This article examines whether the Citizens' Initiative (CI) in Finland has enhanced inclusion in processes of political agenda‐setting. Democratic innovations such as CIs have been proposed as a solution to the challenges facing Western democracies. CIs are expected to increase political inclusion by allowing citizens to set the political agenda and by mobilising otherwise marginalised or passive citizens. However, the empirical evidence on this proposition remains scarce. This study examines the impact of the CI in Finland on political inclusion. It relies on the Civic Voluntarism Model (CVM) to determine whether the CI mobilises citizens who otherwise tend to be less involved in political matters and thereby enhances inclusiveness. The data come from the Finnish National Election Study 2015 (FNES2015), which is a cross‐sectional representative survey conducted in the wake of the national parliamentary elections in April 2015. Logistic regression models are used in the article to examine the relative importance of socioeconomic resources and civic skills, psychological political engagement and recruitment networks. The results show that while users have many of the familiar traits of political activists, the CI also activates marginalised groups. Most importantly, young citizens are likely to support CIs and the Internet constitutes a central recruitment network. In this sense, the CI has helped increase democratic inclusiveness.  相似文献

ABSTRACT

The development of travel writing in a national literature is closely related to the geographical and mental cartography that characterizes that territory. This article investigates Latvian travelogues of the Soviet era as encounters with other nations within the Soviet empire in order to analyze the role of Latvian travel writings in shaping a feeling of belonging to the empire. In addition to fostering obedience and a sense of belonging to the Soviet empire during the first 15 oppressive years of the Soviet regime, Latvian travelogues of the later years represented the Soviet empire as a conflictual site of the destruction of traditional values and landscapes.  相似文献

This study investigates ‘soft’ forms of direct democracy and identifies factors that explain their occurrence. Soft direct democracy refers to non‐binding referendum motions and advisory referendums, which the literature on direct democracy has largely ignored. Strategic motives have dominated previous explanations of the occurrence of initiatives and referendums, but are less useful in exploring non‐binding procedures of direct democracy. The article distinguishes four types of factors – socio‐structural, party system, political support and learning – and tests hypotheses on their effects with sub‐national data from Finland. The data enable us to compare two different types of instruments – non‐binding referendum motions and advisory referendums – while controlling for many unobserved factors. The findings show that erosion of political support, participatory traditions and policy diffusion explain the occurrence of bottom‐up referendum motions, while the last two together with small population and party system factors predict the occurrence of advisory government‐initiated referendums.  相似文献

The aim of this article is to analyze the explanations for the increased number of referendums in Western European states. Bogdanor has explained this by the unfreezing of political alignments and institutions. After classifying referendums in 18 Western European states, it will be observed that especially the number of referendums introduced by citizens has increased wherever they are constitutionally provided, that is, in Italy and in Switzerland. Referendums in these two countries contribute most of the overall increase in the number of referendums in Western Europe. Moreover, the number of referendums concerning European integration have increased, also in states that do not have the referendum as an integral part of their political system. When it comes to the unfreezing of institutions, it must be pointed out that after the 1970s there have been no constitutional reforms which would have significantly increased the use of referendums.  相似文献

The arrival of a Russian emissary, Gerasim Semenovich Dokhturov, in London in the midst of the English Civil War created a dilemma for parliamentarians who did not want to offend the Tsar’s envoy and risk losing privileges in the northern trade to the Dutch. With King Charles I absent from the capital and George, Lord Digby (later, the second Earl of Bristol), Secretary of State, having fled the country, the reception of the envoy devolved on Parliament. The focal point of the story of that reception is a decorated letter signed by the Speakers of both Houses of Parliament, William Lenthall (Commons) and Edward Montagu, second Earl of Manchester, which was sent to Tsar Alexis Mikhailovich in June 1646. The experience of the envoy, the preparations by Parliament and the sending of the letter itself to the Tsar can be seen as a ‘dress rehearsal’ for the new role that Parliament would play in state receptions after the execution of King Charles I in 1649.  相似文献

It is difficult to govern when citizens are unsupportive of the political system. This problem is relevant for municipalities formed through municipal mergers since new political entities need to build political trust. Democratic innovations provide possible solutions to increase citizens’ confidence, but it is unclear whether distrusting citizens demand these opportunities for involvement. This study examines the link between political trust and support for democratic innovations in Southwest Finland with a survey of 2000 respondents in 14 municipalities. The results suggest that distrusting citizens are less supportive of democratic innovations; hence it is unlikely that they increase political trust.  相似文献

Despite increased scholarly attention, there is still limited knowledge on how empathy works in democratic deliberation. This article examines the role of empathy in citizen deliberation with the help of a deliberative experiment on immigration. First, a random sample of citizens was surveyed regarding their opinions on immigration. Based on their opinions, they were then divided into a permissive or a non‐permissive enclave, and randomly assigned into like‐minded or mixed‐opinion groups for deliberation. After deliberation, they were surveyed anew. The study analyzes: (a) empathy differences between permissive and non‐permissive participants; (b) changes in outgroup empathy toward immigrants as a result of deliberation; and (c) differences in prosocial behavior (i.e., donating to charity). The results show that the permissive respondents had more empathy, especially toward immigrants, than the non‐permissive respondents. Among participants, outgroup empathy increased during deliberation. Regarding prosocial behavior, the permissive participants donated more often to charity at the end of the experiment.  相似文献

This paper seeks to reassess the outcome of mainstream civil society promotion policies in post-Soviet Kyrgyzstan. While it agrees with critics that the distorting effects of funding relations have meant that the promised ‘grassroots citizen empowerment’ has not been achieved directly through NGOs, it does not agree that NGOs are therefore merely vehicles of the Western ideological agenda and international aid to the Kyrgyzstani population. It argues that the facilitation of international actors has opened up opportunities for individual NGO activists to pursue their own social and political development agendas. In recent years, some activists have begun to use these opportunities to develop strategies through which grassroots interests are represented to decision-makers, and citizens' abilities to represent their own interests are enhanced. The strategies adopted differ from the mainstream civil society model and have allowed some NGOs to function in a manner more relevant to the specific Kyrgyzstani context. This suggests that local Kyrgyzstani NGOs and activists should not all be written off as ‘artificial’ civil society, irrelevant to the dynamics of state–society relations.  相似文献
