ABSTRACT

Civil society is typically understood as weak or irrelevant in Gulf rentier states, the assumption being that rent-derived wealth allows the state to co-opt or repress associational life. However, for all these claims about the relationship between rents and civil society, rentier state theory relies on a number of assumptions regarding the nature of civil society itself, specifically that civil society is, by definition, independent of the state, formal and public in organization, and pro-democratic in orientation. This article examines where relaxation of these assumptions allows us to better understand the political activities of civil society groups in Gulf rentier states, even as co-optative and repressive governance tactics continue to limit space for political activity. Instead of focusing on traditional forms of civil society, we should instead search for those parts of Gulf society that fulfil the function of civil society in terms of societal entities that act collectively to pursue a political purpose (including both engagement with the state over policy matters and debates on moral and social societal norms).  相似文献

ABSTRACT

In the late Soviet Union, large-scale projects such as the Toktogul Dam in the Kyrgyz Soviet Republic were promoted as emblems of the Soviet model of development in Asia. While Central Asian politicians and intellectuals usually tuned in to the enthusiasm, the construction also revealed different opinions about the precise direction and goals of Soviet development. Large-scale investments became focal points of political and intellectual debates; they not only helped bind the periphery closer to the Soviet centre, but also revealed the different economic, political and cultural priorities of the regional, republican and union-wide actors. The construction of dams and reservoirs eventually triggered conflicts between the republics and laid the foundation for an anti-colonial critique of the late Soviet state.  相似文献

ABSTRACT

This paper examines how intersectional inequalities can facilitate the extraction of surplus value from agriculture. Through an ethnographic case study of the Burkina Faso cotton sector, I describe a ‘chain of exploitation’ wherein actors pass economic pressures on to less-powerful actors. People resist their own exploitation, yet justify exploiting others through discourses about intersectional inequalities – overlapping axes of social difference including class, gender, rural/urban status, and education level. I thus argue that intersectional social inequalities – exacerbated by economic pressures – can: (1) justify and thus facilitate the transfer of exploitation, and (2) fragment resistance efforts.  相似文献

In the era of mass incarceration, millions of American citizens have been disenfranchised by the social stigma of a felony conviction. Mentorship of formerly incarcerated (FI) students by FI academics—many of whom identify with Convict Criminology (CC)—is slowly forging a pathway out of the social wasteland of past felony convictions. A common goal of CC is to help FI students and academics overcome the social and structural barriers that severely limit their life chances, as well as those of millions of FI citizens in the world’s largest prison system. In this article, three FI criminology faculty members focus on the vital importance of mentorship presented through individual autoethnographic writings. We emphasize four prominent narratives or themes: (1) common narratives of the role of mentorship: encouragement, inclusion, and social capital; (2) differing narratives of the role of mentorship; (3) common narratives of the role of mentorship: experiences of mentoring as activism and advocacy; and (4) common narratives of the role of mentorship in reducing professional fragility. We also consider other dynamics that might emerge in the mentor–mentee relationship involving FI individuals, including the complexities of “coming out” as FI and the fragility of FI identity in the academic world. We conclude with recommendations for future research on the role of mentorship for FI individuals and make suggestions for other areas of study for CC, more generally.

In 2004, an unlikely combination of rural insurgent groups and urban gangs fought over the fate of President Aristide and brought Haiti to the brink of civil war. Ten years on, the country is still plagued by instances of armed violence. While most policy experts and practitioners seem to agree that over the last decade, violence transformed from a political into a criminal phenomenon, scholars remain divided over the question of whether Haiti's urban armed groups should be framed as a political movement or as hardened criminals. Drawing on semi-structured interviews and overt observation conducted during six months of fieldwork in Haiti in 2013, this article argues that it is crucial to refocus the analysis on the functions gangs fulfil on behalf of their politico-criminal sponsors. In contrast to the proclaimed internal shift from political to criminal motivation, this approach suggests that the constantly changing priorities of political entrepreneurs and organised crime groups shape the nature of the violent service offered by urban armed groups. The findings of this article mirror comparable dynamics in other countries in Latin America or sub-Saharan Africa and have crucial implications for international agencies working in the urban environment and dealing with urban armed groups.  相似文献

While the physical effects of the attacks on the United States and the corresponding 'war on terrorism' seem to be the most direct consequences of September 11th, the most noteworthy consequence is, in fact, the changing world order and the newly emerging concepts of security. India and Pakistan, based on their geography, politics, and domestic experiences, are two key participants to this war on terrorism. By reviewing the regional relationships, economic impacts, and the Kashmir situation since September 11th, it will be possible to see that the success of this new security order in South Asia is contingent on India and Pakistan's cooperation. The leaders of these two countries will have to balance their domestic challenges and the demands of the international community.  相似文献

Abstract:  Contract law issues on European or international level have been studied for several decades in academic circles. Contract law issues and other questions affecting European private law have already been regulated in the past on EC level, especially in the framework of several consumer protection directives. The European Contract Law project initiated by the European Commission received new impetus with the Commission's Green Paper of 2004. Emphasis is laid on developing a 'common frame of reference' (CFR) which shall be ready by 2009. A so-called 'optional instrument' and standard terms of contract are also looked at. The article explains the reasons behind these activities, describes the work currently under way, and points to a series of open questions of a legal or political nature.  相似文献
