Abstract: Since World War Two, the role of non profit think tanks in the United States has grown and diversified. Today, the United States' government and Congress is advised on many matters of policy-making and implementation by such think tanks. The Westminster system of parliament, as practised in the United Kingdom, Canada, New Zealand, and Australia, has rarely provided a fertile ground for the creation and sustained existence of such privately operated institutions. Despite limited links with similar United States' organizations, the seeds have never really flourished outside the United States of America. Australian Commonwealth governments have been most antagonistic in this regard. On the other hand, management consulting companies, many of which have headquarters in the United States, lobbyists, and corporate representation flourish in the quasi-corporatist political environment carefully constructed by the Australian Labor party (ALP) government since 1983. Policy-related research divisions and statutory authorities have likewise grown in size and importance within the departmental agencies of government itself. Energy, agriculture, immigration, and social service research “arms” have been encouraged within the ministerial arena of policy analysis and advice. Especially important has been micro and macro-economic research, urban and infrastructural planning, the Industry Commission, and the Bureau of Industry Economics, respectively. This paper will analyse the growth of these specialized forms of government think tanks, study the range of their ministerial advice, and speculate about their changing role in an increasingly “managerialist” type of Westminster-style parliamentary setting. Aujourd'hui, ces groupes prodiguent des conseils au gouvernement et au Congrès des États-Unis sur de nombreuses questions de définition et de mise en oeuvre de politiques. Le système parlementaire de Westminster, tel que pratiqué au Royaume-Uni, au Canada, en Nouvelle-Zélande et en Australie, a rarement favorisé la création et l'existence de telles institutions exploitées par le secteur privé. Malgré certains liens limités avec des organisations américaines similaires, elles ne se sont jamais vraiement épanouies à l'extérieur des États-Unis.  相似文献

Rights of access to land in Scotland for community and public use became increasingly politicised in the nineteenth century. In test cases brought by both landowners and access campaigners, they were subject to determination by the Court of Session. This article examines the doctrinal developments in the area of customary rights in nineteenth-century Scotland, and the legal and political context in which those doctrines emerged. The decisions were made against a background of reaction against the abuse of privileges by burgh governors and superiors, on the one hand, and the movement for greater public access to land on the other. It is argued that the judges of the Court of Session based their decisions, in part, on judicial values regarding the value of test case litigation and the constitutional function of the court, as well as the sanctity of private property.  相似文献

The floods of 2007, experienced across much of England, resulted in local authority organisations, including Fire and Rescue Services, mounting large-scale responses and incurring additional and unexpected expenditure. Although central government activated funding schemes, some local authorities fell below the thresholds set and had to absorb the additional costs. This raised a question of what alternative methods were available to allow these local authority organisations to finance such unexpected costs. Weather derivatives are widely used in certain sectors to manage the financial risk that arises from undesirable weather conditions and the objective of this research is to explore the reactions of an FRS towards the use of these financial instruments in managing additional costs, such as those arising from the 2007 floods. Our findings suggest that a combination of risk-aversion, lack of specific financial knowledge and comfort with the status quo seem set to stifle development of weather derivatives as an innovation in public sector risk financing. However, this exploratory study suggests that the method has some merit and is at least worthy of further examination.  相似文献

Crisis simulation is by definition an exercise in cognitive structuring. It is argued that this automatically entails a search for heuristics and organizational decisions which might render complex, highly interactive social and technological situations comprehensible, hopefully amenable to being programmed and, ultimately, controlled. In this paper, a cognitive analysis is presented of alternative paths available to an organization that is in a crisis state to move away from crisis back to more routine modes of operation. Cognitive mapping of plausible post-crisis decision-paths results in a multi-path scheme that enables one to comprehend, even assess, the erratic development of political and socio-technological events in a post-crisis period. The specific example that is used to illustrate the applicability of such a multi-path scheme concerns the revival of NASA following the Space Shuttle disaster. In contrasting the cognitive opportunities in post-crisis situations with the cognitive failures implicit in pre-crisis settings, the multi-path simulation technique enables a more sophisticated understanding of the dynamics of crisis development.  相似文献

This article reviews the changing patterns of violence in Northern Ireland from the period just before the paramilitary ceasefires in 1994 through the duration of the years of the peace process. It provides an overview of data on activities including paramilitary activities, ‘punishment’ attacks, racist, homophobic and domestic violence, public disorder and rioting as well as serious and violent crime. The article then analyzes the changes, and offers some reasons accounting for them. This includes a review of the role of young people, paramilitary organizations and the police reform program in the ongoing violence, as well as an acknowledgment of a wider culture of violence that helps to sustain such activities.  相似文献
