Bureaucratic innovation in urban government: A policy model

The paper reports the results of a study examining the diffusion of innovations across four different units of local government. Using partial correlation coefficients to test a hypothesized model, the variables were successful in explaining the adoption of process innovations but showed limited success in explaining product adoptions. Socioeconomic variables were not found to be significant direct determinants of innovation. Demands for innovations, organizational characteristics, and the organizational environment were much more important predictors of the use of innovations by local governments.     

Ideological Congruence: Illusion or Imperfection?

Paul Warwick ( 2016 ) argues that much of the research on ideological congruence leaves the erroneous impression that a close match of median left‐right voter opinions and government ideological positions usually emerges from elections. I propose further clarifications. I offer a “natural metric” based on the average distances from the median voter of the most distant and the closest parties competing in all these countries’ elections. I suggest that by these standards average ideological congruence in the Western liberal democracies in the last 20 years has been fairly successful, but not as successful as it could be.     

Curbing Chinese missile sales: From imposing to negotiating China’s adherence to the MTCR

This article explores and assesses the ongoing American effort to elicit Chinese adherence to the guidelines and parameters of the Missile Technology Control Regime (MTCR). In 1991 and 1992, the United States employed mainly economic pressure in pursuit of this goal, an approach that resulted in China’s first written commitment to respect the regime’s restrictions. Subsequently, although economic pressure has remained the primary tool, Washington has also begun of necessity to discuss Chinese proliferation concerns, American arms sales to Taiwan in particular. This development led to China’s reaffirmation of its MTCR commitment in 1994. Despite these agreements, however, this aspect of the Sino-American relationship remains fraught with potential problems and will require sustained diplomatic attention in the future.     

Highlights of Mediation at Work: Studies of the National REDRESS® Evaluation Project

This research report reviews some of the highlights of the ongoing longitudinal evaluation of the REDRESS® program at the United States Postal Service, the world's largest employment dispute resolution program. These results represent the first systematic data on how a mediation program can function in the workplace setting. This synopsis of the REDRESS® evaluation compares results between the outside neutral and inside neutral conflict resolution systems, explores the role of representation in mediation, and examines the impact of mediation on formal EEO discrimination complaint filings.     

Timing of first sexual intercourse: the role of social control,social learning,and problem behavior

Prior research has pointed to several distinct processes that may affect the timing of first intercourse among adolescents. In the present study, the role of six hypothesized processes was assessed in a sample of 289 rural adolescent boys and girls. Results support the importance of family socialization and problem-behavior for both sexes, the role of biological factors for boys, and the role of social control processes for girls. Two other hypothesized influences—social class and poor psychosocial adjustment—were not supported in either gender. These results indicate that multiple processes influence the timing of first intercourse; thus, they underscore the need for eclectic predictive models that incorporate the multiplicity of influences.Received Ph.D. in Human Development from the University of Chicago.
