly focus not on avowedly public projects (such as building the health care infrastructure) but on regulating private behavior. Examples include tobacco, obesity, abortion, drug abuse, the right to die, and even a patient's relationship with his or her managed care organization. Regulating private behavior introduces a distinctive policy process; it alters the way we introduce (or frame) political issues and shifts many important decisions from the legislatures to the courts. In this article, we illustrate the politics of private regulation by following a dramatic case, obesity, through the political process. We describe how obesity evolved from a private matter to a political issue. We then assess how different political institutions have responded and conclude that courts will continue to take the leading role.     

‘Gender,Neoliberalism, and the Venezuelan Migrant Crisis’: Female Migrants' Informal Labour and Access to Services in Urban Colombia

Neoliberalism, informality, and migration are all inextricably linked and the Venezuelan migration crisis has certain implications for women. While extensive post-neoliberal spending programmes under Chávez served to reverse the feminisation of poverty, millions of Venezuelans have migrated in recent years due to a severe economic crisis. Oral history testimonies highlight how female Venezuelan migrants in neoliberal Colombia often have no choice but to engage in precarious informal earning strategies and also experience reduced access to public services, which can substantially increase their domestic labour and outgoings. In many ways they are better off in Venezuela, thus highlighting how neoliberalism exacerbates gender poverty in both Latin America and the Global South.     

Detection of Gunshot Residue on Dark‐Colored Clothing Prior to Chemical Analysis

Detection of gunshot residue (GSR) is an arduous task for investigators. It is often accomplished with chemical tests, which can reveal elements and ions indicating the presence of GSR, but are likely to cause physical alteration to the pattern. In this study, the Spex Forensics Mini‐CrimeScope MCS 400, along with 16 accompanying wavelength filters, was applied to various GSR patterns and target types. Three dark shirt materials, four ammunition calibers, and eight ammunition manufacturers, along with the primer residue of the different manufacturer ammunitions were tested. Results indicate the alternate light source wavelength of 445 nm to be the optimal setting. In addition, target material plays a large role in the preservation of GSR patterns as particles burn. Furthermore, it can be extrapolated that residue, observed from a full round and firing distance of six inches, is mostly composed of unburnt gunpowder residue, not primer residue.     

‘Fighting for the Right’: A Functionalist Oral-History Analysis of Conservative Brazilian Women from the Military Dictatorship (1964–1985) to Jair Bolsonaro's Presidency (2018–)

Conservative women in Brazil played a significant role in the 1964 military coup and Bolsonaro's 2018 election victory. Oral history interviews with conservative women who experienced these two significant political events indicate that they both occurred in a climate of heightened anxiety and anti-modern moral panic, where social order and traditional structures such as the family and the church were perceived to be under threat from feminism and Marxism. Although it is somewhat disregarded in contemporary studies, this article argues that functionalist ideology, which upholds the sanctity of the traditional family, serves to explain why Brazilian conservative women continue to fervently support the patriarchal status quo.     

Congressional Intrusion to Specify State Voting Dates for National Offices

Through the nation's first century, states used their concurrentconstitutional right to schedule presidential and House electionsat widely varying times. Senators were also elected within thestates at diverse times. This study examines the gradual establishmentof uniform election dates and offers an explanation of why Congressfelt it appropriate to override state autonomy to eventuallyestablish uniformity of state practices.
