A Conceptual Analysis of the Six-Party Talks: Building Peace through Security Assurances

Abstract

Dissuading proliferators from developing nuclear weapons entails application of the global nonproliferation norm. Insomuch as proliferators' motivations to develop nuclear weapons are embedded in regional security concerns, security assurances taken for nuclear disarmament would include measures addressing these regional security concerns. Such measures are compatible with the need not to motivate other proliferators to develop nuclear weapons. The September 2005 Joint Statement of the Six-Party Talks incorporated a pledge to build a peace regime on the Korean Peninsula, which demonstrated the link between the regional undertakings and North Korea's denuclearization process. North Korea's nuclear test is no doubt a deviation from the document and the international community must retain collective sanctions. However, building a peace regime remains an effective means for defusing the nuclear standoff.     

Support for and Opposition to Democratization in Hong Kong

It is not easy to say what proportion of Hong Kong residents support democratization. Although the overwhelming majority of Hong Kong people support universal suffrage of the chief executive, public opinion in Hong Kong is divided into two opinions about whether they should accept the Chinese-style of democracy in which candidates are selected before election by the Chinese Central Government to exclude pro-democracy camp candidates. The majority of Hong Kong citizens do not want a person from the pro-democracy camp who is not on good terms with the central government to become the chief executive, and the “Occupy” movement was not welcomed because of prolonged occupation of the major streets. It is not easy for the pro-democracy camp to persuade conservative ordinary people to support full-democracy, and even if they succeed in changing public opinion, the central government and mainland people will become the next obstacle. The future perspective of Hong Kong's democratization is not bright, but young people's demand for democracy is very strong and they may well change Hong Kong society. It may also be possible that a wave of political consciousness among the young could eventually also sweep mainland China.     

Development of fluorescent markers using polycyclic aromatic hydrocarbons with vaseline

Identifiable fluorescent markers were developed as tracers to tail suspects using phenanthrene, anthracene, fluoranthene, pyrene, perylene, and coronene in vaseline. Vaseline was used as a carrier of the marker. Of the six compounds in the vaseline, perylene and fluoranthene were readily observed under ultraviolet (UV) light at a wavelength of 365 nm. All six compounds were identified selectively and sensitively without interference of vaseline using a high performance liquid chromatograph (HPLC) with a fluorescence detector. The detection limit was much less than 1 ng, corresponding to that of the observation behavior under UV light. The results showed that each component with vaseline was more effective than the individual component for the delay in degradation. The case examples of the fluorescent markers are shown.
