Biological Attack,Terrorism and the Law

ABSTRACT

According to President George W. Bush, we are living amidst ‘the first war of the twenty-first century’. How then should the United Kingdom react? It is suggested that at least two strands of legal policy and response should be considered. The first concerns the design of antiterrorism laws and policies. For the purposes of this paper, the remit will be confined to how antiterrorism laws have responded to the threat from biological attack. The second aspect concerns the laws and policies about terrorism risk management, part of the agenda of which takes us back to threats to health from biological attack.     

The Personal Vote in Australian Federal Elections

Although there has been little reliable evidence to date, the 'personal vote' for local Members of Parliament in Australian elections is generally thought to be negligible by political scientists. This article analyses new data from the 1987 Australian National Social Science Survey which demonstrate that the personal vote is a significant factor in federal lower house elections even when numerous other variables known to influence voting behaviour are controlled for. The data allow a calculation of the potential electoral effect of the personal vote which shows that it could be worth at least ³ per cent in some circumstances. The analysis tests for varying levels of personal voting in safe and marginal seats, Labor and coalition seats, urban and rural seats and according to the length of time the incumbent has been in office. Lastly, the electoral effects of the social background of local members are examined.     

THE STATE AND LOCAL GOVERNMENT FINANCE

The 'dual state' thesis provides a useful starting point in analysing the relationship between the central and local state. However the history of reform in local government finance suggests that the dual state approach underemphasizes a number of important features of the relationship. Notably the degree of diversity which exists between the interests displayed by different sectors of the central state, the vertical linkages which exist between national and local levels and the difficulty of pursuing coherent long term strategies in local finance.
