ABSTRACT

Since the late 20th century, the federal government has regulated colleges’ and universities’ handling of campus sexual and gender-based violence (CSGBV). Although the arc of history has bent toward establishing greater protections for victims of such violence, new proposed regulation by the U.S. Department of Education under the Trump administration focuses more heavily on ensuring due process rights for students accused of CSGBV. Most recently, in November 2018, U.S. Secretary of Education, Betsy DeVos submitted a proposed rule change to the regulation of Title IX of the Education Amendments of 1972. This article provides the historical context for this most recent proposed federal regulation of CSGBV and discusses the criticism of this proposal that, if it is implemented, students would become less safe in the ivory tower.  相似文献

Hungary's constitutional commitment to support kin-nationals beyond its borders (nation policy) has been a central feature of its post-1989 foreign policy and highlights a particularly important national security concern—the societal security of national identity, culture, language and tradition. This article examines Hungary's societal security concerns and the policy methods it utilises, including its EU membership and the promotion of minority rights at the European level, to help combat these concerns. It is suggested that Hungary has found it somewhat difficult to balance its societal security policy objective with internal economic demands on its welfare system and its external foreign policy objective to maintain good neighbourly relations. This article also notes that Hungary's attempts to Europeanise, or rather ‘EU-ise’, minority and ethnic rights issues as a means to enhance societal security for the Hungarian nation has certain political consequences for the EU. This suggests that societal security provision is an issue that cannot be overlooked when trying to understand the longer-term implications of EU eastern enlargement.  相似文献

Abstract. Because the importance of coalition formation has been long established, there is no shortage of ideas explaining and predicting coalition outcomes. However, one of the problems for contemporary coalition research is that most coalition theories have been thoroughly tested on the same data on national governments that have formed in the West European postwar democracies. This stresses the need for finding new data that can increase our ability to test and refine coalition theories. This article uses unique elite survey data from an investigation conducted among councilors in a large sample of local authorities in Sweden to test hypotheses on coalition formation.
Another problem in coalition research is that the large number of coalition hypotheses have not been tested extensively using multivariate models that provide sufficient controls. By using a methodological approach that models government formation as a discrete choice between potential governments, we can draw conclusions about the relative importance of different types of variables. The results found in this analysis indicate that we have to pay attention to both traditional variables, such as size and policy, and institutional variables if our aim is to explain and predict coalition formation.  相似文献

We introduce experimental research design to the study of policy diffusion in order to better understand how political ideology affects policymakers’ willingness to learn from one another's experiences. Our two experiments–embedded in national surveys of U.S. municipal officials–expose local policymakers to vignettes describing the zoning and home foreclosure policies of other cities, offering opportunities to learn more. We find that: (1) policymakers who are ideologically predisposed against the described policy are relatively unwilling to learn from others, but (2) such ideological biases can be overcome with an emphasis on the policy's success or on its adoption by co‐partisans in other communities. We also find a similar partisan‐based bias among traditional ideological supporters, who are less willing to learn from those in the opposing party. The experimental approach offered here provides numerous new opportunities for scholars of policy diffusion.  相似文献

Abstract.  Green parties have been represented in the parliaments of European Union countries since 1981, but it was not until recently that a few have entered national governments. Using a data set comprised of 51 government formation opportunities (where the Greens were represented in parliament), the authors of this article show that the parties involved in these bargaining situations are more office-oriented than earlier studies had found. As Green parties are seen to be less office-seeking than other parties, this general tendency for office-seeking behaviour in government formation may partly account for the scarcity of Greens in government. Furthermore, a number of hypotheses derived from theories that account for the specific nature of Green parties in terms of their office-, policy- and vote-seeking orientations are tested. It is found that Greens participate in government when they have lost votes in at least one election, when the main party of the left identifies them as a clear electoral threat and when the policy distance between the Greens and either the formateur party or the main left party is small (the latter condition must be accompanied by a substantial proportion of seats for the Green party in parliament). As most of these simultaneous conditions only materialized recently, and in a few countries, it is argued that this analysis, which is the first comparative and multivariate test focused on this question, explains the scarcity and the delay of Green governmental participation.  相似文献
