The article is based on my reading of Valerie Tagwira’s The Uncertainty of Hope as a feminist text that portrays female victimhood in the context of a failing postcolonial state. Tagwira writes about the experiences of a woman against the background of Murambatsvina, officially termed ‘‘Operation Clean Up.’’ The Zimbabwean Operation Clean Up of 2005 was condemned worldwide; and in her novel, Tagwira gives an often-ignored dimension of a woman’s experience of it, in the general context of a country facing serious political, economic and social challenges. For Tagwira, the challenges faced by Onai, as well as those around her, do not have links to their racial identities. Thus, Tagwira redefines the enemyvictim trope of the Third Chimurenga by subverting the state’s interpretation of the struggle discourse of the Third Chimurenga. In the state’s discourse, the victim trope is racial, the state enemy is the former colonial master (in support of the opposition political party) and the victim is the previously colonised black. In my analysis, I have used Susan Wendell’s theory on oppression and victimisation as contained in her article Oppression and Victimization: Choice and Responsibility (1990).  相似文献

ABSTRACT

November 2017 will forever be etched in the minds of Zimbabweans, as the moment involving the end of Robert Mugabe’s 37-year rule and the beginning of a post-Mugabe ‘era’ under the leadership of Emmerson Mnangagwa. It also might be considered as a watershed moment in Zimbabwean history, or at least as having the potential to be so. However, identifying key moments in Zimbabwe’s history, and continuities and changes over time, involves engaging in historical periodisation. Periodising the past is never straightforward and leads to contestations at an analytical level. Further, periodisation often has a pronounced political dimension, such that Mnangagwa’s ZANU-PF is engaged in periodisation in seeking to distance itself from Mugabe’s rule. This opening article addresses these points, and it seeks to show how the following articles (mainly written, unknowingly, at the cusp of Mugabe’s endgame) facilitate reflection on continuities and changes in contemporary Zimbabwe.  相似文献

Fast track land reform in most instances has been treated as a process only entailing the redistribution of formerly white-owned land to blacks. However, there are other deeper changes that have not yet been coherently analysed, such as the nature of local power relations and the local government system; especially the manner in which it balances the interests of traditional authority and elected authorities. The local government system in fast track areas is in a state of flux. On the one hand, there is potential for a more inclusive and participatory model of local government, and on the other hand, however, official processes through legal enactments suggest that policy craftsmen are still intent on continuing with policies that promote the establishment of two competing sites of power. This paper explores the manner in which rural local government has been treated in the literature, and how it is being re-established in the aftermath of the ‘jambanja’, a period in which the ‘rule of law’ was literally suspended. Rather than depending only on official processes, the field evidence that analyses the actual practice of local government is also utilised. The paper contributes towards a more coherent understanding of the links between the colonial state's control imperative and the post-colonial's ambition to exert similar control, albeit under different political conditions.  相似文献

How do legal environments and finance affect investments by firms in the East African community? Property rights, external and internal finance channels – key conduits of the transmission mechanism from ‘legal environment’ to ‘investment’– individually and interactively affect firms' decision to invest. Firms that perceive secure property rights are more likely to invest in fixed capital. The interactions suggest governments in this community would do well to pursue investment/growth policies that slant heavily towards financial markets deepening while not ignoring enhancement of legal infrastructures. Overall, property rights, external finance, internal finance, firm size, and an export-orientation, are important determinants of the investment decision.  相似文献
