Assessing the Performance of the Price Cap Plan for Local Exchange Carriers in the United States

In 1991 the FCC implemented a price cap plan for local exchange carriers' interstate access service designed to deal with the regulatory boundaries problem arising from the breakup of AT&T in 1984. The experience with the price cap plan demonstrates the difficulty of predicting productivity growth accurately and makes clear that regulators cannot depend upon a pure price cap plan to keep prices within a reasonable range of costs. With periodic reviews to readjust plan parameters, however, a price cap plan can maintain the rate-of-return close to the target rate-of-return without diminishing the price cap plan's incentives for efficient production. A simple method of recalculating the X-factor based on the rate-of-return over the previous three years worked well in simulations. If this procedure had been used over the price cap period 1991 to 2000, prices would have been 20 percent lower and expenditures on LECs' telecommunications service subject to a price cap would have been $3.8 billion lower.     

The emergence of ‘citizenship’ in popular discourse: the case of Scotland

ABSTRACT

The 2014 Scottish Referendum gauged public opinion on the possibility of Scotland leaving the United Kingdom, raising significant questions about the legitimacy of claims to citizenship in the event of independence. Through a mixed methods survey, this study explored the ways in which citizenship emerged in popular discourse in the lead up to the Scottish referendum. Findings point to an emphasis in public discourse on a commitment to and participation in society, instead of the more traditional citizenship markers of ancestry, birthplace or residency. Data indicates a view of citizenship encompassing status and practice, while identity was framed in terms of more static notions of birthplace and ancestry. The salience of social participation was noticeably greater in respondents’ assessment of others’ potential Scottish citizenship than their own. Specifically, the study highlights the salience of relational aspects of citizenship in popular discourse, with an emphasis on social citizenship in preference to legal citizenship. The study constitutes a significant contribution to ongoing discussions about ‘participatory citizenship’ in the field of Citizenship studies, by providing much needed empirical data on social conceptualizations of citizenship.     

Self-esteem and delinquency

Cross-lagged panel correlation technique is used to examine whether self-esteem has a greater effect on delinquency than delinquency has on self-esteem. Analysis of a nationwide study of tenth-grade boys shows that self-esteem is the more powerful causal factor, even when initial levels of delinquency are held constant. This result, however, is found to be stronger in the lower class than in the upper class. These data are interpreted as lending greater support to Kaplan's theory of the self-enhancing nature of delinquent behavior than to the idea of reflected appraisals.The research reported in this article was funded by a grant from the National Institute of Mental Health (MH27747), which is gratefully acknowledged. Post-traumatic venous and systemic air embolism associated with spinal epidural emphysema: multi-slice computed tomography diagnosis

A 30-year-old man was admitted with chest trauma after a road traffic accident. The patient was paraplegic and suffered from transient monoparesia of the left arm. The chest X-ray revealed a severe right tension pneumothorax and thoracic spine fractures. Emergency right thoracic drainage was carried out followed by angiography. Unfortunately the patient died and an autopsy was not permitted. Consequently post-mortem multi-slice computed tomography (MSCT) was performed, revealing presence of air inside the right cerebral arteries, bilateral pneumothorax accompanied by a severe right tension pneumothorax, bilateral haematic pleural effusion, pneumomediastinum and bilateral lung contusions. Air was also observed within the right coronary artery, ascending aorta and right ventricle. Thoracic and cervical spinal epidural emphysema were diagnosed. Venous air embolism followed by arterial air embolism producing paradoxical embolism was diagnosed. To the best of our knowledge, this is the first case illustrating by post-mortem MSCT such simultaneous complications after chest trauma as spinal epidural emphysema and cerebral and coronary air embolism.

Autoerotic fatalities in Greater Dusseldorf

Autoerotic fatalities in the Greater Dusseldorf area correspond to the relevant medicolegal literature. Our results included exclusively young to middle-aged, usually single men who were found dead in their city apartments. Clothing and devices used showed a great variety. Women's or fetish clothing and complex shackling or hanging devices were disproportionately frequent. In most cases, death occurred due to hanging or ligature strangulation. There was no increased incidence of underlying psychiatric disorders. In most of the deceased no or at least no remarkable alcohol intoxication was found. Occasionally, it may be difficult to reliably differentiate autoerotic accidents, accidents occurring in connection with practices of bondage & discipline, dominance & submission (BDSM) from natural death, suicide or homicide.     

Perceptions about memory reliability and honesty for children of 3 to 18 years old

Purpose. To examine the relationship between perceived memory characteristics and age. Method. Participants rated the reliability and honesty of children's memory for one of two events. The children's ages varied from 3‐ to 18‐years‐old. Results. Participants (N = 612) believed that memory reliability increased with age, but the observed effect was non‐linear. Perceived reliability increased rapidly for children from 3 to 6 years. After this, male participants believed memory reliability increased, but less than in early childhood. Female participants did not think memory reliability increased in middle childhood and adolescence. Further effects involving type of event, age of participant, and the gender of the eyewitness were observed for honesty and the relationship between these attributes and beliefs in guilt. Conclusions. These findings stress the need for more research on development trends of memory in middle childhood and adolescence.     

The EU and Libya and the Art of the Possible

In spite of geographic proximity and a number of shared interests, the European Union and Libya have a history of strained relations. The war of 2011 provided an opportunity for a fresh start, but so far neither side has been able to reap benefits from an entirely new political situation. Instead, Libya’s difficult internal situation has not only slowed down the process of rapprochement, but also increased EU concern. At a time when cooperation becomes a necessity rather than a choice, Libya is now down-spiralling into implosion at the levels of security, bureaucracy and economy, to the point where it cannot absorb the offers being made.
