Women's Studies programs developed rapidly in the 70s especially in the United States, which did not happen in other countries. The Simone de Beauvoir Institute, at Concordia University, in Canada, is an exception. Even in Europe, very few universities have been including such programs for more than ten years, at the beginning of the 80s. By that time, in Central and South America, Women's Studies were still in their early stages and few regular programs had been really implemented. One of these was the Center for Women's Studies created at the Pontifical Catholic University of Rio de Janeiro, in early 1981, with an offer of special courses and seminars and conducting research projects.A Regional Seminar on Women's Studies in South America and the Caribbean was held at that University in November 1981 with the financial support of UNESCO, to evaluate the situation of teaching and research in 11 countries: Brazil, Argentina, Uruguay, Paraguay, México, Colombia, Peru, Venezuela, the Dominican Republic, Costa Rica and Chile and concluded that much still needed to be done in that field.Nonetheless, the feminist movement, in its struggle for equal rights, against sex discrimination, for better opportunities for all women and their effective integration into national development and political participation, has been supported by thousands of women and gained a great momentum in the 70s.The Women's International Year (1975), The World Plan of Action (1976–1985) and the Copenhagen Conference (1980) have been concrete expressions of the effort initiated by the UN to call the attention of all nations and governments to the need of definitively eliminating all forms of discrimination against women and to adopt measures to ensure that the capacities of women will be utilized in a more fruitful way, aimed to national development. The Decade played an important role in the implementation of Women's Studies programs in Latin American.  相似文献

Abstract: In March 2009, a new strain of influenza A/H1N1 virus was identified in Mexico, responsible for a pandemic. Worldwide, more than 13,500 patients died, most often from acute respiratory distress syndrome. Because sudden death cases were rare, involving mostly young apparently healthy persons, influenza A/H1N1 (2009)‐related deaths may be misdiagnosed, which can raise medico‐legal issues. Case history: we report on an unexpected out‐of‐hospital death involving a young male with no past medical history and no vaccination. Fever was his only symptom. Laboratory tests: histology showed patchy necrotic foci with mononuclear inflammation in the lungs. The heart was histologically normal, but virological analyses using molecular biology on frozen myocardial samples showed high virus load. In conclusion, this case report shows that influenza A/H1N1 (2009) virus can be a cause of sudden cardiac death in the young and demonstrates the importance of quantitative virological analyses for the diagnosis of myocarditis.  相似文献

The theory of financial liberalisation argues that rising real interest rates induces more saving and investment and therefore acts as a positive stimulus to economic growth. This hypothesis is tested for Mexico over the period 1960–90, making the important distinction between financial saving and total saving. Financial saving is found to be positively related to real interest rates partly through capital flows and partly through domestic asset substitution, but total saving is invariant with respect to real interest rates. Investment is positively related to the supply of credit from the banking system, but the net effect of interest rates on investment is negative. Furthermore, taking McKinnon's ‘virtuous circle’ model of economic growth shows no favourable effects of interest rates on economic growth. It is concluded that any favourable effect of financial liberalisation and higher real interest rates on economic growth must come through raising the productivity of investment.  相似文献

This article provides a representative bureaucracy perspective on staff composition in international organizations (IOs). Contrary to previous studies in international relations, I argue that staff composition is not only driven by power but international organizations are also concerned with bureaucratic representation. Therefore, I examine one potential barrier and one driver to passive representation, namely the available local labour pool and political representation. The empirical analysis is based on an original database of human resources statistics in the United Nations Secretariat which allows for a differentiation between staff categories. The resulting regression analyses suggest that headquarters locations, political representation and diplomacy are the main determinants of member states’ representation, but these determinants vary in strength depending on the staff categories. This article contributes to the study of staff composition in IOs by examining additional determinants and to the recent discussions on representative bureaucracy at the international level.  相似文献

Computer vision technologies based on pattern recognition software will soon allow identifying human behaviour that deviates from a pre-defined normality. Such applications are foreseen, amongst others, to be used in public places with purposes of crime prevention, especially in the context of the fight against terrorism. This technology increases the level of automation of video surveillance, changing the main nature of surveillance. The balance of power between the citizen and the State is altered, calling for a new balancing of interests. The automation of risk detection moreover raises the issue of the protection against partially automated decision-making. This paper will deal with the challenges raised by proactive video surveillance technologies to the way how privacy and security have been balanced so far. Attention will moreover be brought to the new safeguards that should be devised to protect the citizens from increased scrutiny and growing automation of the decision-making process.  相似文献

A variety of taxes, charges and user fees deployed by municipalities can mitigate the negative impact of activities and infrastructures on the environment while diversifying revenue sources. Existing studies on ecofiscal instruments in Canadian municipalities, however, have focused primarily on the pricing of water and waste material while neglecting other environmental issues and the potential of taxes and regulatory charges. This article presents a picture of municipal ecotaxation in Québec and includes four new instruments crafted by Québec municipalities.  相似文献
