We investigate the sources of an important form of social inequality: the social processes by which men and women acquire participatory resources in organizations. In particular, we investigate the extent to which men and women acquire civic skills and are targets for political recruitment within churches. Integrating theory about social interaction within an organizational structure, we hypothesize that the ways in which women gain politically relevant resources from the church are simply different from those of men. Three factors explain the institutional treatment of women in churches: (1) women's political contributions are devalued; (2) women respond to social cues more than men do; (3) women respond to political cues from clergy—especially female clergy—whereas men do not. Our findings of gender differences in civic resource acquisition provide a more nuanced treatment of the mobilization process and have broad implications for the relationship between political difference and participatory democracy .  相似文献

This article presents empirical findings regarding the relationship between decentralisation of provision of water supply and corruption in provision of services. The current policy advice from the international agencies of aiming for decentralisation as an end in itself is questioned. The conventional wisdom that decentralisation brings management closer to the service recipients and is therefore likely to reduce corruption is also disputed. Drawing on a large database from two large Indian states of Madhya Pradesh and Chhattisgarh, the interaction between various actors is analysed. We find that the level of corruption in water supply agencies run by local governments is higher than that in the agencies run by the regional government. Training in quantitative methods is seen as essential for policy analysts, public administrators, and public managers if they are to make cogent and informed data‐based arguments. If our objective is to help students and future practitioners identify credible evidence, to make sense of that evidence, link it to their substantive knowledge, and thereby develop a defensible case for action, then this paper argues that our current approach to teaching methods is inappropriate. We need to take into consideration the learning styles and needs of our students in designing the delivery and content of our courses. Our current emphasis on teaching techniques needs to be replaced by an emphasis on teaching about the concepts underlying these tools and techniques. © 2008 by the Association for Public Policy Analysis and Management.  相似文献

We examine congressional cue‐taking theory to determine its extent, conditionality, and various forms in the US Senate. Using a novel data‐collection technique (timed C‐SPAN footage), we focus on temporal dynamics via event history analysis. Examining the effects of senator characteristics across 16 votes from the 108th Congress, we find that committee leadership and seniority generally predict cue‐giving, while other types of characteristics predict cue‐giving on certain types of votes. Our results underscore the importance of considering the order and timing of voting when studying congressional behavior.  相似文献

Shaikh Hasina's crushing victory in the December 2008 Bangladesh elections opened a new chapter in her country's relations with Delhi. India had long wanted improvements in cooperation against terrorism and better access to the states of North East India, Bangladesh needed better cooperation over water resources and the trade imbalance. Shaikh Hasina's swift action against insurgent groups trying to operate against India from Bangladesh territory laid the foundations for her very successful visit to India in early 2010 which in turn set the framework for a better future relationship. But in the light of the hostility of many in Bangladesh to improved relations with India, the author examines the options for Indian policy makers. He concludes that the emphasis should be on achieving progress in areas outside security, where progress would be irreversible, while recognising that a real transformation of the relationship would be possible if Shaikh Hasina was able to win the next elections and secure a further term in office.  相似文献

Many urban environmental problems (such as littering of streets) arise from the open access character of the resource concerned and can be analysed in the framework of co‐operation. Studies in the context of rural commons have indicated that though seeming to be violating a narrow definition of rationality, people do cooperate. This paper attempts to explore some issues in the context of the urban environment, focusing on solid waste management in Madras, India, and a co‐operation based institution called Exnora. A number of hypotheses on the conditions affecting co‐operation are examined. While group size may be relevant for costs, it does not have any impact on co‐operation. The management style of committees and economies of scope seem to be important.  相似文献

It is often argued that agricultural factor markets in colonial India were underdeveloped, leading to inefficient resource use and slow agricultural development. However, there is little econometric evidence on these issues. This article outlines a model which incorporates the factor market imperfections discussed in the literature and tests the model against data from the Punjab. There is, in the statistical sense, evidence of resource misallocation; however, these effects are too small to be of much economic significance.  相似文献

This article addresses claims regarding the limited legitimacy of international institutions. It argues that the two original appointed supranational institutions of the European Union play a crucial, if systematically underestimated, role not merely in providing legitimacy for the Union itself, but also in shoring up that of its constituent member states. We illustrate that supranationalism enhances national legitimacy in functional, political and administrative terms. It does so by helping member states produce outputs they otherwise could not (particularly by enabling them to deal with transboundary policy problems they would struggle to confront if acting in isolation) and by embedding within national political and administrative systems legally enforceable obligations to respect the interests of actors whose voice is excluded or muffled (de jure or de facto) within purely national political processes. The article contends that the claims to legitimacy made by the EU and its member states are of distinctive character but interdependent and mutually reinforcing.  相似文献

This article disputes the claim made by Simon Hix (WEP January 1994) that ‘politics in the EC is not inherently different to the practice of government in any democratic system’ and argues against a rigid division between international relations and comparative politics. It contends first, that EU politics cannot be broken up into two categories: ‘politics’ and ‘integration'; second, that the nature of the EU system, the centrality of states and the continued importance of power considerations precludes explanations of EU ‘politics’ through the use of comparative government approaches alone; and third, that public policy cannot in general be studied without reference to international factors.  相似文献
