The Child and Adult Protection Authorities (KESB) have been the subject of controversial discussion since their establishment in 2013. The reform of the Guardianship Law provided for an institutional shift away from local guardianship authorities to regional specialist authorities. This article uses the Narrative Policy Framework (NPF) to examine the history of today’s controversy, simultaneously proposing an analytic strengthening of said framework. Previous NPF studies summarize policy actors into opponents and proponents. As a result, we do not know whether different actors use different narratives. We therefore separate the expert from the MP discourse. The analysis shows that the experts' arguments for a new institutional arrangement and a person‐oriented narrative dominated, which put the fundamental rights of the persons affected by guardianship measures up front. The study contributes to the understanding of the current controversy, in which a person‐oriented narrative seems to be dominant again, directed against the new authorities. 相似文献

Abstract The apartheid-era Afrikaans press's compliance with apartheid politics and ideology is commonly recognised. This article investigates the newspaper Vrye Weekblad as an exception in this regard. A reading is made of four selected Vrye Weekblad front covers, through a qualitative visual semiotic analysis based on a Barthesian model, in order to describe the covers’ subversive and anti-apartheid tendencies. This analysis reveals that the subversive tendencies at work on the covers represent an open assault on the ruling National Party's (NP) norms and values, especially in terms of the bastions of apartheid Afrikaner nationalism, such as traditional reformed Christian beliefs, symbols of Afrikaner patriotism, concepts of racial purity and white ethnic superiority. The myths present on these covers, while functioning to undermine dominant ideologies, also naturalise an ideology of Vrye Weekblad's own, by creating alternative myths of a critical disposition towards the NP government. The subversive encoding of these covers stems from an ironic tension in anchorage between the conventional connotations associated with the cover images and their accompanying text, which undermine the dominant meanings of the images. This article seeks to contribute a theorisation of this ironic anchorage as a mode of encodification within the broader context of mythical representational practices. The author proposes that as these Vrye Weekblad covers were published under much the same uncertain circumstances as are experienced today with the African National Congress's (ANC) looming Protection of Information Bill and Media Appeals Tribunal, one might see the same occurrence of subversion through ironic anchorage in the contemporary South African media. 相似文献

This article considers the role of Bella Abzug, lead counsel for Willie McGee from 1948–1951, in shaping the defense of this Cold War era Mississippi rape case. Representing McGee left an indelible mark on Abzug: she made her first trip south, wrote her first Supreme Court petition, and faced her first death threat. Participation in the Left legal bar—especially the National Lawyers Guild and Left feminist circles—shaped Abzug's legal consciousness as she redirected the McGee defense significantly in 1950. By joining race and sex, Abzug's legal argument zeroed in on the taboo of interracial sexual relations at the heart of Southern rape cases, thereby exposing the innermost sexual color line. She urged the courts and cause lawyers—albeit unsuccessfully—to pursue a more radical civil rights agenda than outlawing public segregation, as ultimately achieved in Brown v. Board of Education (1954), and typically recognized in Cold War civil rights scholarship. 相似文献

Student responses to bullying have an effect on subsequent outcomes. Dichotomous theories of coping suggest that self-reliance plays a role in responding to stress. In order to investigate the multidimensional nature of coping with bullying, the authors developed the Coping with Bullying Scale for Children. The current study also examined the relationships between bullying experiences (i.e., victimization and perpetration) and coping with bullying, with self-reliance as a potential moderator. Participants who reported higher rates of victimization or engagement in bullying reported greater use of cognitive distancing, externalizing, and self-blame strategies. Victimization was associated with higher reported rates of constructive coping. Self-reliance moderated the relationship between cognitive distancing and both types of bullying involvement. Self-reliance also moderated the relationship between self-blame and bullying perpetration. Implications for theory, practice, and future research are included. 相似文献
