Tax Britannica: Nineteenth Century Tariffs and British National Income

The literature on British economic history presumes thatBritain was a free trader after the repeal of the Corn Lawsand that her tariff levels were thus below those which wereoptimal for maximizing utility. Presumably, if the optimalBritish tariffs had been positive and greater than the levelsestablished by mid-century, a reduction to zero of all tariffsthat remained would have lowered British welfare even further.In this paper, we use a simple computable general equilibriummodel to simulate a drop in all British tariffs to zero. Theresulting substantial net increase in British welfaresuggests that British tariffs were much higher than would beconsistent with an optimum tariff policy. More important, thesize of British losses from her high tariff levels suggeststhat British policy was not consistent with the stance of anideological free trader.     

Untimely Economies of Survival

This article takes the recent turn against hope in breast cancer activism as a point of entry into a broader examination of speculative economies of science that creatively imagine, materialize, and manage futures in the present. It argues that untimeliness – anticipatory, simultaneous, porous, and prognostic in its articulation – captures these alternate arrangements of life and action as they are mobilized in cancer research that hails healthy women as experimental subjects to participate in clinical studies.     

Gay,Lesbian, and Bisexual Youths: Separation-Individuation,Parental Attitudes,Identity Consolidation,and Well-Being

The study examines separation-individuation during adolescence and young adulthood for gay, lesbian, and bisexual youths, and evaluates the consequences of parent-youth relationships for well-being and sexual orientation identity development. Seventy-two youths completed interview and questionnaire measures of relatedness, autonomy, and conflictual independence in relation to mothers and fathers, along with self-reports of parent attitudes, identity consolidation, and well-being. When youths perceived that their parents had relatively accepting attitudes regarding sexual orientation they demonstrated closer relatedness and greater conflictual independence with parents, but not greater autonomy. Both accepting parental attitudes and greater separation-individuation predicted more positive well-being for the youths, though only parental attitudes predicted greater consolidation of sexual orientation identity. Although mothers were generally closer and more supportive than fathers, relationships with both parents were important, independent predictors of personal adjustment. The discussion proposes mutual influences among separation-individuation, perceived acceptance by parents, identity consolidation and well-being.     

Working together: Building capacity for community development

Abstract

Community development partnerships (CDPs)—local intermediaries that gather support from foundations, corporations, and the public sector—are giving increased attention to building the capacity of community development corporations (CDCs). This article evaluates CDPs’ efforts to help nonprofit CDCs increase their capacity to revitalize low‐income communities. We identified five types of capacity and conducted interviews and focus groups with CDPs and CDCs across the nation. The nature of capacity and capacity building among CDCs, the ways partnerships help increase CDC capacity, what the partnerships and CDCs learn from each other, and how they could better gauge the effectiveness of capacity‐building support were discussed.

We learned that CDCs and CDPs have forged an effective alliance and continue to work together: Community organizations require help in building capacity, and local partnerships provide the requisite funding, technical assistance, and other elements to help them grow and serve their neighborhoods.
