The influence of women in organizational transparency is an understudied vein of representative bureaucracy. Literature claims that the increase of women in formal political representation opened the opportunity to bring to public organizations gender diversity, experiences, and values different from those of men. It highlights the beneficial leadership styles and the legitimacy of public bureaucracies. Since gender equality in Spanish local government has increased in recent years, it was the trigger and the aim for this study: to understand the influence of women’s political representation on the level of Spanish municipalities’ transparency. The analysis draws on panel data econometric techniques. The results reinforce the discussion that the representation of women in local political life will increase information transparency and reduce information asymmetry in municipalities. 相似文献

In this article, we analyze the use of hypothetical questions in integrative negotiation. We argue that hypothetical questions are useful devices for advancing implicit proposals and can also provide strategic argumentative support for the acceptance of a particular solution. To explain why negotiators prefer to use hypothetical questions when putting forward implicit proposals and to demonstrate how these questions fulfill negotiators' argumentative purposes, our study uses the pragma‐dialectical concept of strategic maneuvering and applies it to the analysis of a number of real‐life negotiations. We conclude by demonstrating that hypothetical questions can be effective devices for strategic maneuvering and that negotiators can employ these kinds of questions to resolve some of the rhetorical predicaments imposed by the negotiator's dilemma as well as to gain a competitive edge over their counterparts. 相似文献

Theories of poverty traps stand in sharp contrast to the view that anybody can make it through hard work and thrift. However, empirical detection of poverty traps is complicated by the lack of long panels, measurement error and attrition. This paper shows how dynamic pseudo-panel methods can overcome these difficulties, allowing estimation of nonlinear income dynamics and testing of the presence of poverty traps. The paper explicitly allows for heterogeneity in income dynamics, to account for the possibility that particular groups of individuals may face traps, even if the average individual does not. These methods are used to examine the evidence for a poverty trap in labour earnings, income and expenditure in urban Mexico and are compared to panel data estimates from a short rotating panel. The results do find evidence of nonlinearities in household income dynamics, and demonstrate large bias in the panel data estimates. Nevertheless, even after allowing for heterogeneity and accounting for measurement error, we find no evidence for the existence of a poverty trap for any group in our sample. 相似文献

Because the effects of children’s exposure to intimate partner violence (IPV) carry long lasting consequences for the affected children, IPV exposure may impose a significant economic burden to localities, states, and society at large, made explicit over the victim’s lifetime and over a wide range of behaviors and outcomes, including use of social services, health and healthcare utilization, educational outcomes, workforce productivity, and criminal behavior. While much research has been conducted on the effect of IPV exposure on multiple short- and long-term outcomes, no research to date has examined the economic burden associated with IPV exposure. Using an incidence-based approach, we estimated the aggregate discounted costs associated with healthcare spending, criminal behavior, and labor market productivity accrued by a 20-year-old victim in 2016 projected to the age of 65, applying a 3% discount rate. The average lifetime costs derived from childhood IPV exposure are estimated to be over $50,000 per victim (2016 U.S. dollars) due to increased healthcare costs ($11,000), increased crime costs ($14,000), and productivity losses ($26,000). Over an annual birth cohort of young adults, these costs amount to over $55 billion nationwide. IPV exposure imposes a substantial economic burden to society at large in the form of increased healthcare costs, increased crime costs, and reduced productivity. This study offers an explicit quantification of substantial lifetime costs, which should encourage policy makers to redouble efforts to reduce the incidence of IPV and successfully ameliorate its effects on IPV-exposed children. 相似文献

Despite the growing interest on the influence of gender in local government, the relationship between women’s political representation on municipalities, as council member or as female mayors, and transparency is an under-researched topic. This article analyses the political representation of women in Spanish local councils and their influence on the level of transparency. Results show that women’s political representation in municipalities has a positive influence on the level of transparency, increasing information transparency and reducing information asymmetry. 相似文献

The challenge of complex social issues drives the need for data systems that can connect information across multiple service delivery systems. Integrated data systems provide significant value for needs assessment, program planning, policy decision making, and collective impact evaluation across a range of social issues. This case study describes a mature county‐based integrated data system. The case study has three aims: (1) to highlight the value of integrated data systems to research, (2) to outline common challenges that such initiatives face, and (3) to present several ongoing considerations for the field that could inform policy recommendations to facilitate the use of integrated data. The authors present examples from the experience of developing this integrated data system, including involvement in the design and evaluation of the first county‐level social impact bond. The case study highlights the benefits and limitations of integrated data use in research and the potential to advance evidence‐based social decision making. 相似文献

This article assesses the ability of local housing ordinances to prevent neighborhood destabilization, specifically that arising as a consequence of the most recent housing crisis. We evaluate the degree to which vacancy registrations and point-of-sale inspection requirements influenced housing market outcomes during the housing crisis. With comprehensive real property data from Cuyahoga County, Ohio, we measure outcomes that characterize housing market distress including foreclosures, sales below the tax-assessed value, bulk sales, flipping, and property tax delinquency. We evaluate outcomes across properties in regulated and unregulated municipalities using matching procedures on linked data containing property, neighborhood, loan, and transaction characteristics. We find evidence that vacancy registrations substantially reduce foreclosures. In contrast, we find little evidence that point-of-sale inspections reduce undesirable transactions. Rather, properties in cities with inspection requirements displayed higher levels of foreclosure and tax delinquency relative to the control group during the study period. 相似文献
