This article focuses on the relationship between religion and employment protection legislation in Western democracies. While Esping‐Andersen claimed that catholic social teaching is the most important determinant of the level employment protection legislation, we argue that his argument must be extended by introducing political actors, religiosity and a distinction between lutheran and reformed Protestantism. The empirical part shows that religious factors can explain part of the observed variation, but the discussed extensions prove to be crucial.  相似文献

How was Swiss resistance to international cooperation in tax matters overcome? This article argues that while Swiss banks are structurally dependent on access to the United States (US) financial market, Switzerland is structurally dependent on the economic welfare of its largest banks. Taking advantage of a tax evasion scandal in the midst of the global financial crisis, this indirect dependence gave US law enforcement authorities the opportunity to exercise pressure on Switzerland by threatening to criminally indict Switzerland's largest bank. The tax evasion scandal and subsequent Swiss concessions to the US had two important consequences for international tax cooperation. First, the scandal provided a focal point for collective action that allowed other countries to coordinate their strategies and direct them against the country that had been identified as uncooperative. Second, the scandal undermined Switzerland's ability to impede collective action because the bank's public admission of wrongdoing demonstrated the necessity of international tax cooperation.  相似文献

The first decade of the twenty-first century may be remembered for the rebirth of consensus on labour market policy. After three decades of bitter political and ideological controversy between a neo-liberal and a traditional social democratic approach, a new model, often labelled flexicurity, has emerged. This model is promoted by numerous political organisations since it promises to put an end to the old trade-off between equality and efficiency. Several countries are embracing the flexicurity model as a blueprint for labour market reform, but others, mostly belonging to the ‘Mediterranean Rim’, are clearly lagging behind. Why is it so difficult for these countries to implement the flexicurity model? This paper argues that the application of a flexicurity strategy in these countries is complicated by the lack of social trust between social partners and the state as well as political economy traditions that highlight the role of labour market regulation as a source of social protection.  相似文献

European labour markets are often described as rigid with comparatively high levels of job protection that do not allow for the flexible adjustment of employment to economic fluctuations. This interpretation overlooks important sources of flexibility, however. Research has shown that recent labour market policy reforms have allowed for the creation of two‐tier labour markets consisting of insiders in standard employment relationships and outsiders in non‐standard employment. This outcome has typically been explained by pointing to the representational interests of unions or social‐democratic parties. It has been argued that rather than protecting all labour market participants, unions and social‐democratic parties focus on the interests of their members and their core constituency, respectively, most of whom are in standard employment relationships. In contrast, it is argued here that unions' institutional power resources are the crucial variable explaining this outcome. In difficult economic times, when unions are asked to make concessions, they will assent to labour market reforms, but only to those that do not fundamentally threaten to undermine their organisational interests. In the context of job security legislation, this means that unions defend the protection of permanent contracts while they compromise on the regulation of temporary employment. This ‘second best solution’ allows them to protect their organisational interests, both by retaining their institutional role in the administration of dismissals and by living up to their institutional role as one of the organisations responsible for the direction of labour market policy reform. Using fsQCA this article shows that unions' institutional power resources are more apt to explain the observed two‐tier reform pattern than the unions' or the social‐democratic parties' representational interests.  相似文献

In parallel to the growing weight of finance in the global economy, the transparency of financial flows and asset ownership has attracted increasing attention, a process further accelerated by the 2007/8 global financial crisis. Tax‐starved governments want to know the assets their residents own but financial intransparency can make tax collection difficult by obscuring both the ownership of assets as well as their real size. This article reviews three interrelated strands of literature on financial intransparency with a special emphasis given to one of its most prominent examples: Swiss‐style banking secrecy. First, I discuss the challenge of financial intransparency in a globalized economy and document the central role Switzerland plays as an offshore financial centre. I show that while Swiss‐style banking secrecy is an important example of financial intransparency, possible tax evaders also have other instruments at their disposal. Second, a review of the literature on the origins of Swiss banking secrecy shows how struggles for interpretive dominance shape the politics of financial intransparency. Third, I discuss the literature on the first OECD campaign against tax havens and demonstrate that representatives of the Swiss political‐economic system could have anticipated the shift of attention from small island states to OECD member states like Switzerland. Given the writing on the wall, it is surprising that recent developments have caught Swiss banks flat‐footed.  相似文献

This paper traces the re-spacing of pastoral drylands in Africa. We argue that rendering pastoral resources legible and profitable occurs both within and beyond the state. Through a multi-sited case study from Ethiopia's Somali region, we excavate different mechanisms of sedentarization, whereby processes of state territorialization and indigenous commodification become mutually entangled. Sedentarization is not imposed by the state or corporate capital, but by indigenous merchants who capture the frontier's potential resource dividend. Land appropriation in the drylands is co-produced by political claims to territory, capital investment and new technopolitics through which indigenous (pastoral, Somali) merchants and politicians become complicit with the state's project of territorialization and sedentarization in a self-governing fashion. The irony of this situation is that the (Ethiopian) state has failed to consolidate sedentarization through planned interventions. Instead, capital investment by local and transnational Somali merchants has opened up a neoliberal frontier that re-spaces drylands towards increasing sedentarization.  相似文献

Most political science accounts assume that governments in Western democracies avoid unpopular reforms to protect their re‐election chances. Nevertheless, governments sometimes embark on electorally risky reforms – even in times when they have no slack in the polls. In this article, it is argued that pursuing unpopular reforms can be a perfectly rational strategy for vote‐seeking governments. Based on a simple game theoretical model that compares strategic framing with the classic blame avoidance strategy, it is demonstrated that unpopular policy reforms allow governments to pursue gains of both policy and votes by opting for a highly visible strategy of reframing the substantive reform issue in question. This general argument is illustrated with the substantial 2011 retrenchment of Danish early retirement benefits. This particular welfare state programme was highly popular. Nevertheless, the incumbent Liberal prime minister proposed to abolish it only a few months prior to a national election while his government was trailing significantly in the polls.  相似文献
