This article focuses on the state of European food safety governance and offers a view on possible future courses of regulatory policymaking. We begin by examining the deficiencies of the current multilevel governance system in European Union (EU) food safety policy, with an empirical focus on Hazard Analysis and Critical Control Point (HACCP) systems. We then submit that a regulatory agency model (centralization) might perform better than multilevel governance or renationalization in terms of reducing business uncertainty, promoting food safety enhancing innovation, and improving consumer trust in the food supply. Hence it would make European food markets more resilient to recurrent food safety crises. We also argue that the EU's precautionary approach as applied to some areas of food safety risks is tied to legitimacy enhancing objectives of EU institutional actors. Assuming that supply‐side rents will change over time, we submit that emphasis of regulatory impact analysis (i.e., cost benefit considerations) is likely to increase.  相似文献

Wir argumentieren, dass das Pfadabhängigkeitskonzept des historischen Institutionalismus ein geeigneter Ansatz zur Integration des Top‐down‐ und des Bottom‐up‐Ansatzes der Mehrebenenvollzugsforschung darstellt. Unser Testfall ist die Umsetzung der Nationalen Strategie Palliative Care in den Kantonen. Mittels deskriptiver quantitativer Nachzeichnung und dreier Fallstudien wird die Pfadabhängigkeitshypothese untersucht, dass sich die Palliativversorgung in den Kantonen entlang von Pfaden entwickelt, die durch spezialisierte stationäre Einrichtungen vorgegeben werden, und dass es dem Bund kaum gelingt, diese anhand der Nationalen Strategie Palliative Care zu durchbrechen. Die Empirie bestätigt die Annahme des historischen Institutionalismus, dass positive Rückkopplungen zu Pfadabhängigkeiten führen und dadurch eine Anpassung der Institutionen an die sich wandelnde Umwelt erschwert wird, wobei sich in den Fallstudien unterschiedliche Formen positiver Rückkoppelung mit unterschiedlichen Wirkmechanismen äussern. Spezialisierte stationäre Einrichtungen können als jene Institutionen gewertet werden, die die Entwicklungspfade der Palliative Care und somit das Versorgungsarrangement in den Kantonen prägen. In Bezug auf den Einfluss des Bundes hingegen lässt sich kein allgemeingültiges Fazit ziehen. Vielmehr zeigen die Fallstudien die unterschiedliche Bedeutung kantonaler Pfade, die durch die drei Formen positiver Rückkoppelung theoretisiert werden können.  相似文献

This study is an extension of a previous evaluation of a program (Red Flag/Green Flag) in which children, parents, and teachers were exposed to a workbook and film designed to teach personal safety strategies for preventing sexual victimization or encouraging adult assistance through disclosure of such incidents. In the current investigation, only children and their teachers received this didactic training program. Children and teachers from neighboring schools were assigned to a Training or Control group. Self-reports from children, teachers, and parents, as well as guidance counselor incident reports, were obtained to evaluate outcome. Results indicated greater gains in general knowledge and prevention skills at post-training and 6-month follow-up for trained than control children. Some improvements were made by trained teachers and parents of trained children. Child reports of personal experiences and guidance counselor incident reports were in accord with the assistance component of the program. However, the pattern of reports across sources is difficult to interpret. The findings are discussed in light of salient issues regarding the content of training, child disclosure, and methodology.  相似文献

In this paper, we argue that the occurrence of electoral manipulation in Russia has been driven, in part, by diffusion across neighboring raions through emulation, incentives, and networks. Presumably, in Putin’s Russia all local authorities have some incentives to deliver a high number of votes to United Russia, the “party of power”. However, the perceived pressure to deliver ever higher levels of support for Putin’s party arguably increases considerably if one’s raion is located in a region marked by extraordinarily high turnout and high vote share for United Russia. Conversely, the absence of perceived competition to curry executive favor through delivering votes and networks of uncorrupted local authorities, as well as local opposition organizations working to combat electoral fraud, may help explain the absence of fraud among raions located in regions marked by clean elections. Our quantitative analyses suggest that a “neighborhood effect” – the existence of manipulated raions within a region – strongly influences the likelihood that raions are manipulated. Moreover, although results are more mixed, spatial autocorrelation analysis suggests that turnout levels in raions are influenced by the turnout in proximate raions.  相似文献

The voluntary/mandatory divide is a constant feature of scholarly debates on corporate accountability for sustainability in global supply chains. A widely held assumption is that the addition of state authority to private transnational governance in global supply chains will “harden” accountability and, thus, promote more sustainable production. The state's ability to set legally binding requirements is expected to coerce companies into complying. The hybridization of private and state authority is seen to strengthen good practice in private authority. This empirical study questions these assumptions based on an analysis of two hybrid governance arrangements for sustainability in global supply chains: the EU's Timber Regulation (EUTR) and Renewable Energy Directive (RED). The results demonstrate that both EUTR and EU-RED yield sector wide efforts of compliance and to this extent can be seen as enhancing accountability in the sense of answerability. At the same time, we find that the policies in both cases are not more demanding, nor enforced strictly, the latter putting into question their potential to coerce companies. Further, a “hardening” of accountability is at least obscured as both EUTR and EU-RED have stripped private authority they employ in their hybrid transnational governance from the need to establish legitimacy with a broader audience. This makes legal compliance and cost-effectiveness the core factor for companies’ efforts to demonstrate compliance. Our findings hence question whether the EUTR and EU-RED have led to “hardened” accountability compared to private transnational governance, and ask for an empirical, more nuanced understanding of what there is to gain or lose from hybridizing private and state authority in transnational governance.  相似文献

I provide a public choice-based explanation of why the European Parliament is sometimes influential in the cooperation procedure. While a conservative Parliament can use its right of rejections to block a decision effectively whenever there is no consent in the Council, a Parliament in favor of change can successfully use its amendment right in the second reading whenever the constraints have been changed unexpectedly since the adoption of the common position such as to create an amendment win set. Then, the European Parliament can choose its most preferred policy in this set which is supported by the Commission, cannot be changed by the Council and is preferred against the status quo by a qualified majority in the Council.  相似文献

This article examines a UNICEF/Ministry of Health primary health care programme in Ecuador from a community perspective. It contributes to the debate concerning the way in which the relative ‘success?s or ‘failure?s of participatory projects is measured. It argues for evaluators to distinguish between the perceptions of the different actors involved, and to extend their enquiries beyond the actual lifespan of the project. It also provides lessons for the future by discussing the contribution that technical projects can make to capacity building and the empowerment of community-level organisations.  相似文献

This article looks at performance information use by legislators at the central level in a budgetary context. The multi‐method approach (interviews, quantitative and qualitative analysis of plenary speeches given during budget readings) allows us to draw a broader picture of the use of performance information. The findings provide new insights into different purposes of performance information use. We identify four general use types, that is, de‐legitimizing, legitimizing, improving and understanding, and deflecting, which together with the subjects addressed blend into different use purposes. Second, the study sheds light onto different factors affecting performance information use, that is, the attributes of users of performance information, the properties of performance, and the role of institutional support.  相似文献

This article investigates the forms of communication emerging between local administrative authorities and large-scale agricultural enterprises with regard to public service provision in two Russian villages. Using a systems theory approach and conceptualising Soviet society as an organisational society, privatisation and local government reform may be observed as attempts to disentangle former collective farms and local authorities and adjust them to the logics of functional differentiation. Empirical evidence from a former kolkhoz and an agro-holding shows that both react to the contradiction between global transformation imperatives and local expectations, using a specific combination of formality and informality as a condition of their reproduction in the villages.  相似文献
